SUBJECT : 2025 TARGET REMINDERS

This memo serves to inform and remind all the important deadlines for the
completion of specific tasks that are important for the effective implementation of our
programs. Please take note of the following:
1. GRAMS ENCODING
Social Welfare Assistants (SWAs) and Municipal Roving Bookkeepers (MRBs)
are reminded to encode at least ten (10) cases in the Grievance Repository and
Management System (GRAMS) every reporting period (2 months).
City Links and Municipal Links do not have a specific target but are still required to
encode their received grievances in Grievance Repository and Management System
(GRAMS), and/or are still required to endorse cases to the next concerned focal who
are part of the Grievance Intake and Response process.
Every first day of the succeeding month of each period, the Grievance Officer will
generate data from GRAMS, and staff who fails to accomplish the targets will result in
the issuance of a Notice to Explain. Adhering to this process ensures that all
grievances are managed systematically, preventing any cases from being overlooked
or delayed. This directive is essential for maintaining the timeliness and accuracy of
data recording, which is critical for effective program monitoring, implementation, and
grievance resolution. By following this guideline, you contribute to ensuring that all
concerns and issues are documented, addressed, and resolved in an organized and
efficient manner.

2. CLOSING OF ELECTRONIC CASE MANAGEMENT SYSTEM (ECMS) STATUS

As of the database on January 3, 2025, there are 85,769 open cases and 733
households with no status on delisted households recorded in the Electronic Case
Management System (ECMS). Addressing and closing these cases is important to
ensure the integrity and accuracy of the system. The timely closure of these cases is
essential in maintaining a reliable database, which serves as a vital tool for program
implementation, assessment, and future planning. All concerned staff must ensure
that the required actions are taken and that the cases are resolved. City/Municipal
Links are required to close these delisted households the deadline for completing
this will be on or before March 31, 2025. It is important that all efforts be made to fulfil

this date, and that any issues or concerns encountered are immediately reported to
the assigned focals for resolution. Social Welfare Officer III, Social Welfare Officer
II, Technical Assistant Officers, and are tasked with the responsibility of thoroughly
reviewing and completing the case closures of the delisted households. Attached
here is the list of the remaining target per City/Municipalities:

3. UPLOADING IN CASE REPOSITORY SYSTEM (CRS)

This is a reminder that all delisted target households must be uploaded into the Case
Repository System. For the year 2024, there were 11,681 delisted households, and
only 4,078 have been uploaded, leaving a remaining 7,603 households yet to be
uploaded.

It is crucial that the remaining delisted households for 2024 be uploaded as soon as
possible to ensure the accuracy and completeness of the Case Repository System.
The deadline for completing the upload of all remaining households for this will be on
April 30, 2025. Please prioritize the uploading of these households and ensure that all
necessary actions are taken to complete the task on time. Should any challenges
arise, kindly address them promptly and report to the appropriate focals for assistance.

4. CASE FOLDERS INVENTORY

Social Welfare Officers II are assigned the important task of conducting a thorough
check and inventory of the case folders for each City and Municipality. As part of
this responsibility, all staff members are reminded to ensure that their respective
case folders are updated and complete. It is essential that each case folder contains
the necessary and relevant documents, including but not limited to the following:
family pictures, Family Risk and Vulnerability Assessment (FRVA), General
Intake Sheet (GIS) data, Social Welfare Development Indicators (SWDI), case
studies, and contracts.

In addition to updating the contents, staff are also required to properly organize the
case folders by arranging them in alphabetical order. This will facilitate easier
access and reference. Furthermore, it is necessary to segregate the case folders
according to their respective statuses, ensuring that household’s folders are clearly
identifiable and categorized.

This process of updating, organizing, and segregating the case folders is crucial for
maintaining an accurate and efficient case management system. It will ensure that
all relevant documents are available and easily accessible for review, monitoring,
and reporting purposes. Social Welfare Officers II and Technical Assistant Officers
are encouraged to oversee this task diligently and ensure that all staff comply with
the necessary requirements.

5. REMINDER FOR ALL CITY/MUNICIPAL ROVING BOOKEEPERS

This reminder is addressed to all City/Municipal Roving Bookkeepers (C/MRBs).


Please be reminded that it is strictly prohibited for C/MRBs to sign any type of
transaction or document if the beneficiary is not from their assigned area of
jurisdiction. This measure ensures accountability and prevents potential
discrepancies or unauthorized transactions.

However, in situations where the designated C/MRB for a particular area is


unavailable, such as being on leave or when no C/MRB has been assigned to that
area, an alternative arrangement will apply. In such cases, the Provincial
Bookkeeper Consolidator will be authorized to sign the transactions on behalf of the
absent or unassigned C/MRB. For this exception to be valid, the transactions must
be properly validated, and there should be a corresponding certification issued by
the Technical Assistance Officer (TAO) to confirm the legitimacy of the transaction.
The certification serves as a safeguard to ensure that all processes remain
transparent and accountable.

All C/MRBs are reminded to strictly adhere to this directive. Compliance with this
guideline is essential to maintaining the integrity and proper functioning of our
financial systems. Any failure to comply may result in administrative actions.

All concerned staff are expected to prioritize these tasks and coordinate as
necessary to ensure smooth completion. Should there be any challenges or
concerns in meeting the deadlines, please inform the Provincial Office immediately
for proper guidance.
