Chapter 1
THE PROBLEM AND ITS SCOPE
Introduction

Zeal to serving on the respective post of duty is a good characteristic of public

servants that shows their love to their constituents and countrymen. This trait is the fuel

that enables civil servants to drive and lead forward. Over and above dedication,

steering from love develops the art of leadership continuously. Servant leadership

argues that if leaders practice love, they will manifest the character to make people

want to follow them. Peace and order is an essential ingredient in maintaining economic

development, social order and political stability (Bayan, 2011).

Barangay Tanods are civilian volunteers tasked with protecting communities from

lawless elements and demonstrating a significant dedication to deterring crime,

particularly in areas with limited police presence (Austria-Cruz, 2020)

The patrol force is considered the core of the police departments in any

community. Its existence lessens the necessity for organizing specialized operating

units because these patrol forces directly deal with society. Police executives and local

officials are cognizant that the patrol force is the most important element of the police

department. In relation to this, the barangay enforcers are force multipliers of the

Philippine National Police, with the fundamental duty of patrolling and responding to

incidents within their Area of Responsibility (AOR). This is true because the

characteristics of community policing are common among jurisdictions.


According to (Britanico and Riva,2022), based on the findings of the study and

the evaluations made by the three groups of respondents the following conclusions

were drawn; The barangay police are moderately effective in response to child abuse

cases in terms of manpower resources, logistics and funds, systems and procedures,

local government support and values.

Peace and order is an essential ingredient in maintaining economic development,

social order and political stability (Bayan, 2011). According to the Local Government

Code of 1991, Republic Act No. 7160, the role of the Barangay in assures the peace

and order in the barangay level. Pursuant to DILG Memorandum Circular 2003-42,

professionalizing these BPSOs ensures that peace and order and public reference to

public safety. As the basic political unit, the creation of the Barangay Police Security

Officers/ BPSOs, otherwise commonly known as “Barangay Tanods,”security are

sustained as the key factor in Barangay's growth. Provided in the DILG's trainers

guidebook, the barangay tanod's duties and responsibilities include: assisting barangay

officials in crime prevention and promoting public safety through patrolling/"ronda",

reporting to the offices concerned of any disruptions or unjust events, tracking the

presence and actions of criminals and illegal elements; assisting police and

“lupongtagapamayapa” in the execution of warrants and other judicial proceedings; and

assisting barangay officials in the enforcement of national and local www.ijels.com


laws; and other means deemed appropriate in the prevention of crime. Public safety or

its absence, impacts the lives of everyone (Moore & Braga, 2004).

According to De Jesus (2018), Usec. Diño said he would push for a bill that

would grant rights for barangay watchmen to receive medical and housing benefits, as

well as legal assistance and right to security of tenure. According to Shoemaker (1996),

value of the barangay justice system, juvenile courts and correctional facilities are used

less often than the juvenile code would suggest and this situation is likely to continue.

Several businesses are already introducing programs to help motivate the public even

2015).

Under NAPOLCOM Memorandum Circular 2008-013, the Barangay Police

Security Officers serving as an auxiliary of the Philippine National Police, are

considered as force multiplier. Though barangay police or “tanod” works on a voluntary-

basis, they do not hesitate to risk their lives just to ensure the security of the people in

their respective Barangays (Benitez, 2013)

According to (Executive Order No. 546) authorizes the PNP to deputize the

barangay tanods as force multipliers in the implementation of the peace and order plan

subject to the concurrence of the appropriate Local Chief Executive through the Local

Peace and Order Council (LPOC). More recently, with EO 773, it is incumbent upon the

PNP to enhance its operational procedures on community safety and security system in

order to address criminality, ISO and terrorism problems by establishing Neighborhood

Support Groups (NSG) through BPAT operatives, peace partners, and friends to

achieve peace and order throughout the country.

2.2 De Asis et al. (2020) highlighted the troubles that Barangay Tanods has

encountered in keeping the peace and order, including maintenance issues with police

vehicles and a shortage of necessities such as raincoats and communication gadgets.

These infrastructure and equipment challenges hinder effective patrol activities and

monitoring efforts crucial for crime prevention. Addressing these challenges is essential

to strengthen the barangay tanod's operating capacity and improve their ability in

preserving harmony and order in their local areas.

2.3 Aydinan (2021) delved into the participants' understanding of their duties and

obligations as initial responders, emphasizing the importance of training programs to

enhance their competencies. The study underscored the necessity for financial backing

and organized training programs to enhance the expertise and capabilities of barangay

enforcers in essential areas necessitating improvement. This underscores the

significance of continuous training and development programs to guarantee the

proficiency of barangay tanods in fulfilling their responsibilities.

enhance their operational efficiency.
