CASE STUDY

Instructions. Read the case stated below. Answer the questions afterwards.

A local government unit is faced with a challenge of an impending super typhoon. The National
Disaster Risk Reduction and Management Council has released several bulletins, warnings and advisories
for the Local Disaster Risk Reduction and Management Councils. These were duly received by the
targeted receivers.

Among the guidance of the NDRRMC are the following:


 Conduct Pre-Disaster Risk Assessment
 Consider pre-emptive evacuation especially to those living in flood, landslide, storm
surge prone areas
 Preposition stockpile of food and non-food items
 Prepare responders and other response assets
 Review contingency and response plans

As the super typhoon nears landfall to the local government unit, Tropical Cyclone Wind Signal
Number 5 is already raised to the area. Severe winds with extreme rainfall batter the town. The local
chief executive unfortunately is out of the country and is on personal leave. Ultimately, the local
government unit failed to consider most the guidance by the NDRRMC. To add insult to injury, the LGU
does not have a designated Disaster Risk Reduction and Management Officer.

As a result, thousands of people died because of a strong storm surge. Evacuation centers are
full of people and physical distancing measures are not observed. Responders are overwhelmed with the
degree of effects by the weather disturbance. Food and non-food items are scarce. Chaos ensues.

1. In this scenario, are there any legal or regulatory sanctions that can be charged against the Local
Chief Executive? If yes, identify these legal bases.
2. Is the guidance of the NDRRMC sufficient enough to ensure safety? If not, what could have been
done to improve on this?
3. Based on the scenario, what are the immediate needs of the affected population and how do
you plan to acquire these needs?
4. If you are the Chief of Police in this local government unit, as a member of the local disaster risk
reduction and management council, what way forward plan do you foresee to prevent the same
scenario from happening again.
