AFFIDAVIT OF EXPLANATION

I, POLICE MAJOR SORSOGON DATOS, of legal age, married, and


presently residing in Kangan, Davao, after having been sworn to an oath in
accordance with law, do hereby depose and says THAT:

1. That I am a bonafide member of Philippine National Police presently


assigned with Kangan Municipal Police Station as Officer-in -charge;

2. On August 12, 2021 at about 6:14 PM, a message received through SMS
by this office from the Provincial Director of Davao Police Provincial Office
with Citation No. PRO8-DPPO-PIDMU-03-13-2021 with subject
explanation for failure to accomplish 1 most wanted person and 10%
accomplishment on arrest of other wanted person for the month of
February 2021;

3. In reference above, the undersigned received radiographic message


directing me to explain in writing within 24 hours upon receipt why no
disciplinary action shall be taken for failure to accomplish 1 most wanted
person and 10% accomplishment on arrest of other wanted person for the
month of January 2021;

4. In this regard, please be informed that the undersigned tries to comply


said directive, in fact I have instructed our intelligence PNCO to monitor all
most wanted and other wanted person in our area of responsibility, but
unfortunately some of our listed most wanted persons and other wanted
persons cannot be located while some of them have fled to national capital
region and to some other regions in the country, wherein we cannot go
after them due to lack of financial capability, although we did not meet the
10% accomplishment we were able to arrest 1 most wanted person and 1
other wanted person for the month of January 2021 while on February
2021 we were able to arrest 1 most wanted person and 2 other wanted
persons (please see attached spot reports);

5. Further, I instructed my intelligence operatives to closely monitor all


wanted person in the area to immediately arrest them and return them to
the court were the warrant of arrest was issued if their location was
identified;
6. That the undersigned has no intension not to accomplish 1 most wanted
person and 10% accomplishment on arrest of other wanted person for the
month of February 2021. Further, the undersigned humbly prays that this
explanation will merit a benevolent consideration;

7. I am executing this affidavit to attest the veracity of the foregoing facts.

IN TRUTH WHEREOF, I will affix my signature below this 6th day of March
2021 at Kangan, Davao, Philippines.
