1 Scope
This standard provides minimum requirements for plumbing fixtures and fittings and for water usage
in buildings.

3 Definitions
For the purposes of this document, the definitions given in SANS 10400-A (some of which are
repeated for convenience), and the following apply.

aerator
device fitted to the outlet of a tap or mixing valve, to entrain air in the discharge

cistern
small capacity storage tank to serve a toilet pan, urinal or a cistern type storage water heater

competent person

C1, C2, E1, E2, E3, E4, F1, F2, F3, G1, H1, H2, and H5 in accordance with regulation A20 of
SANS 10400-A; and
ii) long-term or transient sleeping facilities and common ablution facilities, in buildings having a class

regulation A20 of SANS 10400-A.

4 Minimum requirements
4.1 Plumbing fixtures and fixture fittings
4.1.1 For all buildings, the maximum allowable pressure feeding plumbing fixtures and fixture fittings
shall comply with SANS 10252-1 (see also table 1).
4.1.2 For all buildings, all water installations shall comply with SANS 10252-1, as well as local water
services bylaws, where relevant.

Until the relevant national standards identified in SANS 10252-1 have been updated
to comply with column 3, unless the fittings comply with column 3, flow controllers

4.1.3 Notwithstanding 4.1.2, for all buildings, plumbing fixtures and fittings shall comply with the
maximum flow rate (± 1 L/min) at the specified minimum working pressure rating or quantity (volume)
requirements given in Table 1.

4.1.4 Notwithstanding 4.1.3 and Table 1, the maximum volume of the cistern shall not be less than
4,5 L.
4.1.5 The flow rates for emergency fixtures and fittings shall not be reduced below the
manufacturer's specifications.
4.1.6 All taps, with and without mixer valves, but other than taps outside of the building shall be fitted
with aerators.
4.1.7 All plumbing systems shall be in good working order and no leaks are permissible anywhere
on the premises at any inspection in respect of which approval referred to in section 4(1) of the
National Building Regulations, issued in terms of the National Building Regulations and Building
Standards Act, 1977 (Act No. 103 of 1977) was granted.
4.1.8 Accessible in-line strainers shall be fitted in the water supply as close as practically possible
downstream of the Isolating and pressure control valves (see 4.6), and shall be in accordance with
SANS 1808-58.
For buildings having a class of occupancy or building classification of H3, H4 and H5 in accordance
with regulation A20 in SANS 10400-A, the length of an unheated pipe (dead leg) conveying water direct
from a fixed water heater to a terminal water fitting, or from the point of take-off from a hot water
circulating system to a terminal water fitting, shall comply with SANS 10252-1.
4.3.1 Potable water shall not be used for once-through cooling systems or air conditioning
systems.
4.3.2 Cooling towers shall be installed with drift eliminators with a drift loss according to
manufacturer's specification of not more than 0,002 %.
4.4 Heating, ventilation, and air conditioning (HVAC) systems and equipment
4.4.1 For buildings having a class occupancy or building classification of A1, A2, A3, A4, C1, C2,
E1, E3, F1, F2, F3, G1, H1, H2 and H5 in accordance with regulation A20 in SANS 10400-A, any
humidification system shall be disabled and locked-out when the relative humidity in the space served
is over 55 %.
4.4.2 Potable water shall not be used to reduce the temperature of waste water such as steam
condensate and boiler blow-down water, except for other than for initial charge or where the potable water
is recycled.
4.4.3 Potable water shall not be used as a coolant in any heat exchanger, except for other than for
initial charge or where the potable water is recycled.
4.5 Sub-metering
4.5.1 For buildings having a class of occupancy or building classification of A1, A2, A3, F1, G1 and
H1 in accordance with regulation A20 in SANS 10400-A with a net floor area exceeding 250 m2, sub-
meters are required on water lines serving commercial cooking facilities, commercial laundry facilities,
commercial gyms or spas, swimming pools, evaporative cooling towers and boilers serving buildings
greater than six stories.

4.5.2 For buildings having a class of occupancy or building classification of H3 in accordance with
regulation A20 in SANS 10400-A (including cluster and townhouse complexes), sub-meters on water
lines serving each residential unit shall comply with Regulation R509 (2001) in terms of Water
Services Act, 1997 (Act 108 of 1997).
4.5.3 Sub-meters are required on the initial water supply lines for irrigation system with a maximum
designed flow rate exceeding 60 Litres per minute that uses potable water supplied by a water
licensed water services provider.
4.6.1 Isolating values shall comply with the requirements of SANS 10252-1.
4.6.2 All buildings having a class of occupancy or building classification of H3, H4 and H5 in
accordance with regulation A20 in SANS 10400-A, shall be fitted with a pressure control valve in the
water supply to limit the supply pressure to not more than 600 kPa.
4.7.1 The annual average rainfall regions for South Africa (mm per year) for determining rain water
harvesting and recycling are given in figure 1 and table 2.

4.7.3 All buildings having a class of occupancy or building classification of A3, E1, G1, H1 and H2
in accordance with regulation A20 in SANS 10400-A other than a thatch roofed shall comply with the
minimum requirements for rain water harvesting given in table 3.
4.7.4 Notwithstanding 4.7.2 and 4.7.3, thatch roofed buildings having a class of occupancy or
building classification of A3, E1, G1, H1, H2, H3, H4 and H5 in accordance with regulation A20 in
SANS 10400-A, shall comply with a rainwater collection area of a minimum of 20 m2 of roofed area
connected to a rain water harvesting tank with a minimum capacity of 1 000 L (see table 4).

4.7.5 Notwithstanding 4.7.2 and 4.7.3, where a swimming pool or spa pool is provided for, the
additional minimum requirements for rain water harvesting given in table 5 shall be complied with.

4.7.6 Where rain water harvesting is used, signage on the rainwater harvesting tank and on any
outlets from the tank shall include the PV5 symbolic sign for non-potable water as described in
SANS 1186-1 provided with wording that reads as follows:
4.7.7 The words shall be legibly and indelibly printed on a sign constructed of corrosion-resistant
waterproof material. The letters of the words shall be not less than 13 mm in height and of a colour in
contrast to the background on which they are applied. In addition to the required wording, the
pictograph shown in the following pictogram shall appear on the signage required in this subclause.
4.8.1 Building water recycling installations making use of greywater, storm water, and water infiltration
systems shall be accompanied by a rational design.
4.8.2 Greywater harvesting and recycling shall be restricted to water collected from baths, showers,
bathroom basins and clothes washing machines.
4.8.3 Where greywater, storm water harvesting, and ground water recycling is used, signage on the
harvesting system and on any outlets from the system shall include the PV5 symbolic sign for non-
potable water as described in SANS 1186-1 provided with wording that reads as follows:

4.8.4 The words shall be legibly and indelibly printed on a sign constructed of corrosion-resistant
waterproof material. The letters of the words shall be not less than 13 mm in height and of a colour in
contrast to the background on which they are applied. In addition to the required wordage, the
pictograph shown in the following pictogram shall appear on the signage required by this subclause.
4.9.1 All swimming pools and spa pools shall be designed using figure 1 and table 3 or other
alternative non-potable water source to be water neutral without having requirements for the use of
potable water other than for the initial or chemical removal charges.
4.9.2 All external swimming pools and spa pools shall be connected to a rainwater harvesting system
or other alternative non-potable water source for water top-up.
4.9.3 All swimming pools and spa pools that require backwashing shall be fitted with a backwash
holding tank for treating of the backwash and to return a minimum of 70 % the backwash to the
swimming pool or spa pool.
4.9.4 All external swimming pools and spa pools shall be fitted with a pool cover, to conserve 90 %
of water lost through evaporation according to manufacturer's specification.
4.10.1 For vehicle wash facilities, the connections for high- and low-pressure water for wash
and rinse shall not exceed 10 L/min.
4.10.2 A minimum of 70 % of the volume of the potable water used for vehicle washing per day
shall be harvested for reuse and recycling.
4.11.1 Fire sprinkler reticulation shall be provided with discharge points for recycling of drained
water.
