1. Purpose

The purpose of this Work Method Statement is to outline and describe in detail the procedure for the
relocation and proper coordination of existing underground utilities prior to Foundation works, perform
all other related activity with strict implementation of safety procedure to complete the work and
informed all concerned supervisor including workers.

2. Scope

The scope of work of this Method Statement is for works in Ammonia Storage area at Existing any Site
and includes the following:

 Installation of Temporary Fence prior to commencement of any Construction activities.


 Proper Coordination with Company’s operation department.
 Site preparation (Fill, compaction, slope protection works )
 Trial excavation to expose the existing underground utilities. (Manual Excavation)
 Relocation or removal of the existing underground utilities such as Electric cables, Fire water
lines, instrument lines, lighting post, pedestal, pipe rack and existing fence . This includes the
demolition of bund wall and slab concrete.

 Backfilling and Compaction
 Concreting works, Form works and Rebar works for building foundation, pipe rack foundation
and pedestal.
 Embedment Installation works for above items;
 Dewatering of Excavation Pit
 Cleaning, House Keeping and hauling of soil materials not suitable for backfilling.
3. Specific References

The Works shall be designed, planned and performed in compliance with the following approved Work
Method of statement.

– Work Method Statement for Temporary Fence Installation

– Work Method Statement for Re-Routing of existing cables

– Work Method Statement for Re-Routing of 8” GRP Fire Water Line & instrument line

– Work Method Statement for Foundation Works

– Work Method Statement for Demolition Works for Ammonia SS Area

4. Step of works

4.1 Preliminary Preparation

4.1.1 Existing Service

Contractor shall make his own investigation to establish the exact location of existing services which
may affect or be affected by the Construction Works. In addition, Contractor shall carry out adequate
preliminary investigations using any suitable means to verify the location of existing services.

All breaking out and demolition work shall be carried out in accordance with applicable standards and
Work Method Statement for Demolition Works. Contractor shall provide all necessary needling,
shoring, strutting, protective barriers, etc., required to ensure safe working and shall remove the same
when no longer required. Demolished materials shall be removed from Site without delay.

4.1.2 Survey and Setting out

 Bench marks and control points shall be fixed and maintained in proper manners on Site.
 Surveyors will carry out the works in accordance with the approved drawings.
 Contractor shall record which control points have been used for each section of work when
setting levels.
4.2 Manual Excavation

The Contractor shall excavate manually in the vicinity of all services, structures, and any other areas
and uncover them, all as directed by the Engineer with approval from the Company.

The Contractor shall take all precautions to prevent damages to the existing utilities and properties,
any damage resulting from the negligence of the Contractor, his agents, or his employees shall be
repaired by the Contractor at his own expense.

4.3 Installation of Temporary Fence

Prior to Commencement of any construction works for Ammonia Substation building as shown on Part
A and Pipe Rack Foundation as shown on Part B, Temporary Fence shall be installed beside the sea
for the Security of BS premises and convenience of the Construction works.

Existing Fence have interface with the Foundation Works shall be dismantled and Temporary fence
shall be installed at the location approved by the Company.

Relocation and installation shall be done in sequence considering the works progress.

Installation of Temporary fence shall be installed in accordance with the applicable standards and the
procedure from the attached Method of statement for Temporary Fence Installation.

4.4 Re-Routing or Removal of Existing Utilities

4.4.1 Re-Routing of Existing Utilities

All existing underground utilities shall be fully exposed by means of manual excavation.

Utilities shall be Re-routed on sequence so as not to affect the Plant operation.

1. First to be relocated shall be the Lighting cable. Lighting cable shall be relocated beside
Temporary fence. The cable shall be laid on the provided cable tray with cover for protection. (See
Figure 2).
2. Removal and Relocation of 180mm2 x 3C + control line cablelocated beside old bundwall to the
new location beside the temporary fence. The cable shall be laid on the provided cable tray with cover
for protection. (See Figure 2).

3. Removal and Relocation of 180mm2 x 3C + control line cable located beside old Fire water line to
the new location beside the temporary fence. The cable shall be laid on the provided cable tray with
cover for protection. (See Figure 2).

4. Removal & Relocation of 8” GRP Fire water line + 1” Instrument line to the new location beside
temporary fence. The Fire Water line and Instrument line shall be properly supported by means ofsteel

supports attach on the temporary fence. The supports shall be spaced minimum of 3

meters or as required to prevent pipe deflection.

5. Installation of 4” PVC Sewer line beside temporary fence and tie in on the existing sewer

network.

6. Installation of 3” UPVC potable waterline beside temporary fence and tie-in on the existing

potable water network.

7. The potable water & sewer lines shall be properly supported by means of steel supports

attached on the temporary fence, spaced minimum of 1.5m or as required to prevent pipe

deflection. Rubber packing shall be provided between pipe & U-bolts.

8. Removal and Relocation of Bagging plant cables and De-dusting plant cables.

– The Bagging Plant & De-dusting Plant cables shall be Re-located beside HVAC Room. Reinforced
concrete trench shall be constructed to accommodate the Bagging & Dedusting cables. (see figure 4)

– Existing trench drain located besides bagging & de-dust SW room shall be demolished to give way
for the relocation of cables. New Manhole designated as MH1 as shown on the drawings shall be
constructed beside HVAC room to receive the water from the small drain. Existing 3’’Pipeline which is
discharging Water from the HVAC room shall be diverted to the other new manhole to be constructed
designated as MH2.

– Manhole MH1 & MH2 shall be connected by 12’’ GRP pipe.

– Existing slab concrete have interface with the routing of cables shall be cut and demolished.

– After the cables has been installed and properly arranged to its final position inside the concrete
trench, the trench shall be backfilled by sweet sand bedding and shall be protected by 15 cm
Reinforced concrete cover prior to backfilling and restoration of Existing Slab.(See Figure 4)

9. Relocation of Existing utilities for Part B

– Removal and Relocation of lighting cable. Lighting cable shall be relocated beside temporary fence.
The cable shall be laid on the provided cable tray with cover for protection (see figure 5 )

– Installation of 4” PVC Sewer line beside temporary fence and tie in on the existing network. Sewer
lines shall be properly supported by means of steel supports attached on the temporary fence, spaced
minimum of 1.5 m or as required to prevent pipe deflection. Rubber packing shall be provided between
pipe & U-bolts (see figure 5)

– Removal and relocation of 180mm2 x 3C + control line cable located beside old bund wall to the
new location beside the temporary fence. The cable shall be laid on the provided cable tray with cover
for protection (see figure 5 )

Approved location of the utilities to be relocated shall be made ready and all necessary accessories
such as pipe supports shall be in place and materials shall be available at site prior to the actual
relocation to avoid delays.

Once all are ready, Each cables and pipes subject for Rerouting shall be fully coordinated with the
Company’s Operation Department for the most convenient schedule for shut down of the all the
affected utilities. Each Pipes & Cables shall be relocated on different period defending on the
approved schedule of the Company.

Where pipe and cables will pass through the concrete walls, those pipe & cables shall be protected by
PVC Pipe sleeve.

Cables shall be Re-routed as per applicable standards and the procedure from the attached Method of
Statement for Re-Routing of Existing Cables (Q5-SH-I204.75378).

8” Fire Water line and 1” Instrument line shall be Re-Routed as per applicable standards and the
procedure from the attached Method of Statement (Q5-SH-I600.75783)

Instrument line, fire water line, sewer line and potable water line shall be adequately protected in order
to avoid from damage during the construction works.

4.4.2 Removal of Existing Services.

All cables and pipes not in used shall be fully coordinated and approved by the Company’s
Operation Department before dismantling.

Steel pipe rack which is not in service shall be dismantled and dispose at the disposal area approved
by the Company.

Lighting pole shall be removed and pile at the location designated by the Company.

Bore wells A4-D & A4-C shall be demolished with the necessary permit from the company. New bore
wells shall be installed at the location approved by the Company. (See attached New Location and
Demolition Confirmation)

4.5 Excavation for Foundation of Substation building and Pipe rack

After all existing utilities (except bagging & de-dust plant cables) has been relocated and properly
secured. Excavation for building and pipe rack foundation will be commenced by Excavator.

Obtain the necessary Demolition/ Excavation Work permits from the Company before commencing the
work on a daily basis or as required.

Protect any benchmarks and existing structures from damage or displacement.

Install Barricades/safety tapes and warning information signs.

Protect any existing services from accidental damage.

Layout the line grids and elevation using the approved benchmark/ control points, coordinates as per
latest approved drawings for construction.

Layout the limit of demolition work or excavation works. Area has to be clearly marked and
barricaded.

Excavation for Foundation shall be carried out as per Method statement.

Foundation and other structures designated to be constructed on the deep soil shall be done first
before shallow foundation and other structure commence.

Battering of excavation walls shall be carried out by means mechanical excavator. Stable angle shall
be considered to prevent soil slipping or collapse into the excavation. Bottom walls of excavation shall
be supported by shoring made of wood planks with steel scaffolding supports. Geo textile shall be
installed at the bottom of excavation walls as added to soil stability. PVC Sack shall be covering the
upper part of the excavation walls with sand bag or Concrete lining 50 mm thick for slope protection as
another option. (See attached Slope protection drawing)

4.6 Dewatering

Trench shall be made within the excavation area intended for dewatering.

Trench elevation shall be lower than the bottom of foundation lean concrete.

Reinforced concrete Sum pit shall be provided within the excavation area and shall collect all ground
water from the trench.

Water shall be collected by means of submersible pump provided inside the sum pit. The ground water
shall be pumped into the storage tank with capacity 3,000 glns. & 5,000 glns. for sedimentation.

Prior to disposal of ground water, testing shall be conducted by any Laboratory every 2 weeks to
determine the quality of water. Once the water quality complied with the standard, the water shall be
dispose at the disposal area approved by company.

The dewatering shall continue until the foundation works has been completed.

4.7 Installation of Temporary Isolation Fence

After all existing utilities has been relocated and properly secured. The contractor will proposed for the
installation of Temporary Fence to Isolate the Part A working area of the Ammonia substation building
and for the convenience of construction works. After the Working area has been isolated, Contractor
Work permit system shall be applied so as the construction activities shall proceed with the Contractor
Responsibilities.
