It is with great enthusiasm that we welcome you to this important seminar on Environmental
Laws and Protection.

In the face of accelerating environmental challenges, the role of effective laws and policies in
protecting our natural world has become an essential area of focus. This seminar aims to foster
an in-depth dialogue on how legal frameworks can be utilized to address environmental issues,
ensure sustainable development, and safeguard our ecosystems for future generations.

CV OF THE RESOURCE SPEAKER

MR. GUILLER ATILANO ELLOMER, LPT, MSc, Agronomy

Curriculum Vitae

He earned his Bachelor of Science in Agroforestry from Western Mindanao State University
(WMSU) in 2016, where he graduated with Academic Excellence. Shortly after, he joined
WMSU- College of forestry and Environmental studies as a faculty member and later became
program chair of the Department of Agroforestry. He obtained his Professional Education
Certificate in 2017 and became a Licensed Professional Teacher in 2018.

Throughout his career, he has held various leadership roles at WMSU-CFES, including
Coordinator for Student Affairs, Review and training coordinator, Extension coordinator, college
student council adviser, and coordinator for Instructional support and Materials Production,
Gender and Development Coordinator, and guidance and counselling coordinator. His research
contributions have earned him multiple Best Research Paper awards and four published papers
in reputable journals.

In 2024, he received the Dangal ng Lahi Awards as the “Philippines” Outstanding and Innovative
Young Professional Agroforestry Educator of the year.” He also earned a Master of Science in
Agronomy with Academic Distinction and passed the Comprehensive Examination for his Doctor
of Education in Educational Administration in 2024.

Narrative Report on Environmental Laws and Protection Seminar

Date: March 22, 2025

Venue: Multi-Purpose Hall

Time: 8:00 AM – 5:00 PM

I. Introduction

On March 22, 2025, a seminar focused on Environmental Laws and Protection was held at the
Multi-Purpose Hall. This event was organized with the aim of raising awareness on the
importance of environmental preservation and the role of legal frameworks in protecting the
environment.

The seminar was a timely initiative, aligning with global efforts to combat climate change and
promote sustainable practices, especially as the world grapples with increasing environmental
challenges. The event was well-attended, with over 150 participants actively engaging in
discussions and learning from the resource speaker

II. Opening Program

The seminar began with an opening ceremony at 9:00 AM. The program commenced with a
brief introduction by the event’s host. The speaker emphasized the critical need for collective
action to safeguard the environment and the vital role that laws play in ensuring sustainable
development.

III. Keynote Address

The highlight of the morning session was the keynote address delivered by Mr. Guiller A.
Ellomer, a program chair of the Department of Agroforestry. He spoke in-depth about the
significance of environmental laws in preserving natural resources and curbing environmental
degradation. Mr. Ellomer discussed the Philippine Environmental Impact Statement (EIS)
System, the Clean Air Act, the Clean Water Act, and the Ecological Solid Waste Management
Act, emphasizing how these laws provide legal frameworks for responsible environmental
stewardship.

He also tackled recent developments in environmental legislation, including policies aimed at


reducing carbon emissions and protecting biodiversity. His speech underscored the importance
of policy enforcement and the role of citizens in holding industries and individuals accountable.

IV. Panel Discussions and Workshops

After the keynote address, the seminar transitioned into two panel discussions. The first panel
was focused on Environmental Protection through Legal Enforcement, with guest speaker from
the Western Mindanao State University. He shared valuable insights on how laws are enforced
and the challenges faced in implementing them, especially in rural and remote areas.

In the afternoon, participants broke into smaller groups for workshops that allowed them to
delve deeper into specific topics, such as sustainable farming practices, renewable energy laws,
and how to file complaints regarding environmental violations.

V. Closing Remarks

The seminar concluded with closing remarks by Ms. Clarizze mei Malbago, who emphasized the
need for local communities to actively participate in environmental protection initiatives.

VI. Conclusion

The seminar on Environmental Laws and Protection was a resounding success. It fostered
greater understanding of environmental issues and the legal mechanisms in place to address
them. Participants left the event with a renewed commitment to promoting environmental
sustainability and supporting the enforcement of environmental laws.

The event was a timely reminder that protecting the environment is not only the responsibility
of the government but also of every individual. Through collective action, better enforcement of
laws, and increased public awareness, it is possible to mitigate the ongoing environmental crises
facing the world today.

Recommendations:

- Strengthening Public Education: Regular seminars and workshops should be conducted


to further educate the community on the importance of environmental laws and
sustainable practices.
- Improved Law Enforcement: It is recommended that local government units intensify
monitoring efforts to ensure that environmental laws are strictly followed.
- Community Involvement: More emphasis should be placed on encouraging communities
to actively participate in environmental protection programs and advocacy efforts.

STEP 1: Surveillance and inspection


 Conduct checkpoint inspection on suspected vehicles
 Use intelligence reports from imformants or wildlife authorities
 Monitor CCTV and traffic cameras for suspicious transport activities

STEP 2: Coordination with agencies


 Work with DENR and Bureau of customs
 Cross-Check permits and registration through a national wildlife data

STEP 3: Public and whistle blower reports

Crime identified – illegal mining republic Act no. 7942 also known as the phillippine minign act
of 1995 deforestation republic act no. 370 river pollution act no. 9275

Crime Detection strategy

STEP 1: Verify if a permit exists

 Ask the site for environmental certificate (ECC) Frome DENR mines and geosciences
bureau (DENR-MGB
 If no document is presented temporary close the site

STEP 2: Check for redflags documents authenticity (No official stamps)


 Validity (Expired)
 Consistency (The permit does no match)

STEP 3: Conduct further investigation


 Coordinate with DENR personal to validate the permit in their database
 Conduct a forest inspection in the suspected illegal mining
 Investigate the possible involvement of local officials in illegal mining activities

1. Permanently closed their site
2. Arrest the person who conducted the mining

Crime identified Republic Act no. 7942


The absence of a permit shall be considered as prima face evidence of illegal mining and shall
be sufficient cause for the government to confiscate.

Crime detection strategy:


In illegal mining involve a combination of technology, intelligence gathering community
engagement law enforcement such as DENR, PNP, NBI, LGU.

Action to be taken
1. Conduct raids arrest of illegal miners operators
2. Confiscate mining equipment tools and minerals
3. Close and rehabilitate illegal mining cites

A vehicle transporting exotic animals without a wildlife transport permit

Crime identified:
 Illegal transport of wildlife violation of RA 9147 especially section prohibiting possession
and transport of wildlife without permit
 Potential wildlife trafficking the intent to transport animals across province without
permits raises suspicion of involvement in wildlife trafficking network.

Crime Detection strategy

STEP 1: Verification of permits- The driver failed to present a valid wildlife transport permit
(WTF) issued by DENR-BMB (biodiversity management bureau)

STEP 2: Checkpoint inspection: officers at a seaport checkpoint inspected a suspicious van


schedule for shipment.

Cargo Examination: Upon opening the cargo area, authorities found multiple cages containing
exotic birds, reptile and other wildlife species.

STEP 3: Species identification authorities identified some of wildlife species as endangered,


further confirming the violation

Action to be taken:
-Immediate confiscation- Secure and transport the animals to the DENR wildlife rescue center
for proper care and evaluation.
-Detention and investigation- Detain the driver for questioning determine the source and
intended destination of the wildlife investigate potential links to larger trafficking operations.

Illegal mining activity an environmental compliance certificate (ECC)

Crime identified:
RA 7942 (Philippine mining act of 1995)
Regulates mining operations including environmental and safety standards

Crime detection strategy:


 The investigation went the mining site then the investigation team ask if they (ECC) to
conducting mining activity
 The investigator team finds out that the investigator team demand for ECC. The mining
team didn’t show any ECC from (DENR) mineral geoscience bureau (DENR-MGB)
 The investigator team finds out that mining operator cause toxic waste that flowing into
nearby river that may be come a threat to the local agriculture and water supplies.
Becouse of this the DENR issue a cease and desist order to the mining operation.

Violation of RA 9147 (Wildlife resources consolation and protection)

Crime Detection strategy:

STEP 1: The driver not have a valid wildlife transport permit (WTP) issued by DENR biodiversity
is management bureau.

STEP 2: Authencity permit is not expired altered or tempered with anyway


Consistency – compared the details in the permit with the actual species being transported
Ex: number of animals species listed to detect.

STEP 3: Conduct further investigation


 Coordinate and verify if the driver has any applications or permit related to wildlife
transport
 Inspect the seized wildlife we work with wildlife expert to confirm the species transport
if they are classified as endangered protected under RA 9147

Action to be taken:
1. Impounnd the vehicle and service wildlife
2. Secur the animals for proper handling and investigation arrest the driver and any
accimpliances
3. Charge them for violating RA 9147
4. Report to DENR-BMB
5. Notify the biodiversity in arrangement bureau for legal action and proper care of wildlife
