Introduction

The Philippines has experienced an inexhaustible number of deadly disasters. This is due to its
location along the Ring of Fire or typhoon belt, a large Pacific Ocean region where many of
Earth’s volcanic eruptions and earthquakes occur.

Ask learners why they think it is important to learn the concept of disaster.

Activity

Pass the box

Let the learners pass a box when the chant starts to play. When the chant stops, the learner left
holding the box will share their experience about disastrous events in the Philippines in the last
five years.

Analysis

Ask learners the following questions:

• What can you observe about your classmate’s experiences?

• How will you define disaster based on your classmate’s experience?

After the activity, the teacher will sum up all the answers and proceed with the lesson.

Abstraction

Using visual aid materials, the teacher will present the topic using active learning techniques.

Disaster Readiness and Risk Reduction

A senior high school course that focuses on the application of scientific knowledge and the
solution of practical problems in a physical environment. It is designed to bridge the gap
between theoretical science and daily living.

Why is it important to study?

Disaster Risk Reduction (DRR) education is crucial for all communities living in disaster
prone areas. The Asia Pacific Region, where the Philippines is located, is considered as the
most disaster-prone region in the world, facing numerous hazards, from severe flooding to
storms to volcanic eruptions to tsunamis and earthquakes.

Philippine Risk Index

The World Risk Index 2022 ranks 193 countries according to how exposed and vulnerable
they are to natural hazards, including earthquakes, floods and storms. According to them,
The Philippines ranks the (1st) first in the world in risk among 193 countries worldwide
(representing 99 percent of global population). India and Indonesia ranked second and third,
followed by Colombia and Mexico. (Inquirer Newspaper, 2022)
Disaster

A serious disruption of the functioning of a community which exceeds the ability of the
affected community to cope using only its own resources. (United Nations International
Strategy for Disaster Reduction, N.D.)

Classification Of Disaster

1.Natural – a phenomenon caused by natural forces such as earthquakes, typhoons,


volcanic eruptions, fires, and extreme temperatures. They can also be classified as rapid and
progressive onset disasters.

2.Man-made – caused by man, whether identifiable intentional or unintentional actions.

• Technological – also known as industrial disasters, are unregulated industrialization and


adequate safety standards that might cause harm to people.

Example: leaks of hazardous materials, accidental explosion, bridge collapses, vehicle


collisions

• Terrorism/Violence – the spread of technologies involving nuclear and chemical agents


used to develop weapons of mass destruction.

Example: massive shootings, munities

• Complex Humanitarian Emergencies – resulting from an international or civil war. Large


numbers of people are displaced from their habitat due to lack of personal safety and
disruption of basic infrastructure including food distribution, water, electricity, and sanitation,
or communities isolated in their own homes unable to access assistance.

Example: International conflicts, wars, genocide

importance of studying DRRR in the Philippines. For today, we are going to further study the
concept of disaster, this time the impacts and different perspectives or faces of disaster.

Ask learners what comes to their minds when they hear the word ‘perspective’.

Word Ranking

Let the learners rank the following words from the most important to the least important. Let the
students explain and justify their answers.

● Low level of trust in public institutions therefore means that citizens may ignore
the recommendations and disregard the information provided by these

6. Biological perspective

● Epidemic Level: Biological disaster affects large numbers of people within a


given community or area.
● Pandemic Level: Biological disaster affects a much larger region, sometimes
spanning entire continents or the globe.

Introduction

Disasters crucially impact our communities and societies, which sometimes go beyond what we
can imagine. Thus, effective and wide support systems are crucial for mitigating the negative
effects and facilitating recovery. This is where our government agencies enter and show their
combined efforts through implementing laws and policies. In connection with this, we must know
about the different policies and services the government provides toward managing disasters,
and that will be our lesson for today.

Ask learners what is the importance of understanding the role of the government sector in the
event of disaster.

Activity

Guess the logo

Identify the agency that represents the logo given.

Analysis

Ask learners the following questions:

● Which one are you most familiar with?

● What are the roles of the agencies that represent the given logo?

Disaster Risk

A term used to refer to the chances or probability to suffer from the effects of a disaster.
There are three factors that may increase or decrease disaster risk or your chances of
suffering from a disaster:

1.exposure to hazard,

2.vulnerability, and

3.capacity to cope

Philippine DRRM Law

The Philippine DRRM Act of 2010 or Republic Act No. 10121 as signed into law on May 27,
2010 is a new law which transforms the Philippines Disaster management system from
disaster relief and response towards disaster risk reduction (DRR).

● The Philippines was the 1st in Asia to have enacted its own law on disaster risk reduction
and management.

● Initiative started after province of Bohol were hit by 7.2 magnitude earthquake and super
typhoon Yolanda in 2013

● It repealed PD 1566 which was enacted in 1978.

Why Do We Need To Have A New Law?

2. Disaster preparedness

3. Disaster response; and

4. Disaster rehabilitation and recovery

Performance Task 1 – Quotation Poster

Create an online publication material quotation poster using a graphic design platform or photo
editing tools (e.g., Canva, PowerPoint, Photoshop, etc.). The poster should have your quote and
unquote statement that shows, interprets, and emphasizes your opinion regarding the
importance of DRRR education in the Philippines.
