AN ORDINANCE DECLARING THE SECOND WEEK OF AUGUST EVERY YEAR AS

"LINGGO NG KABATAAN" IN THE MUNICIPALITY OF MALUNGON, SARANGANI
PROVINCE AT{D PROVIDING FUNDS FOR THE IMPLEMENTATION THEREOF'

WHEREAS, the State recognizes the vital role of the youth in nation-building and commits
to th6 promotion and protection of physical, moral, spiritual, intellectual, and social well-being of
the youth;

WHEREAS, Section 30 Chapter Vl of RA 10742 othenirrise known as the sangguniang

Kabataan Reform Act of 20"1 5 provides that every Local Govemment Unit shall conduct an annual
activity to be known as'The Linggo ng Kabataan'on the week where the 12th of August falls to
coincide with the lntemational Youth Day.

wHEREAS, the Municipali$ of Malungon envisions producing globally-competitive youths

who serves as prime movers of inclusive and sustainable development whose ideals and
competencies are grounded with cultural understanding and Filipino values of compassion and
integrity;

WHEREAS, the Local Government Unit of Malungon through the Office of Local Youth
and Development crafted the Local Youth and Development Plan which aims to provide a specific
day in a year and create safe space and venue to recognize the youths'skills and talents, and
give importance to the youth sector in the municipality;

WHEREAS, the Local Government Unit of Malungon shall establish adequate, effective
and enabling mechanism and support systems that will ensure the meaningful participation of the
youth in local govemance and nation-building;

Be it enacted as it is hereby enacted by the Sangguniang Bayan of the Municipality of
Malungon, Sarangani Province in the regular session assembled:

SECTION 1. SHORT TITLE. This Ordinance shall be known as "Linggo ng Kabataan

Ordinance ol 2021".

SECTION 2. DECLARATION OF POLICY. Pursuant of Section 13 of the Philippines

Constitution, the State recognizes the vital role of the Youth in nation-building. lt shall promote
and protect their physical, moral spiritual, intellectual and social well-being, inculcate in their
patriotism and nationalism and encourage their €nvironment in public and civic affairs, thus, under
Sec.30, Chapter Vl of RA 10742 otherwise known as the SK Reform Act of 2015 provides that
every local govemment unit shall conduct an annual activity to be known as "The Linggo ng
Kabataan" on the week where the 12th of August falls to coincide with the lnternational Youth
Day.

SECTION 3, GENERAL OBJECTMS. The Sangguniang Kabataan aims to achieve the

following purposes:
a. To inculcate among youth the love of country, discipline, civic mindedness, unity,
courage, respect for. the rights of olhers, sportsmanship and quest for excellence;
b. To promote competition as a vehicle for brotherhood and cooperation among youth;
c. To serve as a training ground for the management and implementation of government
programs; and
d. To promote the Sangguniang Kabataan as an organization and initiator of programs
vital for the enhancement of the social, cultural, intellectual, moral, spiritual and
physical development of the youth.

SECTION 4. MUNICIPAL JUNIOR OFFICIAL (MJO) AND MUNICIPAL DEPARTMENT

HEAD (MDH). ln accordance to RA '10742 or the SK Reform Act the Municipality shall observe
the election of youth counterparts of all local elective and appointive officials, as well as heads of
national offices or agencies stationed or assigned in the territorial jurisdiction of the local
govemment unit, among in-school and community youth residing in the local government
concemed from ages thirteen (13) to seventeen (17) years old.

SECTION 5. DUTIES OF MUNICIPAL JUNIOR OFFICIAL (MJO) and MUNICIPAL

DEPARTMENT HEAD (MDH). During said week, they shall hold office as boy and girl officials
and shall perform duties of their official and department head counterparls.

SECTION 6. PROGRAMS AND ACTMITIES OURING LINGGO NG KABATAAN (LNK).
These activities shall focus on youth of the Municipality of Malungon and the Sangguniang
Kabataan Officials to unify their actions towards the total development of the youth, to encourage
them to participate in various programs of the youth and government:

a. Quiz Bee
An intellectual exercise for the high school students of the Municipality of Malungon
which aims to develop love of country and nationalism and enhance their awareness
in the history of the Municipality and the Philippines;
b. Community Service Ac-tivrty
This shall be a week-long program whereby the youth through their respective
Barangay SK conduct pre-planned activities that enable them to concretize their own
objectives to promote their sense of social commitment, social responsibility and civic-
mindedness among the youth;
c. Leadership Training and Other Skills Development Workshops.
As future leaders and caretaker of the country, training programs and workshops are
to be conducted to develop their leadership skills and develop necessary knowledge,
attitude and values.
d. lntorschool Sports Activities
Promotes physical health and develops sports skill among youth-build strong
camaraderie and sportsmanshiP.
e. Awarding for Outstanding Youth lndividual
A culminating day to award outstanding young individuals in the academe,
govemment, sports and arts, other organizations and institutions which are supportive
of vital youth issues concerns'shall also be recognized. Plaques of Appreciation shall
likewise be given to the Municipal Junior Ofiicials and Department Heads.
f. Such other poects and Programs as maybe considered valuable to the total
development of the youth.

SECTION 7. EXECUTIVE COMMITTEE. There shall be an Executive Committee to lead

and oversee the conduct of all programs and activities of Linggo ng Kabataan in the Municipality
of Malungon which shall be composed of the following;

Co-Chairman SK Pederasyon Presldent
Members Local Youth Development Ofiicer
Municipal Sports Coordinator
Municipal lnformation Office
Local Youth Development Council
SK Federation Officers

The Executive Committee shall organize working committee to manage the

implementation of the different component programs and such other committees necessary for
the success of the activity.

SECTION 8. APPROPRIATTONS. The Local Government of the Municipality of Malungon

shall annually appropriate funds for the efiective implementation of this Ordinance.

SECTION 9. SEPARABILITY CLAUSE. lf any part or provision of this Ordinance is held

invalid or unconstitutional, the other provisions not affected thereby shall remain in force and
effect.

SECTION 10. REPEALING CLAUSE. All other Ordinances, Orders, and other
issuances contrary to or inconsistent with the provisions of this Ordinance are hereby repealed,
or modified or amended acmrdingly.

SECTION 1l . EFFECTIVITY. This Ordinance shall take effect upon approval and
compliance with the mandatory posting and/or publication requirement, prescribed under
Republic Act 7160, otherwise known as the Local Government Code of 1991.

SECTION 12. This Ordinance shall take effect upon approval of the Local Chief Executive
of Malungon.

ENACTED. June 1 , 2021 upon majority vote of the members present for approval in the
thkd and final reading.
