COMPETITIVE CATEGORIES FOR PROMOTION (OFFICER LINEAL LIST)
There shall be only one seniority lineal list for officers of
each Major Service and each of the Technical &
Administrative Service. Seniority will be based on the
following in order of precedence:
1) Date of rank;
2) Total active cumulative service reckoned from the
date od OTD/CAD;
3) Date of original appointment;
4) Order of Merit upon Graduation; and
5) Date of birth

TRANSITORY PROVISIONS

The fixed tour of duty provided herein shall apply to


General/Flag Officers appointed by the President on or
after July 1, 2022. Provided, that incumbent officers
occupying key positions in Section 2b to 2h of the Act
shall be compulsorily retired pursuant to the provisions
of PD 1638, as amended, unless said officer is appointed
to the position of Chief of Staff.
SALIENT POINTS
TRANSITORY PROVISIONS
• The maximum tenure-in-grade shall only apply to officers
and enlisted personnel promoted on or after July 1, 2022;
• The transition system shall allow all officers and enlisted
personnel an opportunity to compete for promotions
and/or complete the requirements for retirement, as may
be necessary; and
• Full respect shall be given to the services of the officers and
enlisted personnel, including the provision of adequate
separation and/or retirement benefits as may be allowed
by existing laws, rules, and regulations.
