EMPLOYMENT CONTRACT

Between

And

UWINEZA Chantal
Huye Employment Service Center, Manager

CONTRACT

Reference is made to MoU of 24th April 2020 amending the MoU of 17th September 2018 signed
between RDB/CSO and Huye District on establishment of Huye Employment Service Center
which provided that Rwanda Development Board will bear all salary and other expenses related
to the recruited staff for Employment Services Center in period of two (2) financial years (2019-
2020 and 2020-2021 ending with June 2021); And there after Huye District to bear all cost
related to Huye Employment service Center and wage/salary of its personnel.

This employment contract ("Contract") is entered into by and between Huye District,
represented by NSHIMIYIMANA Vedaste, Executive Secretary.

And Mrs. UWINEZA Chantal, Huye Employment Service Center Manager (HESC Manager)
“the Employee” with ID No. 1199170170872018 issued in Kicukiro District, Rwanda.

WHEREAS, the Employer wishes to have the Employee perform the services hereinafter
referred to, and WHEREAS, the Employee is willing to perform these services subject to the
terms and conditions contained hereunder,

NOW THEREFORE THE PARTIES hereby agree as follows:

1. Duties and The Employee shall perform the services under supervision of the District of
responsibilities of Huye and Rwanda Development Board and be responsible for the following
the employee duties and responsibilities:

 Planning, Monitoring and Supervision of all HESC activities;

 Seek, Maintain and Coordination of all partners relationship;

 HR-Management for all ESC activities;

 Managing/Supervising budget of all resources, including


Fundraising/sponsorship acquisition;

 Coordinate the organization of job fairs;

 Coordinate the Liaison to stakeholders;


 Coordinate the Liaison to private companies and search for job
vacancies;

 Coordinate the advertisement of ESC and publicity in public media;

 High profile contacts to private sector and other stakeholders on
management level;
 Analyze Labor Market information on Labor Market trends for career
guidance/monitoring on Labor Market development/information
within center;

 Organization and Coordination of all career guidance activities;

 Coordination of all volunteering activities;

 Organise, coordinate and implement Job Net activities

 Make Liaison with Stakeholders

 Regular provision of information and reporting to the District and


RDB

2. Contract Period and remuneration: This contract has indefinite period from 1st July 2021, and
the employer shall pay to the employee a Monthly Net Salary of five hundred eighty-one thousand, nine
hundred fifty-two (581,952Frw)

3. Communication, Training and mission allowances

The parties hereby agree that the employee will get the communication
allowance of 40,000frw, when the employee is sent on training or mission,
he shall be entitled to related allowances as done for public servants under
law establishing the general statutes for public service.

4. Overtime Pay Overtime shall not be considered for payment under this contract.

5. Annual Leave The Employee shall be entitled to annual leave in accordance with
Rwanda labour law.

6. Supervision and The Employee shall report to the District of Huye and be supervised by
reporting line the District in collaboration with Rwanda Development Board.

7. Performance Standards The Employee undertakes to perform his duties and responsibilities with

the highest standards of professional and ethical competence and integrity.

8. Confidentiality The Employee shall not, during the term of this Contract and after its
expiration, disclose any proprietary or confidential information relating to
the Services, this Contract or the Employer's business or operations
without the prior written consent of the Employer.

9. Ownership of Material Any studies report or other material, graphic or otherwise, prepared by the
Employee for the Employer under the Contract shall belong to and remain
the property of the Employer.

10. Law Governing and The Contract shall be governed by the Rwanda Labour Law and the
Language of Contract language of the Contract shall be English. In case of silence on a matter,
the parties shall refer to the relevant provisions of the Rwandan Labour
Law.

11. Dispute Resolution Any dispute arising out of the Contract, which cannot be amicably settled
between the parties, shall be referred to competent organs in accordance
with the labour law.

12. Form of Notice All parties shall conform to “written notice” in any communication related
to this contract.

13. Modification and No modification or alteration of this contract shall be binding unless it is
Termination done in writing agreed upon and signed by both parties.

Either party may terminate this contract upon giving written notice of 15
calendar days to the other.

The contract shall be automatically concluded at the end of the contract


period as stipulated in this contract.

14. Commencement This contract shall come into force from the date of signature by
both parties.
