To: Heads of State Universities and Colleges and All Others Concerned
Subject: AUTHORITY OF THE GOVERNING BOARDS OF STATE UNIVERSITIES AND COLLEGES
TO CREATE TEACHING POSITIONS, CONVERT EXISTING POSITIONS AND TO PRO-
MOTE DESERVING PERSONNEL
1.0 Purpose
To redefine the authority of the Board of Re~
gents/Trustees of State Universities and Colleres
in the creation of new positions, conversion of ex-
isting positions and promotion of deserving per-
sonnel within the limits of their programmed ap-
ropriations.
2.0 Coverage
2.1 Creation and/or conversion of positions
shall apply only to teiching positions in state
Universities and colleges.
2.2 Promotion of deserving personnel shall
apply to all teaching and non-teaching personnel

3.0 Authority of Governing Boards of State

respective Board of Regents/Trustees, subject to
the pertinent budgetary laws, position classitic

3.1. Creatlon of New Teaching Positions
3.1.1 The Governing Boards of state universi-
ties and colleges, subject to the provisions of Sec-
tion 40, P.D. No. 1177, may create new teaching
positions chargeable against the lump-sum appro-
priation for the purpose, provided that the addi-
tional salary cost for new positions shall not ex-
ceed such lump-sum appropriation.
3.2. Converston of Existing Teaching Positions
3.2.1 The Governing Boards may convert en

3.3. Non-Teaching Positions
3.3.1. Proposals for creation of non-teaching
positions, and conversion of @ non-teaching posi-
tion to another non-teaching position to modify
the staffing pattern shall be included in the re~
gular annual budget proposals of the respective
university/college pursuant to B.C. No 296,
which shall be evaluated by the Ministry of the
Budget.
3.4 Promorton
3.4.1, Promotion of deserving teaching and
non-teaching personnel shall be in accordance with
the ranking and criteria of equivalents and thepromotional plans fixed by the Governing Board

4.0. Source of Funds
4.1. The additional cost for the creation of
new teaching positions and conversion of existing

5.0 Implementing Procedures
5.1 Teaching Positions
5.1.1 Heads of state universities and colleges
shall submit a special budget not later than March
31 of each calendar year, supported by a plantilla
of personnel consisting of the new positions and
their respective salary range/rates.
5.1.2 Teaching positions newly created in &
given budget year and supported by programmed
appropriations may temporarily be filled up not
earlier than July of each calendar year chargeable
against the Iump-sum for wages of temporary and
‘emergency employees until such positions shall
have been authorized in an approved special
budget under Section 3.1.1 of this Circular. AP- ,

the beginning of the authorized period per ap-
proved special budget.
5.1.3 For converted teach
special budget shall be ‘submitted not later than
June 30 of cach calendar year, supported by the
‘Budget Preparation Form No. 103 (BP Form No,
103), herein attached as Annex A.
5.1.4. Conversion of teaching positions result-

shall take effect not earlier than the approval of
the special budget referred to in Paragraph §,13
