2. The reservation has been given as per State Govt. Reservation Policy. However, the
reservation of posts is subject to change as per the Govt. of Haryana Reservation

advertised earlier and now has been re-advertised due to non-receipt of any
application form in response to earlier advertisement.
4. Vide Advertisement No. ET-01/2022, the posts of Associate Professor i.e. Botany (01-
PwD), Chemistry (01-UR), Food Science & Technology (01-UR) and Zoology (01-UR)
mentioned above at * were advertised earlier and now have been re-advertised due
to the number of eligible candidates as per the qualifications mentioned in the
advertisement are lesser than the minimum requirement of three eligible candidates
in response to earlier advertisement.

Important Instructions for Teaching Posts Advertisement No. ET-02/2022 to ET-43/2022.

1) Applicant is advised to visit only the official website of Chaudhary Devi Lal University i.e.
www.cdlu.ac.in and be very careful about fake websites and job racketeers.
2) Applicant is advised to satisfy themselves before applying that he/she possesses at least the
minimum essential qualifications laid down for each post, in this advertisement.
3) Applicant applying for multiple posts will have to select the appropriate option(s) available on
the university website to specify the choice of post. Each post has a unique post code.
4) A copy of printout of Application Form submitted through online must be submitted on or
before 26.10.2022 to the Registrar, Chaudhary Devi Lal University, Sirsa along with self-
attested visible/readable photocopies of certificates/testimonials/reprints of research
publications, title page(s) with ISBN/ISSN and content page(s) of each
Book/Journal/Proceeding in which the publication(s) under reference is/are published must
be numbered in sequence and be filled against their entries in the application form. The
applicant is also required to send single copy of duly filled in Academic Performance Indicator
(API) Proforma, wherever applicable.
5) Each applicant must provide one page synopsis of his/her candidature along with the
visible/readable print out of online application form.
6) SET/SLET score shall be considered, if conducting by the Government of Haryana.
7) While filling the academic details, if marks are given in form of the CGPA then a conversion
formula to convert CGPA into percentage should be essentially provided by the candidate
from the competent authority awarding CGPA i.e. a documentary proof should be provided. If
marks are given in form of the CGPA along with conversion formula as well as absolute marks
then to compute the percentage, CGPA will be used. If marks are given in form of the CGPA and
the conversion formula is not provided by the applicant then CGPA shall be multiplied by
default value 9 on a scale of 10 to obtain the percentage of marks.
8) To compute the merit points, no rounding shall be carried out. The number should be accurate
to three decimal places.
9) Application Fee will be paid by the applicant through e-payment gateway mentioned on
Recruitment Portal of Chaudhary Devi Lal University, Sirsa. Applicant should note that in case,
the status of payment shown by the e-payment gateway is not “success” for their transaction,
i.e. status of payment shown by the e-payment gateway is “pending”, “failure”, “rejected” or
any other technical issue, then it is the responsibility of the applicant to ensure that payment
made to Chaudhary Devi Lal University, Sirsa is successful on or before due date. In case, the
transaction is reversed by the e-payment gateway to the applicant or cancelled or payment is
not received by Chaudhary Devi Lal University, Sirsa on or before due date, the candidature of
the applicant shall be summarily rejected.

10) The API scores (based on data filled in by the applicant) shall be communicated to the
applicant on their respective e-mail IDs. In case of any discrepancy, the applicant is advised to
get it addressed by writing e-mail at [email protected] with the subject: Advt. No.
xx/yyyy (respective advertisement number).
11) An applicant whether belongs to general or reserved category viz. SC/BCA/BCB/
ESM/PwBD/EWS should submit only one online application form against each post code.
Submission of more than one application form against one post code will automatically lead
to rejection of candidature and may also attract appropriate action as per law.
12) The applicant who have registered for Ph. D. Programme prior to July 11, 2009 and have been
awarded degree, are required to produce a certificate for the fulfillment of the conditions to
be issued by the Vice-Chancellor/Pro-Vice-Chancellor/Dean, Academic Affairs/Dean,
(Research & Development) of the concerned Universities as per Annexure-VII.
13) The applicant who have registered for Ph. D. Programme on or after July 11, 2009 are
required to produce a certificate for the fulfillment of the provisions of the UGC (minimum
standards and procedure for award of Ph. D. degree) Regulations, 2009 to be issued by the
Vice-Chancellor/Pro-Vice-Chancellor/Dean, Academic Affairs/Dean, (Research &
Development) of the concerned Universities as per Annexure-VIII.
14) The applicant who obtained his/her degree(s), which is/are essential for eligibility, from
Singhania University (Rajasthan), EIILM University (Sikkim), Manav Bharti University
(Himachal Pradesh), Vinayaka Mission University (Sikkim), Global Open University
(Nagaland) and Vinayaka Mission University, Salem, Tamilnadu vide notification. D.O No. F 5-
4/2014 (CPP-I/PU) dated 05.08.2014 and D.O No. F 10-6/2011 (PS) Misc. dated 06.07.2015
have been declared ineligible for appointment in the University. However, his/her candidature
will be considered for the appointment in the University if they upload the certificate as per
Annexure titled “Certificate in respect to Ph.D. from main campus and supervisor eligibility as
per UGC norms”, in addition to Annexure titled “For the candidates who registered for Ph. D.
Programme prior to July 11, 2009” or Annexure titled “For the applicant who have registered
for Ph. D. Program on or after July 11, 2009”, whichever is applicable, from concerned
universities. Such applicant having degrees issued by the above Universities through Distance
Education Mode will have to upload the certificate duly verified from the Distance Education
Council/Distance Education Bureau, New Delhi (Annexure-IX).
15) In case of applicant, who is otherwise eligible, the benefit of such degree(s) towards
marks/weightage/score would also be subject to the uploading of certificate(s) as per
Annexures mentioned in point no. 14 above.
16) University reserves the right of deciding the discipline(s) as concerned/allied/relevant while
scrutinizing the applications.

17) Applicant from reserved category shall be considered against General category strictly as per
Govt. letter No. EC/2018/20179-389 dated 26.04.2018 & 12/1-2017 Ad (3) dated 04.06.2018.
18) The benefit of reservation will be given only to those SC/BCA/BCB/ESM/PwBD/EWS
applicants who are domiciled in Haryana State. They are required to upload
SC/BCA/BCB/ESM/PwBD/EWS certificates duly issued by the Competent Authority of
Haryana. ESM/DESM/DFF shall be required to upload the valid eligibility certificate duly
issued by the respective Zila Sainik Board. EWS (Economically Weaker Section) applicant
shall be required to upload the certificate as per instructions of the Haryana Government.
19) The Ex-Serviceman who had not availed the benefit of ESM in re-employment in any
Government service, Public Sector undertaking, including Para Military Forces, their
dependents sons and daughters will be considered for appointment(s) against the posts
reserved for Ex-Servicemen to the extent of non-availability of suitable Ex-Servicemen,
provided they fulfill all the required conditions viz. qualifications, age, experience etc. this
entitlement would be available to one dependent child only. Applicant applying for the post
under ESM/DESM/DFF category should submit a certificate duly issued by the Zila Sainik
Board to the effect that his/her father has not availed the benefit of re-employment in any
Government service, Public Sector Undertakings including Para-Military Forces, in view of
State Government instructions. The benefit of reservation to Ex-Servicemen and their
children will be given in accordance with the instructions of the State Govt. Haryana conveyed
vide letter No. 12/15/2019-4GS-II dated 14.07.2021.
20) Backward Class Block (A & B) applicant claiming the benefit of reservation has to upload a
certificate issued by the competent authority of Haryana but not issued before six months on
or before the last date of online submission of the application form by mentioning therein that
he/she is not covered under the criteria of creamy layer as per State Govt. instructions issued
by vide letter No. 1170-SW(1)-95 dated 07.06.1995 & No. 213-SW(1)- 2010 dated
31.08.2010, No.22/22/2004 3GS-III dated 14.06.2016, No.1282-SW(1) dated 28.08.2018 and
No. 512-SW (1) 2021 dated 01.12.2021 as per Annexure-X titled “Backward Class Certificate
(Block ‘A’ or ‘B’)” .
21) Applicant must give a valid contact number (Mobile) and also advised not to change his/her
contact number (Mobile)/e-mail ID mentioned at the time of Registration so that all the SMS
during the recruitment process will be sent on that mobile number. Further, applicant is
advised not to give contact number (Mobile)/e-mail ID of unknown person/stranger to avoid
any future complications. Chaudhary Devi Lal University, Sirsa shall not be responsible in any
manner for non-delivery of SMS/e-mail. It shall be the responsibility of the applicant to
update himself/herself by visiting the website of Chaudhary Devi Lal University, Sirsa i.e.
www.cdlu.ac.in and by checking his/her e-mail/SMS regularly for important notification(s).

22) In case of integrated programme, the percentage of marks shall be considered for both the
degrees covering under-graduation and post-graduation, as per the percentage of marks of
the integrated programme.
23) In case of lateral entry programmes, percentage of marks given in the degree of awarding
university shall be considered final.
24) Since the practical work including use of gases, acids/chemicals, tools, machinery etc. is
involved in Faculty of Life Sciences and Physical Sciences, the blind and low vision persons
will not be considered against the posts advertised among these faculties.
25) Applicant, who has obtained degree(s) or certificate(s) required for fulfilling the eligibility
conditions from any institution declared fake by the University Grants Commission, New Delhi
or not recognized by Government of Haryana/Government Regulatory bodies, shall not be
eligible for recruitment to post(s) advertised. No representation in this regard shall be
entertained.
26) The eligibility of every applicant will be determined on the basis of qualifications acquired
and communicated to the office by him/her on or before the last date of online submission of
application form. No certificate(s)/document(s) will be entertained after the last date
mentioned above.
27) All the educational qualifications should be from a University/Institution/Board recognized by
Govt. of India/State Govt./approved by Government Regulatory bodies and the final result
should have been declared on or before the last date of online submission of the application
form. The applicant, who is able to prove through documentary evidence that the result of the
qualifying examination was declared on or before the last date of online submission of
application form and he/she has been declared passed, will also be considered to have the
required educational qualification. The date of passing of eligibility examination will be the
date mentioned on the mark sheet or provisional certificate issued by the University. In case,
the result of a particular examination is posted on the website of the University, a certificate
issued by the appropriate authority of the University indicating the date on which the result
was posted on the website will be taken as the date of passing of eligibility examination.
28) The degree(s) obtained through Open and Distance Learning (ODL) mode of Education needs
to be recognized as per the Extract from the Gazette of India, Part-I-Sec.1, dated 25.07.2015 of
Ministry of Human Resource Development (Department of Higher Education) New Delhi, 10-
06-2015. Accordingly, unless such degree(s) had been recognized for the period when the
applicant acquired the relevant qualification, these will not be accepted for the purpose of
Educational Qualification/Eligibility.
29) No change in the category of any applicant is allowed after online submission of application
form. No correspondence will be entertained in this regard.

30) The status of short-listing will be made available on the university website i.e. www.cdlu.ac.in
before interview. In case of any objection/dispute with regard to the screening of the
applications, the decision of the University shall be final.
31) No TA/DA shall be paid by the University for Physical Presence in the University for
consideration in the selection process.
32) The applicant already in job shall have to apply through proper channel and has to submit ‘No
Objection Certificate’ (NOC) signed by his/her employer as per Annexure titled “No Objection
Certificate” at the time of interview. Those not applying through proper channel will not be
considered for any benefit of past employment/service, if selected (Annexure-XI).
33) Applicant must attach all the documentary proofs/credentials for claiming API Scores with
the hard copy of online application form and submit it on or before the last date i.e.
26.10.2022 of print out of online application form. The applicant may not be called for the
interview due to lack of the minimum API score as per the University norms. Applicant is
required to bring original copies of all documentary proofs/credentials for verification of
claimed API Scores at the time of interview.
34) The proof of peer reviewed/indexed/e-journal/referred/online journal status, impact factor,
authorship claim, etc. should be provided with a valid document(s), failing which point(s) will
not be allotted as per the claim. University will not be responsible for any mistake in score
due to non-availability of valid proof.
35) The entire responsibility of the content/authenticity of the information being uploaded in the
application form and its attachments shall exclusively rest with the applicant in terms of
eligibility for recruitment and for subsequent selection through due process. Similarly, taking
print out of the online application and depositing it in the university within time, lies with the
applicant.
36) Applicant should not furnish any particulars that are false, tempered/fabricated and should
not suppress any material information while filling up the online application form.
37) Mere submission of online application/permission does not mean that the applicant is eligible
for appointment to the post applied for. The eligibility shall be verified at the time of
verification of original documents as per the qualifications and terms & conditions of the
advertisement. The University shall not be responsible for any error/omission/
commission/suppression of relevant information by the applicant knowingly/
unknowingly/overtly/covertly while submitting the application form and uploading the
documents required therein. Applicant must ensure that he/she fulfill all the eligibility
conditions on the last date fixed for submission of online application form. If at any stage, it is
found that the information furnished by the applicant are false or incorrect, then the
candidature of the applicant will be cancelled followed by legal action.

38) In case, applicant gets screened/ shortlisted/ selected/ appointed based on the credentials
furnished by the applicant which are, on scrutiny, found incorrect/inadmissible/forged/
fabricated/falsified, applicant’s candidature shall be liable to be cancelled at any stage of the
recruitment/at any time during the tenure of the service and appropriate legal action under
applicable law shall be initiated against the applicant. The University shall verify the
antecedents or documents submitted by an applicant at any time at the time of appointment or
during the tenure of the service. In case, it is detected that the documents submitted by the
applicant are fake or the applicant has a clandestine antecedents/background and has
suppressed the said information, then his/her services shall be terminated.
39) In case of any inadvertent mistake in the process of recruitment which may be detected at any
stage even after the issuance of the appointment letter, the University reserves the right to
modify/withdraw/cancel any communication made to the applicant. In case of any dispute
arising out of such a situation, the decision of the University shall be final and binding on the
applicant.
40) The possession of prescribed essential qualification does not entitle an applicant to be called
for an interview. The decision of the University in all matters relating to acceptance or
rejection of an application, eligibility/suitability of the applicant, or the criteria for selection,
etc. will be final and binding on the applicant. No query or correspondence will be entertained
in this regard. The University reserves the right to conduct a Domain Knowledge Test to bring
down the number of applicants for interview.
41) For interview of the post of Assistant Professor, top 10 candidates will be shortlisted against
one post and additional 5 for every additional post based on the total merit points of
Academic record and/or Domain Knowledge. In case, Domain Knowledge test is conducted,
the test will be of 100 marks to test the domain knowledge in the areas specified in the
criteria already notified/advertised. The test will be of Multiple Choice Questions (MCQ) with
negative marking of 0.25 marks for each wrong answer. The awards will be rationalized for
25 marks upto two decimal points. It will be mandatory to score minimum 40% marks in the
test for consideration of candidature for interview. Total score for assessment to issue call
letters for interview will be according to the criteria as per Annexure-V.
42) Canvassing in any form on behalf of any applicant will disqualify the candidature.
43) The University reserves the right not to fill any post (s) advertised, if the circumstances so
warrant, without assigning any reason thereof.
44) The curriculum for Domain Knowledge will be available at the University website i.e.
www.cdlu.ac.in. The University may decide to conduct a Domain Knowledge Test for short-
listing the applicants. Schedule and modalities of Test, if conducted, will be made available on
University website.

45) Any changes/corrigendum/amendments/updation/cancellation notice related to the
recruitment process shall be published on the website of Chaudhary Devi Lal University, Sirsa
(www.cdlu.ac.in) only and not in the newspapers. Therefore, applicant is advised to check the

46) Information uploaded on the University Website shall not be provided to the applicant under
RTI Act, 2005. The uploaded information on the University Website shall remain for a specific
period only. Therefore, the applicant is advised to download the information and keep them
for future reference. During the recruitment process, neither any application under RTI Act,
2005 shall be entertained nor information shall be provided. Factual information under RTI

49) Those PwBD applicants who are blind/low vision or affected by cerebral palsy with
locomotor impairment and whose writing speed is affected can use the scribe provided by the
university during the Computer Based Test (CBT)/ written test. In all such cases, where a
scribe is used, the following rules will apply: (i) Ensure that you are eligible to use a scribe as
per the Government of India rules governing the recruitment of Physically Challenged
persons, (ii) The academic qualification of the scribe should be one grade lower than the

* The API for joint publications will have to be calculated in the following manner:
Of the total score for the relevant category of publication by the concerned teacher, the First/Principal/Corresponding
author/supervisor/mentor will be given 60 percent of the total points and 40 percent will be given to each other author. For
example, if the total score for a publication is 10 (say), then the First/Principal/Corresponding author/supervisor/mentor will be
given 6 points and 4 points will be given to each other author.
** API Score for III E (ii) will be claimed solely by the author who participated and presented the paper (oral/poster). However, if a
paper presented in Conference/Seminar is published in the form of Proceedings, the points would accrue for the publication (III)
(A) and not under presentation III (E) (ii).

General Guidelines for filling of API Score


1. Applicant shall not claim the benefit of the same work at multiple places.
2. The publications shall be in good quality journals and any reference of predatory, cloned, mirror or other dubious journals shall
be strictly avoided.
3. Valid impact factor shall be used for claims of API Score.
4. In case of plagiarism in submitted publications, applicant shall be solely responsible.
5. Applicant shall be personally liable for any wrong, incomplete or manipulated information on API Score.
6. Every claim shall be backed by documentary proof.

Criteria for Good Academic Record

(1) For determining a good academic record, a candidate should either have average of 55% marks
in two of the three examinations (not below Matric or equivalent) prior to Master’s degree or 50%
marks in each of these two examinations separately. The following relaxation will however,
