Framework
We are constructing a future in which every Filipino may experience matatag,
maginhawa, at panatag na buhay. We begin, as with any building project, by
creating a strong foundation for more equitable growth, a high-trust and resilient
society, and a globally competitive knowledge economy. The following
consequences will result from the impact:

• By 2022, the Philippines will be an upper-middle-income country.

• Growth will be more inclusive, as seen by a decrease in rural poverty


incidence — from 30% in 2015 to 20% in 2022.

• By 2022, the Philippines will have reached a high level of human


development.

• In 2022, the jobless rate will fall from 5.5 percent to 3-5 percent.

• There will be more confidence in the government and society.

• People and communities will be more resilient.

• Filipinos will be more motivated to innovate.

These core results should be able to sustain further medium-term plans through 2040
and beyond.

Strategic Outcomes
By 2022, we will have laid the groundwork for inclusive growth, a high-trust and resilient
society, and a globally competitive knowledge economy, which will lead to a matatag,
maginhawa, at panatag na buhay by 2040. This objective will be supported by three
pillars: Malasakit, Pagbabago, at Patuloy na Pag-unlad, which will be further supported
by strategic policies and macroeconomic fundamentals, and will be constructed on a
strong foundation of safety, peace and security, infrastructure, and a healthy
environment.

The following are the main strategic outcomes:


Pillar 1: Strengthening the social fabric (Malasakit): There will be more confidence
in government institutions and throughout society. People-centered, clean, and efficient
government will be implemented. Justice shall be administered in a timely and equitable
manner. There will be a better understanding of and appreciation for our cultures'
variety.

Pillar 2: Transformation to reduce inequality (Pagbabago): Greater economic


prospects will emerge from both the domestic market and the rest of the world. This will
make it easier for people to take advantage of these possibilities. Special consideration
will be given to underserved subsectors and population groups.

Pillar 3: Increasing possibility for growth (Patuloy na Pag-unlad): Many more


people will use contemporary technologies, particularly in manufacturing. Innovation will
be fostered even more, especially in light of the unified R&D strategy. In addition,
interventions to regulate population growth will be conducted, and expenditures in
human capital development will be expanded, in order to accelerate economic growth
even more in the subsequent Plan periods.

Economic climate that is enabling and supportive: Macroeconomic stability will be


achieved by smart trade and fiscal policies. A robust and credible competition policy will
level the playing field and attract more investment.

Bedrock: Significant progress will be made toward achieving just and enduring peace,
security, public order, and safety. The building of key infrastructure to support growth,
equity, and regional development will be expedited. Simultaneously, stronger institutions
and more effective processes will be in place to maintain ecological integrity and a clean
and healthy environment.
