Works on #31817
What I did
This PR continues the work of #31821 , converting the preview-related entry points to the new ESM-only bundling pipeline.
It also changes strategy on the bundling, going from a single "neutral" esbuild context to a split between "node", "browser" and "runtime" - runtime being the two manager and preview runtimes that needs to bundle everything in, and therefore can't have any externals.
