Running 22.04 and all the open-vmtools packages:
open-vm-tools
open-vm-tools-desktop
open-vm-tools-dev
are at 2:12.3.5-3-ubuntu0.22.04.2
xserver-xorg-video-vmware
is at 1:13.3.0build1
How can I update these to later versions please? The ones I’m using are not that great 
IOW can I update “software sources” to point to later packages?

The normal way is to release-upgrade to Ubuntu 24.04, which uses version 2:12.4.5-1~ubuntu0.24.04.2
We discourage mixing sources and packages from different releases. It might work…or it might break your system quite horribly. We have not tested it.
Keep in mind that the purpose of an LTS release is that the software doesn’t change, and stays on the same version for the entire five (or ten) years with only security patches and major bugfixes. If using 12.3 until 2027 is not what you want, then maybe 22.04 is no longer the right release for you.
A top cause of broken systems is folks bolting newer software onto an older LTS release of Ubuntu. Please don’t be one of them
All very well to say that but the software I develop is supported on 22.04 and up which means it needs to be build on 22.04 (AFAIK).
