The document discusses the control and treatment of toxic and hazardous wastes as per Republic Act No. 6969 of 1990. It outlines the characteristics of such wastes, including ignitability, corrosivity, reactivity, and toxicity, and describes various treatment methods such as chemical, thermal, biological, and physical treatments. Additionally, it categorizes toxic wastes into radioactive substances, chemicals, biomedical wastes, flammable wastes, and explosives.

Toxic Substances and Hazardous
and Nuclear Wastes Control (Republic
Act No. 6969 of 1990). An Act to control
toxic substances and hazardous and
nuclear wastes providing penalties for
violations thereof, and for other
purposes.
What are Toxic and Hazardous Wastes?

Substances that are without any safe commercial, industrial,

agricultural or economic usage and are shipped, transported or
brought from the country of origin for dumping or disposal into or in
transit through any part of the territory of the Philippines
Characteristics of Toxic and Hazardous
waste

●IGNATIBILITY
●CORROSIVITY
●REACTIVITY
●TOXICITY
What is Ignatibility?

A waste is considered to be an ignitable hazardous

waste if its flash point is less than 60°C, readily catches fire
and burns vigorously as a hazard; or is an ignitable
compressed gas or an oxidizer. Ex: Naphtha, lacquer thinner,
epoxy resins, adhesives, and oil based paints etc.
What is Corrosivity?

Any type of liquid waste whose pH is less than or equal to 2 or

greater than or equal to 12.5 is considered to be corrosive hazardous
waste. Sodium hydroxide (High pH) and hydrochloric acid (Low pH) is
often used in many industries to clean or degrease metal parts. Prior
to painting disposed solvents without any treatment contributes to
corrosive hazardous waste.
What is Reactivity?
● A material is considered as reactive hazardous waste, if it
is unstable, reacts violently with water, and generates toxic
gases when exposed to water or corrosive materials, or
explodes when exposed to heat or a flame.

● Examples of reactive wastes would be waste gunpowder,

sodium metal or wastes containing cyanides or sulphides.
What is Toxicity?

Toxicity of a hazardous waste can be determined by

taking a representative sample of the material and
subjected to a test conducted in a certified laboratory and
toxic characteristics can be determined.
Categories of toxic and hazardous wastes

●Radioactive substance
●Chemicals
●Bio-medical wastes
●Flammable wastes
●Explosives
How can we treat Toxic and hazard waste?

Hazardous and waste can be treated by chemical,

thermal, biological, and physical treatment methods.
CHEMICAL TREATMENT METHOD

Treatment methods that are used to effect the complete

breakdown of hazardous waste into non-toxic gases or, more
frequently, to modify the chemical properties of the waste,
for example, through reduction of water solubility or
neutralization of acidity or alkalinity.
THERMAL TREATMENT METHOD

Thermal treatment is a process by which heat is applied

to the waste to sanitize it. The primary function of thermal
treatment is to convert the waste to a stable and usable end
product and reduce the amount that requires final disposal in
landfills.
BIOLOGICAL TREATMENT METHOD

One method used to treat hazardous waste biologically

is called landfarming. In this technique the waste is carefully
mixed with surface soil on a suitable tract of land. Microbes
that can metabolize the waste may be added, along with
nutrients. In some cases a genetically engineered species of
bacteria is used. Biological treatment is frequently done
chemical industries for effluent wastewater
treatment with organic pollutants
PHYSICAL TREATMENT

Physical treatment systems can be designed to improve

handling and the physical characteristic of the waste,
decrease the surface area across which transfer or loss of
contained pollutants can occur, and limit the solubility of, or
detoxify, any hazardous constituents contained in the
wastes. Stabilization usually involves the addition of
materials that ensure that the hazardous constituents are
maintained in their least soluble or least toxic form.
