Is an initiative in the field of development that provides control of the development process,
resources and decision making authority directly to groups in the community. The underlying
assumption of CDD projects are that communities are the best judges of how their lives and
livelihoods can be improved and, if provided with adequate resources and information, they can
organize themselves to provide for their immediate needs. CDD projects work by providing poor
communities with direct funding for development with the communities then deciding how to
spend the money. Lastly, the community plans and builds the project and takes responsibility for
monitoring its progress.

The main purpose of community development is to organize the people. This enable the people to
collectively identify, prioritize and plan to solve their problems that ultimately leads to sustainable
development. Through successful organization the community members overall develop their
community.
CHARACTERISTICS OF CDD
Characteristics of CDD
CDD programmes are motivated by their trust in people (Naidoo and Finn,
2001) and hence it advocates people changing their own environment as a
powerful force for development.
• A community-based organization or a local council that serves as a voice for the community are
the main targets of CDD operations. Because of this emphasis on the community, the key
distinguishing feature of a CDD project is that the recipients or grantees of implementations are
representatives of the community. The CDD typically focuses on small size subprojects in the
neighborhood due to the strong focus on tiny villages.
• A local or community-based representation is in charge of creating and planning the subprojects in
CDD activities in a participative manner. Due to CDD operations' heavy emphasis on participatory
planning, the range of potential subproject investment alternatives is frequently very broad, with
only a small number of subprojects that cannot be implemented.
• The transfer of resources to the community and the delegation of resource control to the
community are the defining features of CDD programs. The degree of resource transfer and
control will depend on how CDD is implemented.
