B R I E F H I S TO RY
• In 1915, the Public Welfare Board was created with the purpose of studying, coordinating and regulating all
government and private entities to engage in social services.
• In 1921, the PWB was abolished and replaced by the Bureau of Public Welfare under the Department of
Public Instruction.
• In 1939, the creation of the Department of Health and Public Welfare under Commonwealth Act No. 439.
• In 1941, The Bureau of Public Welfare officially became part of the Department of Health and Public
Welfare.
• In 1947, President Manuel A. Roxas abolished the Bureau of Public Welfare and created the Social Welfare
Commission under the Office of the President.
• In 1948, President Elpidio Quirino created the President’s Action Committee on Social Amelioration.
• In 1951, The SWC and PACSA were emerged into the Social Welfare Administration which marked the
beginning of an integrated public welfare program.
• In 1968, Republic Act 5416 known as the Social Welfare Act of 1968 elevated into a Department,
placing it under the executive branch of government in equal status with other social agencies like
health and education.
• In 1976, the Department of Social Welfare was renamed Department of Social Services and
Development with the signing of Presidential Decree No. 994 by President Ferdinand E. Marcos.
• In 1978, DSSD renamed into Ministry of Social Services and Development (MSSD) in line with the
change in the form of government, from president to parliamentary.
• In 1987, MSSD was reorganized and renamed Department of Social Welfare and Development under
the executive Order 123 signed by President Corazon C. Aquino.
• In 1991, the passage of Republic Act 7160 otherwise known as the Local Government Code of 1991
effected the devolution of DWSD basic services to local government units.
• In 1998, President Joseph Ejercito Estrada issued Executive Order No. 15 “Redirecting the Functions
and Operations of the Department of Social Welfare and Development”
• In 2003, President Gloria Macapagal Arroyo issued executive Order No. 221 amending the Executive
Order No. 15 which defined the mandate, roles, powers and functions of the DSWD.
• In 2005, the Department of Budget and Management (DBM) approved the DSWD’s Rationalization
and Streamlining Plan (RSP) on January 28, 2005 for implementation over the next five years. The

RESPONSIBILITIES
• The Department of Social Welfare and Development
(DSWD) is the primary government agency mandated to
develop, implement and coordinate social protection and
poverty-reduction solutions for and with the poor, vulnerable
and disadvantaged.
• It is mandated by the law to develop, administer, and
implement comprehensive social welfare programs designed
to uplift the living conditions and empower those who are
disadvantaged children, youth, women, older persons, person
with disabilities, families in crisis or at-risk.
POWER AND FUNCTIONS
• Formulates policies and plans which provide direction to intermediaries and other implementers in the
development and delivery of social welfare and development services.
• Develops and enriches existing programs and services for specific groups, such as children and youth,
women, family and communities, solo parents, older persons and Persons with Disabilities (PWDs);
• Registers, licenses and accredits individuals, agencies and organizations engaged in social welfare and
development services, sets standards and monitors the empowerment and compliance to these standards.
• Provides technical assistance and capability building to intermediaries; and
• Provides social protection of the poor, vulnerable and disadvantaged sector, DSWD also gives augmentation
funds to local government units so these could deliver SWD services to depressed municipalities and
barangays and provide protective services to individuals, families and communities in crisis situation.

• Qualifications

-Applicants must be a Filipino citizen and meet or exceed the CSC Prescribed Qualification Standards of the vacant
position.

- Application Letter stating the desired position, item number/code, salary grade and office/bureau/service/unit addressed
to Director Leonardo C. Reynoso, CESO III of Human Resource Management and Development Service;
-Duly signed and updated Personal Data Sheet (PDS) with recent passport size picture and thumbmark (Note: For internal
applicants, Electronic-PDS may accomplish and access through the DSWD HRMIS account or you may download it
through the CSC website);
- Duly accomplished Work Experience Sheet;
REQUIREMENT PROCESS

-Authenticated copy of Transcript of Record and/or Diploma;


- Authenticated copy of Certificate of Grades for Master’s Degree earned units (If applicable);
-Copy of relevant trainings and seminars attended (If applicable);
-Copy of Service Record and/or Certificate of Employment indicating the supervisorial/managerial/technical functions and
responsibilities as certified by the Human Resource Management Officer or any authorized representative (Note: Special
Order or Designation Order should also be attached for the supervisorial and managerial functions as additional supporting
document);
-Latest copy of Individual Performance Contract Rating (IPCR) or any of its equivalent for external applicants; and
- Authenticated copy of Civil Service Eligibility and/or Valid PRC ID /proof of payment or schedule of appointment for the
PRC renewal license.
TRAINING

• The Department of Social Welfare and Development is mandated to set standards, register, license,
and accredited. In order for these to achieve, they are required to undergo an orientation on newly
approved guidelines and related policies to maintain these set standards, programs, and services of
the Department of Social Welfare and Development.
