National Learning Camp

Activity Completion Report


A. Rationale
Learning loss have struck during Covid-19 Pandemic that affects intensely in leaning process of the
learners.
In support to MATATAG Basic Education Agenda and as sub-program under the National Learning
Recovery Program (NLRP) aimed at addressing learning loss, the Department of Education (DepEd) is set to
roll out the National Learning Camp (NLC) during the 2022-2023 End-of-School Year (EOSY) break.
With a two-fold purpose of improving learning outcomes and supporting teachers to teach better, the
NLC will run for three to five weeks, from July 24 to August 25, 2023, with three days of teacher-learner
engagement and two days dedicated to collaborative expertise through Learning Action Cell (LAC) sessions
among teachers.
The NLC is a voluntary program that will start its phased implementation with Grade 7 and 8 focusing
on English, Science and Mathematics. Based on the specific needs of the learners, they shall be enrolled in one
of three Camps: Enhancement Camp, Consolidation Camp, or Intervention Camp.
the NLC aims to create a camp-like atmosphere by integrating fun and engaging activities to foster
learner interests, socio-emotional skills, personal growth, and character development.
The participation of teachers in the NLC is voluntary. Since the NLC entails the services of teachers
beyond regular school days, they shall be provided with vacation service credits, certificates of recognition for
teachers, and other incentives, subject to the availability of finds and guidelines.
B. NLC Objectives

The Objectives of a National Learning Camp can include:

1. Promote lifelong learning: Encourage individuals to recognize the importance of continuous learning and
provide them with opportunities to acquire new skills, knowledge, and perspectives throughout their lives.
2. Foster innovation and creativity in education: Promote innovative teaching and learning methodologies that
engage participants, encourage critical thinking, and nature creativity.
3. Promote inclusivity, diversity, and cultural exchange: Foster an inclusive and diverse learning environment
that encourages participants to appreciate and respect different perspectives, cultures, and backgrounds.
4. Evaluate and share best practices: Assess the effectiveness of different learning approaches and
methodologies, identify best practices, and share these findings to promote continuous improvement in the
field of education.

Findings and Analysis

The table above shows the daily attendance and enrollment of the NLC students from Week
1(July 24, 2023) to Week 3 (August 11, 2013) for the Enhancement Camp and Week 1(July 24, 2023) to
Week 5 (August 25, 2023) for Consolidation Camp of Grade 7 & 8.
The table illustrates that the attendance of the grade 7 Enhancement Camp has 100%
attendance during first week and it was getting 80% in second week however it went back into 100% in
third week. While in Consolidation Camp has big differences in terms of the maintaining percent of the
attendance. It can be seen in the table that in first week of the implementation of the program only 90%
of the enrollees were present, then it was getting fluctuated in the third week however it became 80%
in fifth week.
Moreover, in Grade 8 Enhancement camp has 100% attendance during first week of the
implementation, then got lower in the second week and eventually it hit the 100% attendance in the
third week of implementation. In contrast with the Enhancement Camp, the Grade 8 Consolidation
Camp has lowest attendees during the implementation. It has only 80% attendees during first week of
the implementation and the getting lower and lower that hit the 20% of the enrollees during third week
and ended the NLC at 60% of attendees at fifth week.
It can be seen in the table that Enhancement Camp of Grade 7 & 8 have better performance
according to their attendance. They could be able to perform well compared to the other Camp.
D. Issues and concerns encountered in the NLC

Bululawan National High School had encountered issues in implementation of


the NLC such as:
 During online registration, BNHS teachers were not one hundred percent
were decided to volunteer for the reasons that they have important thing to
be prioritized. However, thru the convincing power of the School Head, they
eventually participated the NLC for the betterment of the learners and
themselves.
 The constant feeding activity of the learners as reinforcement for them to
attend the NLC class daily. However, there were some of the learners would
go home.
 Parents are not allowing their sons/daughters to participate the NLC since it
was voluntary.
E. Hindering factors during the implementation of NLC
 The distance of the learner’s home.
 Lacking of feeding and heath condition of each learner may cause absenteeism.
 The absent of the other classmates may also cause lacking of interest in participating in
the NLC due to voluntarism manner.
 The difficulties in crossing the river toward BNHS schools has caused intense worried
to the learners and parents when raining.
 Teachers have no right to pursue the learner’s to follow the instructed directions due to
NLC spirit implemented “stress free” with the learners for them to motivate in
participating the activity.
 The lesson of each identified camp did not fitted to the learning level of the students. It
was more difficult to impart to the learners in the sense that teachers should follow the
workbook given according to the NLC seminar. However, teachers eventually found
strategies not to rely what were the workbook said but to simplify the lessons found in
the workbook in order to come up with learning.
 The high level lessons in the workbook have resulted stress and lack of interest to the
learners to attend the class in the NLC, especially the Consolidation Camp. They are
tired to answer the HOTS question on the workbook.
F. Facilitating factors that have helped the successful
implementation of NLC (Sec)
 The reinforcement activity implemented by the teachers could help greatly in facilitating
the Program since it was voluntary.
 The feeding activity initiated by the teachers twice a week helped to maintain the interest of
the learners to attend classes.
 The lengthy patience of all teachers boosted the interest and eagerness of the students to
participate the class.
 Simplifying the topic in the workbook initiated by the teachers in imparting the lesson
gallantly aided in maintaining the class lively and humorous for the reason that they could
involve themselves smoothly.
 Maintaining the fun-filled activities during discussion of the lesson lessened their
boredoms and tardiness inside the classroom and activation of their interests are there.
G. Recommendations NLC
 National Learning Camp participation should not be voluntary both
teachers and students. The performance of the learners should be
graded in order to imposed discipline to the students but in a friendly
way.
 The meal allowance of the teachers should be given when the NLC has
started.
 The activities for NLC such as LAC session every Monday and Friday
should be minimized for teachers to have time to rest and do the
essential personal things.
 Requirements for the accomplishment to get the allowance of the
volunteer teachers should be minimized too.
 Service credits for volunteer teachers should be automatically recorded
in the Division Office once the teachers had registered and
accomplished the requirements for evidence.
