FOR A SEMINAR
1. Chairman

 Preside at session
 Declare opening and closing of each meeting
 Ensure observance of rules
 Rules on point of order= call attention to
anything
 Control proceedings
 Maintain order
 Shall call the moderator to introduce the
resource speaker
2. Moderator

 Direct the discussion – theme


 Accord the right to speak
 Put question to the session for discussion=
acknowledge source of question
 Introduce speaker & identify topic to be
discussed= direct to the point (not using more
than 5 minutes
3. Rapporteur
 Prepare report & proceeding of session
 Relate paper to the theme & category of
stream= no verbatim reporting
 Evaluate questions with respect to repetitions,
proper groupings, similarity or relevance
 Collect questions
 Submit questions to the moderator in proper
sequence
 Read & present any resolution on the topic that
may arise
4. Panellists

 Shall be given 3-5 minutes to express
opinions & present questions to the speaker
 Allowed to cross-question the speaker but
not more than twice
 A panellist shall not exceed 5 minutes on the
floor= they should not monopolize the

scheduled start of any session
