What is distance education and
e-learning?
 Distance education is defined as the practice of using
correspondence, either written or virtual, to learn. With this
practice, a teacher in New York could provide instruction
to students all over the United States and the world. This
helps students access teachers who may live
geographically too far away to attend a class; it also assists
students who cannot take classes during traditional hours
because of work or other responsibilities.
 Distance education or distance learning is a field of education that
focuses on the pedagogy, technology, and instructional systems
design that is effectively incorporated in delivering education to
students who are not physically “ on site ” to receive their
education.
 Distance education offers students the opportunity to have access
to formal education at a distance (away from the
campus/instructor location). Interaction with the instructor and
peers relies on digital technologies.
 Formalised teaching and learning system that is offered to students
remotely without the use of classrooms or face-to-face interaction
with their lecturers. This teaching and learning may involve the use
of computer-based or simple textual learning materials.
 eLearning is learning utilizing electronic technologies to access educational
curriculum outside of a traditional classroom. In most cases, it refers to a course,
program or degree delivered completely online.
 E-learning refers to a learning system that we can obtain through the internet using
an electronic device. We also call it online learning or online education. The ‘E’ in
E-learning stands for ‘Electronic.’ Hence, the original term ‘electronic learning.’
 The word ‘online,’ in this context, means with an Internet connection or via the
Internet.
 The term may also refer to a network that can provide knowledge and skills to one
or more individuals. The network can provide the knowledge or skills either to
everyone simultaneously or individually.

ADVANTAGES AND DISADVANTAGES OF
DISTANCE LEARNING
The main advantage of distance learning is that it
allows you to fit your learning around your work
and home life.
 You can usually also set your own pace of
study.
 It is your decision as to when and where you
study.
 It doesn't matter where you live – you can gain
a degree from anywhere in the world.
 As with a full-time degree, students may find
that they gain useful, transferable skills, such as
planning and research.
 A distance learning course often costs less than a
full-time degree.
 It allows for appropriate feedback for all actions. All
students will have equal participation time.
 It develops self-discipline. Learning is student-driven
rather than teacher-driven.
 It makes all students apparent in the classroom.
Quiet students cannot hide from participation.
 It creates a focused environment. Less discipline
problems means less time spent off the topic.
 It provides efficient use of time. Students and
parents do not waste time commuting.
DISADVANTAGES

 Distance learning requires self-motivation.


 Lack of face-to-face time in virtual learning.
 Distance learning does not offer immediate
feedback.
 Distance learning does not always offer all the
necessary courses online.
 Distance learning requires you to have constant,
reliable access to technology.
 There's a lack of time to develop appropriate social
skills.
 There's less physical activity.
 Students may not have the necessary resources and
skills (typing, equipment, software, etc.) at home.
DIFFERENT APPROACHES TO DISTANCE
EDUC. IN THE PHILIPPINE BASIC EDUC.
 A wide range of technological options are available to the distance
educator. They fall into four major categories:
Voice − Instructional audio tools include the interactive
technologies of telephone, audio-conferencing, and
short−wave radio. Passive (i.e., one−way) audio tools include
tapes and radio.
Video − Instructional video tools include still images
such as slides, pre−produced moving images (e.g.,
film, videotape), and real−time moving images combined with
audio-conferencing (one−way or two−way 1 video with
two−way audio).
Data − Computers send and receive information electronically.
For this reason, the term “data” is used to describe this broad
category of instructional tools. Computer applications for distance
education are varied and include:
Computer−assisted instruction (CAI) − uses the computer as a self−contained teaching
machine to present individual lessons.
Computer−managed instruction (CMI) − uses the computer to organize instruction and
track student records and progress. The instruction itself need not be delivered via a
computer, although CAI is often combined with CMI.
Computer−mediated education (CME) − describes computer applications that
facilitate the delivery of instruction. Examples include
Electronic mail, fax, real−time computer conferencing, and World−Wide Web
applications.
Print − is a foundational element of distance education
programs and the basis from which all other delivery systems
have evolved. Various print formats are available including: textbooks,
study guides, workbooks, course syllabi, and case studies.
Types of Distance Education:
Synchronous Learning- Learning and teaching takes place in real time
while the trainer and learners are physically separated from each other.
Example: online lectures, audio-video conferencing
Asynchronous Learning – people are not online at the same time and
interaction does not occur without a delay, allowing people to
participate on their schedule.
Example: power point presentations, recorded audio tapes

no discrepancy in content.

type of class and the design of the online program, a student might
view and listen to a teacher's lecture presented to a traditional
classroom of students.

SENATE BILL 2274
Senate Bill No. 2274 or the “Open Learning and
Distance Education Act”
 Distance education is defined as a mode of educational delivery
whereby the teacher and learner are separated in time and space,
and the instruction is delivered through specially designed materials
and methods using appropriate technologies and learning
management systems.
 Under the proposed measure, course offerings and programs of
distance education schools should be comparable in standards,
practice and policies to other higher education institutions.
 However, the place, pace and mode of study shall be at the option
and convenience of the student while the content, context and
conduct of examination shall be determined by the institution.
 Senate President Franklin Drilon welcomed the passage of the bills,
saying the improvement of the national education system “remains
as one of the most important in our legislative agenda.”
 He said the approved measures were designed to remove barriers to
the effective delivery of education throughout the country, such as
poverty, distance and age. “We really need to make our education
more readily accessible to all for a better future,” Drilon said.
 “Open learning and distance education programs in post-secondary
and higher education institutions help widen access. Through
technology and novel institutional arrangements, such programs
allow the youth to gain education without the constraints of being
full-time students,” Angara said.
CHALLENGES FACE BY DISTANCE

The distance education industry needs to consider the
most essential hindrances that affect quality and
subsequently learning outcomes of ODE especially
technological infrastructure as the main reason behind
the slow progress of e-learning adoption in most third
world countries.

Some course specialists in the Philippines are fully


confident in handling Open University System classes ,
there is still a need to stimulate innovative practice
among faculties who stay unengaged in ODL , increase
teacher's ICT competency , support and sustain
innovative practice among the innovators , and
stimulate the support of the business area in creating
competency measures and curricula.
Instructors need sufficient time to gain experience with new
technology use (especially in education), to share
experience and to use effectively technology for instruction
(Ilara, 2006). A study in Philippines identified resistance to
innovation, uneven innovation practice, and lack of
standards for innovation as some of the challenges facing
faculty in ODeL (Arinto, 2016).

Limited bandwidth and quota from student to access the

high rate of drop out per subject and there is lack of
interactivity between student and teachers.
