Administrative Rules and Regulations

Administrative rules and regulations are orders issued by government departments and agencies to enforce laws within their jurisdiction. Each agency promulgates its own rules, cited by the agency abbreviation and rule name. Rules are numbered starting from 1 each year. Important items for researching rules are the issuing agency and year. Before 1987, rules were selectively published in the Official Gazette; the only source was the agency. ADMINISTRATIVE RULES AND REGULATIONS

Orders, rules and regulations issued by the heads of Departments,


Bureau and other agencies of the government for the effective
enforcement of laws within their jurisdiction.

Government offices and agencies promulgate their own rules and


regulations. They are cited by the abbreviation of the name of
each agency, followed by the name of the specific rule or
regulation. Each year, the number of their rules and regulations
starts with the first number (No. 1)

In handling these types of materials, there are two important


items needed:

1. Issuing Agency
2. Year it was promulgated

Before Aministrative Code of 1987

Orders, rules and regulations were selectively published in Official


Gazette, only source to get a copy of the text is the issuing agency
itself.

National Administrative Register. Quarterly publication of all governmental


and department orders, rules and regulations filed with the UP Law Center
pursuant to 1987 Administrative Code (Executive Order No. 292).This will be
electronically available at the Supreme Court E-Library and CD Asia Inc. CD
ROM

Official Gazette. Q.C.: National Printing Office (weekly) Online


(http://www.gov.ph)

Philippine Law Journals such as Ateneo Law Journal, Court Systems Journal,
Lawyers Review, Philippine Law Journal, etc.

Bulletin and/or Newsletter of the Administrative Agency and Instrumentality


is the latest source of administrative regulations.
