LEARNING OUTCOMES

At the end of the module, the student must be able to:

1. Discuss the roles and functions of United Nations;

2. Explain thoroughly the challenges of global governance; and

3. Describe the relevance of nation-states in globalization.

INTRODUCTION

The structures of globalization expose the students to the economic and


political scenarios. These structures consist of global economy, market
integration, global interstate system, and global governance.

For this section, the discussion will look into the meaning of global governance
through the discussion of the United Nations in terms of roles and functions. It
will also cover the challenges being faced in global governance, and the
relevance of nation-states in globalization.

The learners will be given enough exposure to the economic and political
situations about global governance so they can be more adept in looking
forward the mainstream aspects of governance across nation-states.

COURSE CONTENT

What is global governance?

Global governance or world governance is a movement towards political


cooperation among transnational actors, aimed at negotiating responses to
problems that affect more than one state or region.

Institutions of global governance—the United Nations, the International


Criminal Court, the World Bank, etc. tend to have limited or
demarcated power to enforce compliance. Global governance involves
multiple states including international organizations with one state having
more of a lead role than the rest. The modern question of world governance
exists in the context of globalization and globalizing regimes of power:
politically, economically and culturally. In response to the acceleration of
worldwide interdependence, both between human societies and between
humankind and the biosphere, the term "global governance" may name the
process of designating laws, rules, or regulations intended for a global scale.

While the contemporary system of global political relations is not integrated,


the relation between the various regimes of global governance is not
insignificant, and the system does have a common dominant organizational
form. The dominant mode of organization today is bureaucratic rational—
regularized, codified and rational. It is common to all modern regimes of
political power and frames the transition from classical sovereignty to what
David Held describes as the second regime of sovereignty—liberal
international sovereignty.

Global governance can be roughly divided into four stages:

1. agenda-setting;
2. policymaking,
3. implementation and enforcement, and
4. evaluation, monitoring, and adjudication.

The United Nations is an intergovernmental organization that aims to
maintain international peace and security, develop friendly relations among
nations, achieve international cooperation, and be a center for harmonizing
the actions of nations. The Council is composed of 15 Members: Five
permanent members: China, France, Russian Federation, the United Kingdom,
and the United States, and ten non-permanent members elected for two-year
terms by the General Assembly (with end of term year)

The most prominent IFIs are creations of multiple nations, although some
bilateral financial institutions (created by two countries) exist and are
technically IFIs. The best known IFIs were established after World War II to
assist in the reconstruction of Europe and provide mechanisms for
international cooperation in managing the global financial system.

The following are usually classified as the main MDBs:


1. World Bank
2. European Investment Bank (EIB)
3. Islamic Development Bank (IsDB)
4. Asian Development Bank (ADB)
5. European Bank for Reconstruction and Development (EBRD)
6. CAF - Development Bank of Latin America (CAF)
7. Inter-American Development Bank Group (IDB, IADB)

Roles of Financial Institutions


 Execute securities transactions between two parties Charge a fee in
the form of a bid-ask spread Investment banking function Underwrite
newly issued securities Dealer function. Securities firms make a market
in specific securities by adjusting their inventory.
 Insurance companies provide insurance policies to individuals and
firms for death, illness, and damage to property. It can also charge
premiums and invest in stocks or bonds issued by corporations.
 Pension funds offered by most corporations and government agencies It
manages funds until they are withdrawn from the retirement account
and invest in stocks or bonds issued by corporations or in bonds issued
by the government.

On the other hand, challenges confronting the UN based on knowledge,

norms, policy, institutions, and compliance:
1. Knowledge – the UN is regarding how its convening capacity and
mobilizing powers are utilized to help funnel and consolidate knowledge
from outside and ensure its discussion and dissemination among
governments.
2. The contrasting moral structures of social behavior in different-member
states complicate the formulation of a normative standard that can be
applicable to all.
3. In formulating propositions, problems occur when only the member-states
are heard. Sometimes, recommendations are not executed.
4. Institutions can also be places where ideas are cornered and left behind.
The modality and processes for enforcing compliance with international
norms and laws are not present.
However, the nation-states are still relevant for there will be no
intergovernmental organization without them.

globalization. Cooperation among nation-states is the only way to reform
and advance the roles and functions of interstate relationships despite real
challenges being faced by the United Nations.
