Introduction
A visit of the subsequent Concrete Batching Plant has been conducted by the representative of the
Engineer & the Contractor/Supplier as stated below:

Purpose
An On-Stream inspection was performed to verify the production capacity, QA/QC control/in house
testing lab facility and suitability of the batching plant for supply of ready mix concrete at the Eighteen
Project.
The participants have observed the overalls setup, Production, Storage of raw materials, Quality Control/
Lab. Setup, and Staffing to compare the facility provision as following;

Calibration: 3rd party calibration has recently been conducted for the installed batching plant and the
reports are forwarded to the Engineer for review.

Weighing and Batching Systems: Accuracy of measurements of the weighing scales for aggregates,
cement, water, and additives and the control systems is found in place as per the recent calibration to
ensure proper batching.

Production/Plant Capacity: Plant has the per batch capacity of 0.75 mᶾ and the production capacity of
the plant is 35 m3 /hour.

Mixing Unit: Examined the mixing unit and mixing time per batch shall be maintained 18 seconds as
advised by the supplier.

Control Room/System: Control room is equipped with fully automated computerized control systems
installed with GLOBAL software and has the provision to shift the plant on manual system in case of
an error occurs in automation system, for quality control and production monitoring.

Quality Control/Establishment of Testing Lab. & Curing Tank: Container for the Lab is placed
however the testing equipment is not yet available. The planned list of testing equipment is shared and
shall be purchased in due course as stated by the Contractor (AKK). The Construction of curing tank
is under progress.
Raw Material Handling: Course aggregates are being delivered from Qiblabandi & Pathargar and fine
aggregates (sand) from Lawrencepur. Water used for concrete is ground water and cement is from Fauji
cement.

Power Source / backup Generator / Electrical Installations: Currently the plant is operated by a
150KV diesel generator and the backup generator (currently not available) of the same capacity shall be
made available soon as committed by the Contractor.

Safety Measures / Environmental Considerations: Following HSE observations are noted.


1) Monkey ladder installed without cage at swallow.
2) Generator without spill kit, no fire extinguisher no shade.
3) Improper storage of diesel observed no cleaning no fire extinguisher placed no signs.
4) Staff/workers found without mandatory PPE.
5) Poor electrical cable management observed.
6) Poor housekeeping at plant area.
7) Fire station, suitable extinguishers/sand buckets not installed.
8) Adequate signs not placed where necessary.
9) Area/boundary was not barricaded.
10) First aid kit was not provided.

Maintenance and Cleaning: Conveyor belt & vipers, mixture gear, concrete & bucket chute are
upgraded/replaced and the auto grease pump is installed. Mechanic & Electrician are available for
routine maintenance to ensure the efficient/continuous operation of the plant.

Staff: Dedicated staff members responsible for plant operation, maintenance, and quality control e.g.
Plant In-charge, Plant Operator & Assistant, ME, Lab Technician and a store keeper are available at
plant site.
Available Equipment/Machinery:
i. Wheel Loader– 01 No.
ii. Transit Mixer – 05 Nos. with 5 to 8 mᶾ capacity
iii. Water bowser with a capacity of 25000 Lit. – 01 No.
iv. Cement Silos – 01 No. (150 T capacity)
v. Admixture dispenser – 01 No. (1200L capacity)
vi. Aggregates (fine & course) Hoppers – 04 Nos.

Recommendations/Area of Improvements:
i. Exposed HT cable has to be buried under ground with the provision of PVC sleeves.
ii. Generator shall be covered with canopy or by other alternate arrangement.
iii. Backup generator has to be full time available at the plant.
iv. Issuance of computerized batching slip to be ensured against each delivered concrete batch.
v. Temperature & the slump tests are recommended to be checked and record on the delivery note
prior to release of each TM to project site.
vi. Installation of Chillers is recommended to control concrete temperature during upcoming hot
weather.
vii. Water pound for the water, to be used for concrete batching, shall be cleaned and has to cover
properly to maintain free from any type of filth or other contaminations.
viii. 3rd party testing for all raw materials has to be performed prior to start using the material for
concreting works.
ix. The quality plan for maintaining of in-house/3rd party testing shall be developed and shared with the
Engineer to ensure the continuous adherence with relevant quality standards.
x. Plant Layout Plan shall be submitted to Engineer and the registration / certifications with authorities
e.g. SECP, PEC, FBR, Cantonment board, CDA, etc.
xi. Any future calibration of the plant 3rd party inspection, shall be conducted by intimating/witness by
the Engineer.
xii. Curing tank shall be a shaded/enclosed & temperature controlled facility. The quality logs/record of
all cylinder/other testing shall be maintained in soft & hard copies.
xiii. Proper housekeeping of the plant / store area to be maintained.
xiv. All HSE concerns as mentioned above shall be complied and proper preventive measures to address
the environmental hazards, inhalation of dust, chemicals smoke waste material of concrete, adopted
by the Contractor.

CONCLUSION:
Overall setup of the AK Ready Mix Batching Plant is found satisfactory subject to address the above
cited Recommendation/Areas of improvement & HSE Concerns.
The Competent Authority may induct the Plant a source for the procurement of Ready Mix Concrete for
site works at “Eighteen” project.
