RESOLUTION NO. 2023-

CONCURRING THE APPOINTMENT OF JOAN L. DELGADO AS BARANGAY TREASURER

WHEREAS, Section 395 (a) of Republic Act No. 7160, or otherwise known as the Local
Government Code of 1991, mandates that the Punong Barangay shall appoint the barangay treasurer
with the concurrence of the majority of all sanguniang barangay members and shall not be subjected to
attested by the civil Service Commission;

WHEREAS, there is need to appoint the barangay treasurer due to changes in the set of
barangay officials caused by October 30,2023 Synchronized Barangay and Sanguniang Kabataan
Elections.

WHEREAS, presented by the punong barangay for consideration is E.O No. 2023-01-
dated December 1,2023 appointing Joan L. Delgado as the Barangay Treasurer who possesses all of the
qualifications and none of the disqualification as mandated under section 395 (b-e) of R.A No. 7160;

NOW THEREFORE , on motion of Barangay Kagawad ANAMAE A. DAGON which was

duly seconded by Barangay Kagawad RAFFY L. LEGURPA;
BE IT RESOLVE , as it is hereby resolve to concur the appointment of JOAN L. DELGADO
as the barangay treasurer of Barangay Binaba-an Tirador,Lambunao,Iloilo.

EXECUTIVE ORDER NO. 2023-00-

APPOINTING JOAN L. DELGADO AS BARANGAY TREASURER

WHEREAS, Section 395 of Republic Act No. 7160, or otherwise known as the Local
Government Code of 1991, mandates that the punong barangay shall appoint the barangay treasurer
with the concurrence of the majority of all sanguniang barangay members and shall not subjected to
attestation by the civil Service Commission;

WHEREAS, Joan L. Delgado is known in the barangay as a person of integrity, honesty and
committed to serve the barangay with no reservation and inhabitations for the good and interest of the
people of barangay Government ;and,

WHEREAS, it is empirical to appoint a barangay treasurer due to changes in the set of barangay
officials caused by the October 30,2023 Synchronized Barangay and Sanguniang Kabataan Elections.

NOW,THEREFORE , I Ruperto L. Navigar punong barangay of Binaba-an Tirador, Lambunao,Iloilo

by virtue of the power vested in me by law, I appoint Joan L. Delgadon as the Barangay Treasurer :

Section 1. QUALIFICATIONS- The barangay treasurer shall be :

1. Of legal age, a qualified voter, actual resident of the barangay;

2. Not sanguniang barangay member , a government employee , nor a relative of the punong
barangay within the fourth civil degree of consanguinity of affinity; and,
3. Bonded in accordance with existing laws in an amount to be determined by the sanguninang
barangay but not exceeding ten thousand pesos (php10,000.00), premiums for which shall be
paid by the barangay.

Section 2. FUNCTIONS- The barangay treasurer shall perform and exrcise the following duties
and powers:

1. Keep custody of barangay funds and properties;

2. Collect and issues official receipts for taxes , fees, contributions, monies, materials, and all
other resources accuringto the barangay treasury and deposit the same in the account of
the barangay as provided under the title five, book II ogb the Local Government Code of
1991;
3. Disburse funds in accordance with the financial procedures provided in the Local
Government Code 1991;
4. Submit to the punong barangay a statement concurring the actual estimates of the income
and expenditures for the proceeding and ensuing calendar years , respectively , subject to
the provision of title five, Book ll of the Local Government Code of 1991.
5. Render a written accounting report of all barangay fund property under his custody at the
end of each calendar year, and ensure that such report shall be made available to the
members of barangay assembly and other government agencies concerned,
6. Certify as to the availability of funds whenever necessary;
7. Plan and attend to the rural postal circuit within his jurisdiction ;and
8. Exercise such other powers and perform such other duties and functions as may be
prescribed by law or ordinance.

Section 3 EFFICTIVITY- the appointment of Joan L.Delgado as the barangay treasurer of Binaba-
an Tirador, Lambunao,Iloilo shall take effect immediately .
