1.0.0 INTRODUCTION

The Municipal Corporation of Greater Mumbai (MCGM) is implementing Mumbai

Sewage Disposal Project - Stage II Priority Works Projects. The objective of the project is
to provide a healthier and improved environment for the citizens of Mumbai while
minimizing the impact of wastewater on the natural environment achieved by
improving the quality and reliability of the wastewater collection, treatment, and
disposal infrastructure.
The MSDP – Stage II Priority Works project comprises of infrastructure
components including expansion of sewage collection networks, wastewater treatment
facilities, treated effluent disposal and if required, upgrading of existing pumping
station. The Municipal Corporation of Greater Mumbai awarded works of design,
construction, operation, and maintenance of 215 MLD Bhandup Wastewater Treatment
Facility with O & M for 15 (Fifteen) years to JV of JWIL-SPML-OMIL in which M/s JWIL
being lead member.

3.0.0 INTENT OF SPECIFICATION

It is not the intent to specify completely herein all the details of the design, manufacture,
and erection. However, the equipment / material shall conform in all respects to high
standards of design engineering and workmanship and shall be capable of performing in
continuous operation.

4.0.0 SCOPE OF WORK

➢ The scope of works broadly comprises design, manufacture, inspection, testing

supply, transportation at site, installation, and commissioning of entire EC&I
system mentioned in this document, as per tender requirements and prescribed
standards on turnkey basis.
➢ Design & drawing approval: Whole responsibility lies with contractor. All
drawings / engineering documents approval shall be obtained from client /
consultant / JWIL. Native Files of all Documents to be submitted to JWIL.
➢ Liasoning with EB to get the permanent power supply to the plant: - Scope
includes preparation of documents required for Load Application, Sanction of
load, release of load & pertaining cost etc. complete.
➢ Liasoning with CEIG: - Scope includes preparation of documents required for
complete scheme approval, site inspection, obtaining charging permission &
pertaining cost etc. complete.
➢ System Short Circuit Analysis and Fault Level Study shall be carried out by
means of ETAP or equivalent software.
➢ Power/Control cables & Termination from Gas engine PCC to Main PCC panel
shall be the part of this contract.
➢ Requirements specified in indicative BOQ (Separately Attached) are minimum.
Whatever is required to complete the scheme / project as per tender
specification shall be provided by the bidder at no extra cost.
➢ Service support for EC&I work for O&M period i.e. for 15 Years, shall be provided
by bidder at free of cost. Any hardware cost beyond the extended warranty
period shall be in JWIL scope.
➢ Charges towards the visit (Travelling) of client, consultants & representative of
JWIL for Ex works inspection of contractor’s supply equipment / material shall
be in JWIL scope, however local travelling, and lodging / boarding (within city)
shall be arranged and borne by concern vendor / contractor.
➢ Energy Management system shall be proposed & offer it separately.
➢ Providing and laying of RCC pipes / PVC conduit / RCC trenches to cross the road
& laying the cable. Cable pull pits along the route.

5.0.0 OTHER TECHNICAL REQUIREMENT

➢ Control transformer to be provided in all LT panels for control supply.

➢ Separate Marshalling box to be provided to connect control cables & instruments
cables for PLC interfacing in various panels.
➢ A full backup of the finalized program (PLC & SCADA) should be provided
without security passwords.
➢ Process Connection: JWIL will provide only tapping on pipelines with isolation
valve wherever required to install respective instrument.
➢ Magnetic flowmeter: Matching flanges (SS316L or similar MOC of specific
pipeline) & installation hardware like nut/bolts, gaskets etc. shall be supplied
along with Magnetic flow meter.
➢ Instrument mounting accessories: Mounting accessories / flow through
assemblies, canopy/mounting boxes (SS316L, SS304), Hardware etc. shall be
provided by vendor including sampling point, piping if necessary.
➢ Transmitter Installation: All transmitters shall be placed in an SS316L, SS304
box enclosure (min. thickness 1.6 mm)
➢ Analyzer: Proper assembly shall be done within enclosure of SS304 box along
with lock and key arrangement and prior approval of the same shall be obtained.

6.0.0 GENERAL CONDITIONS OF CONTRACT

➢ All inspections shall be carried out as per Inspection Test Plan and tender
requirements.
➢ After commissioning, MOM will be prepared which will certify that 100% of the
job has been completed.
➢ Training of the Plant Personnel on the supplied system during commissioning &
SAT.
➢ Complete system documentation including the product manuals of the supplied
system.
➢ Contractor to follow each & every instruction of safety, and use all appliances
suggested by the safety engineer of JWIL.
➢ Contractor to maintain good housekeeping at site / workplace area on daily
basis.

12.0.0 EXCLUSIONS

➢ Chequered plates to cover cable trenches with their structural supports.

➢ False flooring in control rooms, if require.
➢ Security Deposit and Inspection charges etc. to be made to EB and electrical inspector.
➢ Following panels shall be free issued. Their complete installation, in/out electrical
connections, interfacing & other necessary work etc. shall be the part of this contract.
• CSBR PLC Panel
• Local control Panel along with PLC for Fine screen, Vortex Grit Removal System,
Fibre Disc Filter, VFD panel for Turbo air blower, Polymer Preparation System,
Dewatering System.
• Local Control Panel without PLC for Chlorination System, Scrubber System and
Gas Holder Blower.
➢ Gas Engine Power panel, PLC Panel & its associate work shall be in the scope of Gas
engine vendor.
➢ Pump Monitor Unit shall be free issued for submersible pumps and contractor will have
to install the same in respective pump starter feeder.
➢ Major civil works like foundation of Transformer, High Mast / Street light pole etc. Rest
any other civil work like Earthing pit chamber, Excavation / bore for earthing,
excavation for cable laying including sand bricks etc. shall be the part of this contract.
