We the entire members of Nigerian Sociology and


Anthropology Students’ Association (N.S.A.S.A), Obafemi
Awolowo University Chapter, Ile- Ife having firmly resolved
to enhance the growth of this association. This constitution is

We the entire members of Nigerian Sociology and


Anthropology Students’ Association (N.S.A.S.A), Obafemi
Awolowo University Chapter, Ile- Ife having firmly resolved
to enhance the growth of this association. This constitution is
provided for the purpose of promoting peace, love,
brotherhood on the principle of freedom, equality and justice
and for the intent of consolidating the unity of our members.
We do hereby publish, enact and give to ourselves the
following constitution.

Note: This implementation of this constitution starts


immediately after its ratification by the congress.

ARTICLE ONE

Section 1: NAME

The association shall be non-partisan, known and addressed


as Nigerian Sociology and Anthropology Students’
Association (N.S.A.S.A), Obafemi Awolowo University
Chapter.

Section 2: MOTTO

The motto of the association shall be “QUEST FOR SOCIAL


REFORMATION”.

Section 3: SUPREMACY

This constitution is supreme and all its provisions shall have


binding force on all organs and members of this association.
If any law(s), directive(s), order or stipulation is inconsistent
with the letters and spirit of this constitution, this
constitution shall prevail and the law, directive, order, or
stipulation shall to the extent of its inconsistency be null and
void.
Section 4: AIMS AND OBJECTIVES

In view of the experience which fore-shadow our coming


together, the association shall nurture and strive to realize
the following aims and objectives:

a. To promote the awareness of its members regarding roles


of sociologists and anthropologists in nation building and
creating awareness of what the disciplines entails.

b. To promote anthropological and sociological teachings


and research among members and in Nigeria in general.

c. To promote oneness among its members.

d. To encourage the participation of its members in the


affairs of the university and of the nation.

e. To associate, liaise or affiliate with the national body of


the Nigerian Sociological and Anthropological Students’
Association and international organizations with similar
objectives.

f. To publish a professional journal and any other


publications, and:

g. Such other objectives are lawful and not inconsistent with


the spirit and practice of the association.
Section 5: MEMBERSHIP AND OBLIGATIONS

a. The membership of the association shall be exclusively for


all students of the department of Sociology and
Anthropology of the Obafemi Awolowo University, Ile-Ife.

b. Such membership shall be automatic on admission of any


student into the department.

c. Members shall be addressed as “GREAT REFORMERS”


meanwhile, each member shall be addressed as REFORMER
“the person’s name” e.g. REFORMER Mandela.

d. Every new member must be supplied with a copy of the


constitution of the association as part of the orientation
package and shall be notified of all subsequent amendments
thereto.

e. All members shall pay a certain amount of money as


annual due as decided by the parliament.

f. All members shall attend congresses, seminars, symposia


and all other activities organized by the association.

g. Any member shall upon graduation from the department


cease to be a member of the association and shall therefore,
forfeit all rights and claim upon the association and other
properties.
Section 6: PATRONS AND STAFF ADVISERS

a. There shall be a grand patron who shall be the incumbent


head of the department, four other patrons, and three staff
advisers.

b. The definition of the patron shall be occupied by four


exclusively selected private businessmen, Anthropologists or
eminent Sociologists and Anthropologists (not in academic
circle) who have the interest of the association at heart.

c. The position of staff advisers shall be occupied by lecturer


within the department.

d. This appointment of these patrons, staff advisers, except


the grand patron, shall be terminated if and when the
congress deems fit. Such a decision shall be based on 2/3
majority vote at the congressional meeting.

e. The patron (except the grand patron) and staff adviser


shall serve for a period of two sessions and could be re-
appointed.

Section 7: FUNCTIONS OF PATRONS AND STAFF


ADVISERS

a. The grand patron shall in accordance with the provisions


advise the executive council on all aspects of the day to day
running of the association’s business.

b. The grand patron shall also on the basis of the


recommendations of the judicial council and ratification of
such by the supreme congress be empowered to recover any
amount of the association’s fund mismanaged by any
member.

c. The decision of the grand patron shall remain binding on


the executive council in as much as such decision was taken
in accordance with the provision of this constitution.

d. In conjunction with the chairman of the electoral


commission, the grand patron shall counter sign the
certificate of merit for all deserving officers of the association
on a successful partnership during their tenure.

e. He shall also be the chairman of the association annual


award night/welcome party for fresher.

f. The patrons are required to support the association both


morally and financially in most of her programmes and may
be called to be the chairman of some of the programmes.

g. The staff advisers are expected to advise the executive


council, legislative council, judicial council and other officers
of the association from time to time.

h. They are expected to assist the editorial committee in


publishing through editing and selection of good articles and
also by subscribing articles in the journal.
ARTICLE TWO

SECTION 8: COMPOSITION OF THE EXECUTIVE

a. The executive power of the association is hereby vested


on the executive council and other committees of the
association subject to the provision of this constitution.

b. The executive power of this association shall include the


execution and maintenance of this constitution and matters
with respect to which the congress, legislative council or
committees have power to make.

c. The President, General Secretary and other officers of the


association involved shall renew the association at the
beginning of every session with the Division of Students
Affair (DSA) and other appropriate and legal bodies of the
school management.

The executive council shall comprise:

SECTION 9: DUTIES AND POWER OF THE EXECUTIVE


COUNCIL

A. THE PRESIDENT

i. He shall be the head of the association and leader of the


executive council.

ii. He shall be responsible for the coordination of the


activities of other executive officers.

iii. He shall preside over executive and congressional


meetings.

iv. He shall summon through the General Secretary and


members of the association over which he presides.

v. He shall be a signatory to the association’s account.

vi. He shall present the report(s) of the association at


every congressional meeting or the parliament when there is
need for it.

vii. He shall present a report of the association in the last


congressional meeting of his administration.
viii. He shall have power to refer dispute and all matters
bordering on discipline to the judicial organ of the
association.

ix. He shall maintain standing order during the meeting


according to the standing order.

x. He shall present the association budget to budget and


finance committee. The budget of the association must be
ratified and adopted by budget and finance committee latest
a week before the inception of another academic session.

xi. He shall not vote at any meeting except there is a tie.

xii. He shall have power to delegate any of his functions


mentioned above, except the one that relates to his being
one of the signatories to the association’s account.

xiii. He shall have the convening power of emergency


congress by a letter written and duly signed by not less than
forty (40) members of the association from all levels.

xiv. The president shall have a committee and it shall cut


across all levels.

B. THE VICE-PRESIDENT

i. He shall advise an d assist the president in his duties and


deputize him in his absence.

ii. He shall carry out special duties as may be directed by


the president or the executive council.
iii. The Vice-President shall assume post of presidency
with regard to the discharge of the duties of that office,
without prejudice to the generality of the foregoing; during
the substantive president’s absence, resignation,
impeachment or incapacitation.

iv. He shall be the chairperson of the welfare/ academic


committee.

v. He shall give report of academic committee at every


congressional meeting or at the parliament when needed.

C. THE GENERAL SECRETARY

i. He shall convene all meetings as requested by the


president or in the case of emergency meetings shall notify
the president of the need of such meetings.

ii. He shall write the minutes of the general and executive


meetings.

iii. He shall keep all the records of the association.

iv. He shall compile and present to the general meeting


of the association a full report of all activities of the
association within the period of his tenure in office.

v. He shall in conjunction with the president keep and


maintain the association’s secretariat.
D. THE ASSISTANT GENERAL SECRETARY

i. He shall assist the General Secretary in the discharge of


his duties and deputize for him in his absence.

ii. He shall upon resignation, impeachment or incapacitation


of the General Secretary assume automatically his post and
shall continue to act in that capacity without prejudice.

iii. He shall perform any other function as the congress, and


the council may from time to time assign to his office.

E. FINANCIAL SECRETARY

i. He shall collect dues, donations, levies and funds raised.

ii. He shall keep accurate record of association’s income and


expenditure.

iii. He shall handover the money of the association’s to the


treasurer within three days (72 hours) of collection.

iv. He shall make his account book(s) of budget and finance


committee on demand within one week

v. He shall be one of the signatories to the association’s


account.

vi. He shall present the financial reports of the association


to the audit committee.

vii. He shall collect all subscription and receipts, ratify


expenditure of the association and maintain a cashbook
showing the detail.
F. THE TREASURER

i. He shall collect the association’s money from the


Financial Secretary and pay into the association’s account not
later than forty-eight (48) hours.

ii. He shall be one of the signatories to the association’s


account.

iii. His account book shall be available to the budget and


finance committee and audit committee on demand to
ensure probity and accountability.

iv. He shall keep an impress account of not more than one


thousand naira (N 1000.00) at a time.

v. All association’s income i.e. donations, levies, fines and


funds raised shall first be deposited in the association’s bank
account.

G. THE PUBLIC RELATIONS OFFICER

i. He shall be responsible for the printing and publication


of the association’s letter headed papers and posters.

ii. He shall paste the notice of meeting five days before the
congressional meeting.

iii. He shall work hand-in-hand with the executive council as


regards the publicity of the association’s activities and other
matters.

iv. He shall be responsible for dissemination of information


in the association.
H. THE PUBLIC LIAISON PUBLIC OFFICER

i. He shall assist the public relations officer in the


discharge of his duties.

ii. He shall liaise between the new students (freshmen) and


the executive council.

I. DIRECTOR OF SOCIALS

i. He shall be responsible for the social activities of the


association.

ii. He shall propose social and fund raising activities and


shall be the chairman of the association’s social committee.

iii. He shall be responsible for the entertainment of the


visitors and delegates when deems fit by the executive
council.

iv. He shall advise the executive council on the financial


estimates of the association’s week and activities lined up for
the week.

v. He shall be responsible to the President and the


congress in the discharge of his duties.

J. THE LIBRARIAN

i. He shall be the custodian of the association’s books.

ii. He shall be responsible for the validation of the


departmental library card of all members in the department.
iii. He shall be accountable for the association’s book
tenure.
iv. He shall employ lawful means to request for journals,
books of professional institution and reading from workshop
and seminars to enrich the knowledge of members.

v. He shall have four (4) members across all levels that will
assist him in his office.

K. THE DIRECTOR OF SPORTS

i. He shall be responsible for all sporting activities of the


association.

ii. He shall be responsible for providing recreational


facilities for the use of the association.

iii. He shall discharge any other duties assigned to him by


the executive council and the congress.

iv. There shall be sport committee for sport in the


association and shall it cut across all levels.

SECTION 10: TENURE OF OFFICE

All executive officers shall hold office for one academic


session, but can re-contest for another post in the next
academic session.
ARTICLE THREE

SECTION 11: LEGISLATURE

The legislative power of this association is hereby vested in


Nigerian Sociology and Anthropology Students’ Association
Representative Council (N.S.A.S.A.R.C) while issues that are
beyond the power of this quarter shall be resolved at the
congress.

SECTION 12: THE CONGRESS

a. The general assembly shall hereafter be referred to as


congress.

b. It shall be the supreme law making body of the


association.

c. Congress shall take decisions on matters that its views are


beyond the powers of the executive council or the
parliament.

d. The governing power of any congressional meeting shall


be on the prerogative of the president.

e. The congress shall take decisions on all matters referred


to it by the executive body, committees, or the parliament
and on all matters it deem fit as capable of uplifting the
association

f. Without prejudice to section 2(e) above, the president


shall convene an emergency congress on the advice written
and duly signed by forty (40) members of the association
from all levels. The speaker shall summon an emergency
congress on an advice written and duly signed by half
membership of the parliament. A copy of such a letter from
either of the sides should be forwarded to the judicial council
and it should be signed by the Lord Chancellor and secretary
of judicial council before the convocation of any emergency
congress. Either the president or speaker of the parliament is
empowered to summon an emergency congress if the
stipulated requirement is met.

g. Failure of the president or speaker to summon an


emergency congress when due, the Lord Chancellor is
empowered to summon an emergency congress on the
advice written and duly signed by the secretary of judicial
council and thirty (30) members of the association across all
levels.

h. Factors that could necessitate an emergency congress


include financial misappropriation, dereliction of
constitutional duties, and all unethical, Anti-social, illegal and
breach of moral conducts on the part of any officer of the
association.

i. Congress shall audit the spending of association base on


ratified and adopted budget. Any spending outside the
ratified and adopted budget shall warrant sanctions.

SECTION 13: COMPOSITION OF N.S.A.S.A.R.C

a. There shall be Nigerian Sociology and Anthropology


Students’ Association Representative Council (N.S.A.S.A.R.C)
consisting of the Speaker, the Deputy Speaker, the Clerk of
the House and the chief whip.

b. Membership of the N.S.A.S.A.R.C shall consist of twenty-


one (21) members.

c. It shall be drawn in the regard; part 1(newly admitted


students), part 2, part 3 and part 4 students with three, five,
six and seven representatives from each constituency
respectively.

d. The N.S.A.S.A.R.C shall function for one parliamentary


year and shall stand dissolved thereafter.

e. The parliamentarians and the executives should always


dress corporately always when having parliamentary sittings.

SECTION 14: FUNCTIONS OF N.S.A.S.A.R.C

a. The Representative Council shall:

i. Scrutinize, dissect and approve the sectional budget of the


association which must be approved at most a week before
the inception or resumption of the new session.

ii. Deliberate on the progress report of various committees


and sub-committee of the association.

iii. Consider proposals, motions, and other matters raised in


connection with or incidental to the provision of this
constitution and shall transmit recommendation to the
appropriate body for execution.
iv. Do all such other things to guarantee the effective
achievement of the objectives which are set out in the
preamble to this constitution.

b. There must always be a mace in the venue of


parliamentary sitting before the commencement of the
meeting.

c. Without the mace in N.S.A.S.A.R.C sitting, no motion or


resolution shall be adopted.

d. All parliamentarians shall inform their various


constituencies of parliamentary sittings and will also report
back to them of the parliamentary resolution of submissions
on any issues of discourse through any medium of
information dissemination.

e. The N.S.A.S.A.R.C shall be responsible for the pre and


post financial audit of the electoral committee.

SECTION 15: THE SPEAKER

ai. The post shall be open to all financial members of the


association elected in the parliament and must have served
in a parliamentary session and shall be nominated and
elected at the first parliamentary sitting

ii. The speaker shall be nominated and elected by fellow


parliamentarian at the Swearing-in-ceremony and shall be
sworn in by judicial chairperson, and in the absent of that,
any member of the electoral committee could be assign the
task as agreed by the majority of electoral committee
members.

iii. The outgoing speaker shall hand over the maze to the in-
coming speaker immediately after been sworn in.

b. After being sworn in, he shall swear other members of


the parliament in.

c. The post shall be opened to all financial members of the


association having been elected in their constituency.

d. He shall have power to maintain order in the parliament.

e. He shall impartially direct the proceedings of the


parliament and he shall execute all other functions conferred
on him under the provisions of this constitution or and by the
parliament.

f. He shall be at parliamentary sittings to interpret the


constitution in good faith and such interpretation shall be
reversible by two-third (2/3) of members present and voting.

g. The office of the Speaker shall be declared vacant when


he ceases to be a member of the N.S.A.S.A.R.C otherwise
than by reason of dissolution of the N.S.A.S.A.R.C.

SECTION 16: DEPUTY SPEAKER

a. The deputy speaker shall be nominated and elected at the


first parliamentary sitting and shall be sworn in by the
speaker of the parliament.
b. The post shall be opened to all financial members of the
association having been elected in their constituency.

c. He shall assist the speaker from time to time and shall


perform all the duties of the speaker in his absence.

d. He shall during every parliamentary sitting take the roll of


the members present and shall within twenty-four hours
after N.S.A.S.A.R.C adjourns forward a list of absentee
members to the speaker for necessary action in accordance
to this constitution.

e. He shall not vote but be the electoral officer of the house.

SECTION 17: CLERK OF THE HOUSE

a. There shall be a clerk of the N.S.A.S.A.R.C who shall be


nominated and elected at the first parliamentary sitting and
shall be sworn in by the speaker, with other parliamentarians
b. The post shall be opened to all financial members of the
association having been elected in their constituency.

c. His duties shall be:

i. The taking of proper minutes of the meetings of


N.S.A.S.A.R.C and such other duties as that body may allot to
him.

ii. Preparing in advance a comprehensive agenda of all the


major points to be discussed and appointments to be made
at every meeting of that body.
iii. The compilation of the proceedings of the N.S.A.S.A.R.C
for the parliamentary year for documentation in the
association’s library.

iii. He shall also release parliamentary resolution within 48


hours of the sitting in consultation with the speaker.

d. He shall during every parliamentary sitting take the roll


of the members present and shall put forward a list of
absentee members to the speaker and the clerk for signature
and documentation respectively, immediately after the
motion for adjournment has been, and then followed a by
closing prayer.

e . He shall perform other functions as directed by the


parliament.

SECTION 18: CHIEF WHIP

a. He shall be a member of the N.S.A.S.A.R.C.

b. He shall be nominated and elected at the first


parliamentary sitting and shall be sworn in by the speaker.

c. He shall assist the speaker in maintaining law and order.

d. He shall attend to visitors during sittings and carry out


instruction or information given by the speaker.

e. He shall carry and guide the mace during the house


proceedings.

f. He shall be responsible for security information during the


sitting.
g. Chief whip shall be assisted in arrangement of the
parliament by fellow parliamentarian whenever there is
sitting.

h. He shall discharge other functions as may be directed by


the speaker.

ARTICLE FOUR

Section 19; The Composition of the Judicial Council

a. There shall be judicial council.


b. It shall be constituted at the first congressional
sitting.
c. It shall consist of six members across all levels.
d. The Lord Chancellor shall be the head of the council.
e. Only financial members that are non-officers of the
association present at the congress are eligible to be
nominated and elected into the council.
f. The judicial council shall appoint its chairman.

Section 20; The Functions of the Judicial Council

a. The process of judicial council investigation shall


not exceed two weeks.
b. The council shall have power to suspend or to
remove from office any officer of the association
found guilty of gross misconduct,
misappropriation, dereliction of constitutional
duties and breach of moral conduct at the level
of the congress.
c. The council shall have power to adjudicate any
dispute among members of the association, the
executive council, parliamentarians and all other
matters affecting the interest of the association.
d. All persons arraigned before the judicial council
must be allowed to provide witness (es) tender
exhibits and must be given fair-hearing.
e. The council shall serve as electoral petition
committee who shall address all grievances
arising from elections.
f. Judicial council shall invite all members of the
association to their hearing through her
secretary.
g. Judicial council shall forward her budget to the
financial secretary who will inform the president
about it. The secretary with the representative
shall present the budget to the house for
ratification and adoption.
h. Members of the judicial council shall be present
on the day of election to monitor or assist the
electoral committee.
i. The decision of this council could be rejected at
the congress if it is proven beyond reasonable
doubt that the council was not objective in its
judgment, or if the decisions are repugnant to
natural justice, equity and good conscience.
j. The judgment of hearings shall be passed at the
congress that will be presided upon by the Lord
Chancellor.

Section 21; The Lord Chancellor


a. The position of the Lord Chancellor shall be
opened to all financial members who have
served in the judicial council for at least a
session.
b. He shall be nominated or elected by
members of the Judicial Council.
c. He shall have power to pass judgment on all
persons arraigned before the council with
the assistance of the secretary to the council.
d. He shall impartially direct proceedings of the
judicial council hearings in good faith and all
other functions conferred on him under the
provisions of this constitution.

ARTICLE FIVE

SECTION 22: PRESIDING IN THE N.S.A.S.A.R.C

I. These shall preside at any sitting of the N.S.A.S.A.R.C

a. The Speaker; or
b. The Deputy Speaker or

c. Such member of the N.S.A.S.A.R.C as the council may


elect for the purpose.

II. Where the Deputy Speaker has to preside at any sitting


the function under section 16 shall be exercised by member
of the N.S.A.S.A.R.C as the council may elect.

SECTION 23: PROCEDURE AT THE N.S.A.S.A.R.C

a. Every member of the parliament shall be referred to as


“Honourable”

b. All members of N.S.A.S.A.R.C shall remain standing when


the speaker enters the house and shall resume their seat
when the speaker has taken his seat.

c. If the speaker has occasion to rise to assert his authority,


anybody standing shall immediately resume his seat.

d. The speaker shall recognize the honourable before any


resolution is passed in the house.

e. A member of the parliament shall rise when addressing


the house.

f. The speaker shall make preference if two or more


members rise at a time.

g. Constitutional matters should be heard at all times.

h. The speaker having called the attention to conduct of

SECTION 25: ORDER OF DEBATE

i. A member shall stand up when speaking and shall


address the House thus: Mr Speaker Sir, honourable
parliamentarians, worthy observers, all protocols observed.

ii. Whenever the speaker rises during a debate to exert his


authority, a member then speaking or standing to make
speech shall resume his seat immediately.

iii. If two or more members, at the same time indicate their


intention to speak, the speaker shall on one to speak.

iv. Each speech shall be pertinent to the question under


discussion or directed to a point of order.

v. No member shall speak for more than five (5) minutes


at any time without the permission of the speaker.

vi. All members of the N.S.A.S.A.R.C shall remain standing


when the speaker enters the house and shall sit down when
the speaker has his seat.

SECTION 24: QUORUM IN THE N.S.A.S.A.R.C

i. Quorum in the N.S.A.S.A.R.C shall be formed by two-


third majority of the entire membership of the parliament.

ii. If objection is taken by any member of the N.S.A.S.A.R.C


that there are present in the parliament fewer than two-third
of all the members of that parliament and the person
presiding ascertains that the number present is still less than
two-third of all the members of the parliament there upon
adjourn the house.

iii. In the situation of an emergency, the quorum shall be


formed with simple majority of the members of the
parliament. Each constituency must be represented.

iv. Factors that could necessitate emergency sittings


include unlawful breach of moral conducts, financial
misappropriation, and dereliction of constitutional duties.

SECTION 26: VOTING IN THE N.S.A.S.A.R.C

Without prejudice to any other provision of this constitution,


any question proposed for the decision in the N.S.A.S.A.R.C
shall be determined by simple majority of members present
and voting and the person presiding shall cast a vote
whenever there is a tie or deadlock.

SECTION 27: MODE OF ADDRESS IN THE N.S.A.S.A.R.C

i. A member shall stand when speaking and shall


address the House thus: Mr Speaker Sir, Honourable
parliamentarians, the executive member(s) present, the
judiciary member (s) and worthy observers.

ii. I. Honourable . . . (Name) from (Part) . . . .


Constituency.
iii. Whoever steps forward to the floor of the house to
address for the first time in the sitting of the day, shall take a
bow before the speaker and the house respectively, before
proceeding for the address, while existing protocol will be
maintained for subsequent address.

SECTON 28: ATTENDANCE IN THE N.S.A.S.A.R.C

i. Identity card shall be used and roll calls made to check


impersonation and lateness.

ii. Any student and other interested persons may attend


meetings of the N.S.A.S.A.R.C but only the members of the
parliament shall take part in its proceedings.

iii. Any person who is not a member of the N.S.A.S.A.R.C


may be allowed by the speaker or member of the
N.S.A.S.A.R.C to address the house.

SECTION 29: LACK OF PROPER PROCEEDING

i. Indecorum

ii. When there is need to refer to standing order of the


constitution.

iii. Violation of standing order.

iv. Introduction of a matter not relevant to the question


under consideration.
SECTION 30: RULES OF DEBATE IN N.S.A.S.A.R.C

i. The speaker shall try to give equal opportunity to those


speaking against a motion or whenever an amendment is
being debated.

ii. Debate must be limited to a particular matter at the


moment and the speaker shall rule out a parliamentarian
who fails to adhere to the subject under discussion.

iii. A member shall not speak more than once on the same
motion and amendment. The original mover of the motion
shall reply to the debate on motion and shall limit himself to
answering question made in the course of debate.

iv. The speaker may call to order any member who persists
in misconducting himself after caution, the speaker may:

SECTION 31: UNQUALIFIED PERSON SITTING AND


VOTING IN N.S.A.S.A.R.C

i. Any unqualified student voting in the parliament


shall be liable to be tried with the provision of this
constitution and on the recommendation of the Speaker.

ii. Without prejudice to sub section 28(3), with the


presence or participation of any person not entitled to be
present at or participate in the proceeding of the parliament
shall not invalidate those proceeding.

iii. Unqualified members voting at N.S.A.S.A.R.C meetings


will invalidate such voting.

SECTION 32: ABSENTEEISM

Any member of the N.S.A.S.A.R.C who fails to attend three


meetings consecutively or withdraws from parliamentary
meeting without leave of the speaker in writing or otherwise
shall be arraigned before the Judicial council ( JC) and may
consequently lose seat and be disqualified from being elect
into any office in the association.

ARTICLE SIX

SECTION 33: COMMITTEES

INFORMATION ON ALL COMMITTEE FORMATION:

No officer (s) of the association or member shall be in


two official positions, or be a member of two or more
committees.

A. BUDGET AND FINANCE COMMITTEE

i. It shall be constituted at the first parliamentary sitting.


ii. It shall deliberate, question, scrutinize and approve the
budget and other financial matters of the association,
presented to by the executive body.

iii. It shall comprise five (5) members.

iv. Only legal members of the parliament are eligible to be


nominated and elected.

v. It shall have its chairman elected by the committee


members.

vi. The executive council shall submit its budgetary proposal


to the committee immediately after constitution at the first
parliamentary sitting.

vii. Shall refer to the parliament such matter in the view of


the committee or executive body are above its jurisdiction.

viii. Shall in conjunction with the audit committee submit its


annual report to the parliament after which it shall stand
dissolved.

ix. After scrutiny of the budget by the committee, the


committee members led by the Chairman and the executive
members led by the President shall defend the budget for
parliamentary ratification.

B. ACADEMIC/WELFARE COMMITTEE

i. There shall be an academic/welfare committee which


shall see to the academic welfare of members of the
association.
ii. Shall comprise of seven (7) members and the Vice-
President shall its chairman or chairperson.

iii. The committee shall be constituted at the first


congressional meeting of the association.

iv. The committee shall liaise with the head of department


and the examination officers of the department of Sociology
and Anthropology (O.A.U) to deliberate on how to release
the result of the members of this association within a
reasonable time.

v. The committee shall perform all other duties that affect


the academic and welfare of the members of the association.

C. SOCIAL COMMITTEE

i. The committee shall be set-up at the discretion of the


Director of Socials.

ii. It shall be approved at the first congressional meeting of


the association.

iii. The committee shall consist of five (5) members among


which the Director of Socials shall its Chairman.

iv. The committee shall organize all departmental social


activities including symposia, week programmes and any
other social activity that the congress may assign to it

v. The committee shall work hand-in-hand with the


executive council which will fund it.
vi. The committee shall in conjunction with the
academic/welfare committee organize a befitting orientation
programme for the fresh students.

D. PUBLICITY COMMITTEE

i. There shall be a twelve (12)-member publicity


committee from all levels headed by the Public Relations
Officer (P.R.O) and Public Laison Officer inclusive

ii. The committee members shall be constituted at the


discretion of the P.R.O and be ratified at the first
congressional meeting of the association.

iii. The P.R.O shall be the chairman of the committee

iv. The committee shall subsequently fill in other posts


among its members such as the editor-in-chief, editor, the
deputy editor, secretary.

v. The committee shall be responsible for the responsible


for the regular educative and informative publications(
dissemination both online and offline information on events,
congress, programmes e.t.c) and that of the official journal of
the association as directed by the chairman.

vi. The committee shall organize political debates for


aspirants to the post of the President and other executive
offices in conjunction with the electoral committee.

vii. The committee shall help the P.R.O and P.L.O in


discharging their duties.
E. AUDIT COMMITTEE

i. There shall be an audit committee whose members shall


be nominated at the first parliamentary sitting of the
administration.

ii. The committee shall consist of five (5) members of


whom a part four student shall be its chairman, and other
members from part one to four.

iii. The part one student (newly admitted student) will be


included after being elected into the parliament in the new
academic session.

iv. Only legal members of the parliament are eligible to be


nominated and elected.

v. The committee shall be responsible for auditing the


account of the association from time to time and before the
new executive council is inaugurated.

vi. Statement of bank account shall be requested at any


time by audit committee from the executive council coupled
with the budget and expenditure of the association for that
particular period to enhance transparency and prudency.

vii. The committee shall have power to summon anyone to


appear before it, where the need for such arises.

viii. The report of the audit shall be presented to the


parliamentarians for adoption and the adopted section
shall be kept for documentation.
ix. The parliamentarians shall therefore pass a resolution
on the report of this committee and this resolution will be
enforced by simple majority.

F. TASK FORCE COMMITTEE

i. There shall be a task force committee.

ii. It shall be constituted at the first congressional meeting.

iii. The Financial Secretary shall be the head of the


committee.

iv. The tax force committee shall consist of eight (8)


members, two (2) from each level.

v. The members of tax force committee shall from time to


time announce in their classes the need for members to pay
annual due and other charges in the department.

vi. It shall publish names of students who refuse to pay


their annual dues and other charges after a stipulated
time.

vii. The committee shall act as chief whip at congresses.

viii. The committee assist electoral committee in


conducting free and fair election.

ix. Contesting member(s) of this committee cannot


participate in monitoring of electoral process. x. The
committee shall carry out other duties bestow on it by the
congress.
G. ELECTORAL COMMITTEE

i. There shall be an electoral committee set up for the


purpose of conducting both general elections and by-
elections for the association.

ii. It shall be constituted at the 8th week of second


semester at the congressional meeting of the association.

iii. The committee shall consist of eight (8) members across


all levels, which shall be nominated and elected at the
congressional meeting of the association.

iv. The committee shall be headed by a chairman who


shall appointed by the committee members alongside the
secretary and the spokesperson of the committee.

v. The out-going executive members shall provide not less


than #5,000 to conduct election.

vi. The committee shall unless otherwise stated, determine


and regulate its procedures in such a way as to ensure a free
and fair election for the association.

vii. The committee members shall reserve the power to


cancel the election at any point if they view the election is no
longer free and fair.

viii. The chairman of the committee shall sign certificate of


merit of the out-going executive members, Parliamentarians
and all committee members based on the approval of the
congress.
H. AD-HOC COMMITTEE

i. Without prejudice to the supreme powers of the


congress, the executive council with ratification of the
parliament may set up ad-hoc committee to implement
programme for which there is no standing committee.

ii. Such committees shall be responsible for the


congress/parliament through its chairman.

SECTION 34: PROVISIONS FOR ELECTION

i. Election shall be conducted for all executive and


legislative council of the association.

ii. Election shall hold two weeks after the constitution of


the committee, that is, the 10th week.

iii. By-election for vacant offices is expected to hold seven


days after the general election provided there are eligible
and interested candidates within two weeks of a new
academic session. In the absence that, the ad-hoc committee
shall be set up to oversight the functions expected from the
office that is vacant. It shall be set up in the first congress and
the members shall appear before the parliament for
adoption. The committee must be responsible to the
parliament and the parliament.

iv. Part four student(s) in electoral committee shall be


given his certificate of merit after the swearing-in of the
newly elected officers of the association before graduation
because upon graduation from the department such member
shall cease to be a member of the association as stated in
article one, section 5, sub section “g”

v. Due to the election of the newly admitted students


(part one students) into the parliament, the electoral
committee shall announce a suitable date for the election.

vi. The committee shall appoint among themselves the


chairman, secretary, and spokesperson for part one
legislative election and other by- election, provided the
former chairman, secretary; spokesperson has graduated
from the department.

vii. The electoral commission shall publish a reasonable


date for the purchase and closing date for the submission of
forms without prejudice to any section of this constitution.

viii. Without prejudice to article 1 (one), section 5 (five),


subsection “e”, all financial members can vote and be voted
for except members of electoral committee and any member
of the association found guilty of any offence by recognised
body (S.U, Court etc).

ix. With respect to (vii), any body found guilty of any offence
by a recognised body shall not only be ineligible to contest an
election but also ineligible to vote in any election.

x. The election shall be by secret ballot and any candidate


with simple majority votes shall be declared duly elected.

xi. On no account shall the aspirant be found at the


polling station canvassing for votes, having cast his vote. Any
member found violating this provision shall at discretion of
the chairman of electoral commission be disqualified.
xii. Each voter or contestant shall present his I.D card and
annual dues receipt before being allowed to vote or being
voted for.

xiii. If there is a candidate for a post, the commission shall


declare him winner if he pulls the two-third (2/3) majority of
the votes.

xiv. If there is a deadlock, the commission shall organize a


run-off between the two candidates or more.

xv. Any duly elected officer of the association shall hold


office for one academic session but shall eligible for re-
election for any other academic session.

xvi. The contestant for the post of the President, Vice-


President, General Secretary and other shall have the C.G.P.A
of not less than 3.0, 2.5, and 2.0 respectively at the time of
contesting.

xvii. Serving member(s) aspiring for any post shall resign


such appointment at least two weeks before election.

xviii. Swearing-in shall hold after the by-election.

xix. As part of the requirements for elections into the office


of the President, Financial Secretary and Treasurer, the
individuals must possess a valid National Identity Card.
ARTICLE SEVEN

SECTION 35: RESIGNATION OF OFFICER(S) OF THE


ASSOCIATION

i. Any officer who wishes to resign shall forward his


resignation letter to the head of the following arms i.e the
executives, the legislature and the judiciary with at least two
weeks’ notice.

ii. If it is the President who wishes to resign, he shall


forward the letter to the chairman and secretary of judicial
council.

iii. The resigning officer shall submit a comprehensive


report of his stewardship and activities till date of his
resignation.

SECTION 36: SUSPENSION OF OFFICER(S) OF THE


ASSOCIATION

i. The judicial council shall on the receipt of a strong


allegation of gross misconduct against any officer of the
association investigate the matter within two weeks.

iii. The judicial council shall only investigate any notice of


gross misconduct against any officer, if such notice is duly
signed by not less than forty five (45) members of the
association across all levels and submitted to the judicial
council.
iv. Any officer suspended or otherwise removed from
office, shall handover all association’s properties in his
custody to the president within twenty-four (24) hours. If the
president happens to be suspended or otherwise removed,
he shall handover the association’s properties in his custody
within twenty-four (24) hours to the available executive
officer(s) of the association who shall give the report to the
parliament.

v. On suspension from the parliament, the suspension is


subjected to backing of the judicial council. The suspension
shall be temporary pending the verdict from the judicial
council.

SECTION 37: REMOVAL OF OFFICER(S) OF THE


ASSOCIATION

i. Any officer of the association shall cease to hold


office if found guilty by the Judicial Council with
prejudice to:

a. A notice, in writing is given by the budgetary and finance


committee or other committees that the conduct of the
officer be investigated to ascertain whether he is guilty, or
not, of gross misconduct in the performance of his duties.

b. A notice signed by not less than forty –five (45) members


of the association that cut across all levels shall be submitted
to the judicial council. The judicial council shall investigate
such an allegation, and present its report to the congress.
ii. Any officer of the association under investigation shall be
deemed to be on suspension pending the determination of
the judicial council.

iii. Any officer of the association culpable of embezzlement


or any financial misconduct shall be compelled to refund
such financial resources to the association.

SECTION 38: REINSTATEMENT OF OFFICER(S) OF THE


ASSOCIATION

Where the committee reports that the allegation levelled


against the officer(s) of the association is not genuine, no
further proceedings shall be taken in respect of the matter
and the officer(s) shall be reinstated to his office. Subject to
37(i) above, where the report of the committee’s
investigation is supported by the judicial council, the office
holder shall be reinstated.

SECTION 38: PENALTIES

A. Any officer of the association found guilty of gross


misconduct, financial misappropriation, dereliction of
constitutional duties and breach of moral conducts shall after
his removal:

i. Forfeit his right to contest for any office of the


association in the future.

ii. Shall not be awarded the certificate of merit.


iii. Shall have his certificate retrieved from him if he has
been given before investigation begins.

B. An officer of shall have been found guilty of dereliction of


duty if:

i. He abstains from the executive council and


congressional meetings without written notice or letter to
the authority concerned.

ii. He conspicuously abstains himself from the


association’s programme.

iii. Fail in his discharge of his duties.

iv. The officer individually or collectively fails to carry out


the resolution of the congress.

v. The removal of the officer shall be determined by the


Judicial council if found guilty.

SECTION39: NSASA OAU AWARDS

Members of the association who distinguished themselves in


service of the association shall be awarded:

i. Certificate of merit.

ii. Association certificate award.

iii. Distinguished personality who has assisted the


association and has meritoriously excelled in public service
shall be awarded NSASA award of recognition.
SECTION 40: AMENDMENT

i. The constitution shall be subject to review and


amendment upon a resolution passed by not less than a two-
third (2/3) members present and voting at the congress
provided that quorum is formed.

ii. Any proposed amendment to this constitution must


be sent in writing to the secretary of the constitution review
committee one week before the said meeting of the C.R.C.

iii. A Constitutional Review Committee (C.R.C) shall be


constituted at the discretion of the congress.

iv. The committee shall consist of four (4) members


nominated and elected across all levels, and shall appoint its
chairman and secretary and two (2) members from each
arms of government.

v. The Constitutional Review Committee (C.R.C) shall


present its report through its chairman on a date approved
by the president to the congress.

vi. Reformers are to send any addition or subtraction to


be made in the constitution to the C.R.C member from their
constituency, which will pass through the first reading and
second reading of the C.R.C.

SECTION 41: INTERPRETATIONS

In this constitution, the following provisions holds except


otherwise stated or implied by context.
i. Both masculine and feminine are addressed as HE or HIS.

ii. Officers of the Association refer to all elected or


appointed members in one official capacity or the other.

iii. Association’s elections include all original elections and


by-election.

iv. Standing order and financial instructions shall be part of


this constitution.

SECTION 42: COLLECTIVE RESPONSIBILITY

All members of the Executive council, legislative council and


committees shall be guided by the principle of collective
responsibility.

SECTION 43: SUSPENSION OF PROVISION OF THIS


CONSTITUTION

Any section of this constitution may be suspended by two-


third (2/3) members present and voting at the congress
provided a quorum is formed.

ARTICLE SEVEN

SECTION 44: THE ORDER OF BUSINESS

I. THE BUDGET MEETING

a) Swearing in of the speaker and Deputy speaker by out-


going speaker and in his absence of the out-going speaker,
the outgoing JC chairman shall act in his stead.
b) Swearing- in of members by the speaker

c) Presidential address

d) Award of certificates by the H.O.D or his representative


(s). e) Break

f) Address by the speaker

g) Debate on the presidential address

h) Matters arising from previous parliamentary year.

i) The Budget

j) The debate on the Budget

k) Motions and resolutions

l) Adjournment

II. THE BUSINESS MEETING

a) Matter arising from previous meeting(s)

b) Sessional reports of all bodies of the association

c) Debate and approval of statement of account.

d) Motion, petition and resolution

e) Adjournment

III. OTHER MEETINGS

a) Discussion of matters from the last meeting

SECTION 45: QUORUM

i. Quorum shall be formed if not less than fifty (50)


members from all levels are assembled at the congress.

ii. Quorum in the N.S.A.S.A.R.C shall be formed by two-


third majority of the entire membership of the parliament. iii.
All meetings where quorum formulation is pre-requisite have
been stated in this constitution.

iv. Unless specifically stated, quorum shall not prevent the


holding of emergency congress.

SECTION 46: MEETING OF THE CONGRESS

i. The congress shall meet not less than four (4) times in
an academic session and not less than two times (2) in a
semester.

ii. With regard to article three (section 12f and g), the
convening power of the congress is vested in the president.

iii. Emergency congress shall only hold with respect to


article three, section 12(f, g and h) of this constitution.
SECTION 47: ORDER OF PROCEEDINGS AT THE
CONGRESS

a. Declaration: The presiding officer shall declare the


meeting open when particular provision of the constitution
or quorum has been expressly satisfied.

b. Adoption and amendment of agenda: The agenda shall be


opened to amendment with consent of a simple majority of
members at a meeting after which it shall be adopted
following no further amendment. Such amendment shall take
the form of rearrangement of items etc., and shall affect
fundamental issues.

SECTION 48: RULES OF DEBATE (STANDING ORDER) AT THE


CONGRESS

i. A member of the congress shall stand when speaking


and shall address the President and the Congress. If two or
more members arose at the same time, the President shall
decide who speaks first.

ii. If the president has occasion to rise to assert his


authority, any other member of the congress shall
immediately resume his seat.

iii. Debate must be limited to immediate pending questions


or issues. The President shall rule out point of order on
anybody who fails to adhere to the subject under discussion.

iv. The president may call to order any member of the


congress for disregarding the authority of the President or
for abusing the rules of debate. If after such caution, such a
member persists in misconducting himself, the president
may:

a. Order the member to take leave of the congress for a


specific period of time, or

b. Disqualify the member from voting on specific issues.

v. Any officer of the association engaged in actions that can


disrupt the proceedings, shall be suspended for a duration of
two (2) weeks which takes immediate effect at the congress,
parliamentary sitting and judicial hearing.

SECTION 49: MOTIONS (For both congress and


N.S.A.S.A.R.C)

i. All motions duly signed shall be submitted to the


General Secretary and Clerk of the Parliament for congress
and N.S.A.S.A.R.C meeting respectively not later than
seventy-two (72) hours before the meeting.

ii. All motions shall appear on the order of paper of the


meeting on the day they are to be discussed.

iii. A motion that has been moved and seconded shall not
lapse unless the mover is absent from the meeting at the
time the motion is being tabled for debate.

iv. Any motion raised in which a part of this constitution is


to be altered if passed must be supported by two- third (2/3)
majority, provided a quorum is formed.
II. AMENDMENT

Amendment shall be:

i. To leave out words,

ii. To leave out words and insert or add other words, iii.
To insert or add other words.

III. MOTION WITHOUT NOTICE

Motion without notice shall be:

a. Motion withdrawing a motion.

b. Motion to adjourn a meeting.

c. Motion that the question be now put.

d. Motion to adjourn debate till specific date.

e. Motion to introduce any new business deemed


important.

f. Motion to reverse the decision of the President,


Speaker or Chairman order than point of order.

g. Motion to limit or extend time of debate.

h. Motion to alter the agenda of business.

i. Motion to postpone the consideration of a motion to


a definite time.

j. Motion to refer matter to committee


k. Motion to suspend standing order or a clause of the
constitution.

SECTION 5O: POINT OF ORDER

A point of order when raised shall be heard at all times


except during the act of voting and shall deal with the
conduct of the meeting.

It shall concern matters as:

SECTION 51: MOTION FOR ADJOURNMENT

The mover of the motion shall have the right to refer to the
motion for adjournment after which no further debate shall
be permitted and after which votes shall be taken.

SECTION 52: VOTING AT THE CONGRESS


a. Every member of the association except the President or
the Chairman be entitled to vote. The President or the
Chairman shall cast the decisive vote should there be a tie.

b. Voting shall be by show of hands provided the mover of


the motion does not ask for secret balloting.

SECTION 53: AMENDMENT OF STANDING ORDER AT THE


CONGRESS

The standing order shall only be amended by a resolution of


the congress supported by a 2/3 majority of the members
present and voting, provided a quorum is formed and
provided shall be given in advance.

ARTICLE EIGHT

SECTION 54: INCOME

a. Annual dues: Each member of the association shall pay


annual dues to be decided by the executive council and
approved by the parliament.

b. Special levy: The executive council may charge other


kinds of special levies on members based on the approval of
such recommendation by the parliament.
ci. Donation: The association may from time to time receive
donation from the patrons and staff advisers and any other
personality or group in such a way that will not deface the
association integrity.

cii. Such donations must be remitted into the association’s


account, and the audit committee shall be briefed on such
donation.

d. Business venture: The association may establish a


business venture with a view to boosting the income of the
association.

SECTION 55: EXPENDITURE

a. The Treasurer shall keep an imprest account of not more


than one thousand naira (N 1000).

b. The President, Treasurer and Financial Secretary shall be


jointly or individually accountable to the audit committee,
parliament and/ or congress for all expenditures of the
association.

c. Expenses above one thousand naira (N 1000) are to be


determined by the executive council subject to the approval
of the budget and finance committee.

d. The association shall pay any justifiable and reasonable


expenses incurred by an individual while performing the
association’s duty.

e. All properties acquired for the association on whoever’s


custody and in whatever nature, belong to the association
and shall be kept in the association’s secretariat
f. The funds and properties of the association shall be
applied for the purpose of attaining the objectives of the
association as defined in the constitution, and if any is used
otherwise by any officer of the association, such officer must
be made by whatever means deemed appropriate to refund
such amount.

SECTION 56: REQUISTION FORM

a. The Financial Secretary shall disburse money to any


member of the executive council for the purpose of
executing a processed expenditure, only on the completion
of a requisition form and duplicate of it must be documented
for any purpose.

b. Any disbursement above two hundred naira (N200) must


be approved by the President and Financial Secretary.

SECTION 57: EXPENDITURE CONTROL AND ANALYSIS

a. For the purpose of detecting and pre-empting fraud, the


President, Treasurer or Financial Secretary may singularly or
collectively query the expenditure of any officer and if found
guilty, he must be promptly reported to the parliament for
apposite action.
b. For the purpose of (a) above, each shall on the completion
of the financial duty, complete an explanation and fill
analysis form within seventy- two (72) hours of such
completion.

SECTION 58: BANKER(S)

The banker(s) of the association shall be decided by the


executive council and ratified by the parliament.

SECTION 59: CHANGE OF SIGNATORIES

i. Signatories to the association’s account shall be subject to


the following procedure at the end of their tenure in office of
existing executive council at any particular session.

ii. The outgoing President along with other signatories shall


write the association’s bank, informing them of the
expiration of their term in office and introduce the new
signatories immediately thereof.

iii. The association’s passbook and cheque book and other


documents shall therefore be handed over to the new
council.

iv. They shall therefore be authorized to operate the account


to comply with provisions of the constitution.

ARTICLE NINE
SECTION 60: SWEARING- IN-CEREMONY

a. The swearing-in shall be organized by the electoral


committee not later than one week after the election.

b. The Head of Department or his representative shall


swear-in the president, who in turn shall swear-in other
members of the executive council.

c. Without prejudice to sub section (b) above, the Lord


Chancellor of the Judicial Council (JC) can administer the oath
of office in place of the HOD or the representative, where the
latter is unavoidably absent. However, in the absence of JC
chairman, the electoral committee chairman can administer
the of oath of office to the President elect who shall in turn
swear-in other members of the executive council.

SECTION 61: OATH OF OFFICE

All newly elected officers of the association shall after the

do hereby solemnly and openly that I shall serve this
association to the best of my ability, I undertake to abide by
and uphold the constitution of all lawful decisions of the
association. I undertake also not to divulge without the
official permission of the association any of its private
proceedings and that I stand to be prosecuted in any law
court of the land in case I embezzle or convert to my
personal use any fund of the association. I make these
solemn declarations fully conscious of its implication and the
responsibility thus devolving upon me. So help me God.

SECTION 62: DEFINITION OF TERMS

1 CONGRESS: This is the gathering of the general assembly


of all members of the association, which is the supreme
organ of the association.

2 NSASA: Nigerian Sociology & Anthropology Students’


Association.

3 EXECUTIVES: This embraces all members of the NSASA


duly elected into executive arm of the association.

4 HONOURABLE: Member of the parliament.

5 PARLIAMENT or HOUSE: The legislative arm of the


NSASA.

6 ASSOCIATION: The Nigerian Sociology and


Anthropology Students’ Association (NSASA), OAU chapter
established by the provisions of the constitution.

7 PRESIDING OFFICER: Any member who has been


empowered by the constitution to act as the head at a
meeting e.g. the President, the Speaker.

8 GENDER: Masculine shall incorporate feminine i.e. He/His


could mean she/Her and these standing orders.
9 CONSTITUTION: The fundamental laws of NSASA,
Obafemi Awolowo University, Ile-Ife.

10 QUORUM: This is the minimum number of people


required in the meeting for voting to be conducted or before
a decision could be taken.

11 STANDING ORDER: These are the rules and regulations


guiding the conduct of a meeting.

12 POINT OF ORDER: A point of order is raised at a meeting


to call other who is digressing from the agendum/agenda of
discourse to order.

13 MOTION: This is a proposal or the suggestion which a


member wants the meeting to consider.

14 SPECIAL LEVY: Special levy includes any incomes raised by


the officers of the association for the association.

We hereby certify that this constitution has been


meticulously and circumspectly reviewed and amended by
the Constitutional Review Committee and found to be with
the aim of accomplishing the objectives of this association.
