Definition of Terms & Scope and Delimitation
CDRRMO. City Disaster Risk Reduction and Management Office. It refers to the governmental
agency located in Legazpi City, responsible for disaster risk reduction and management,

organizational structure, composition, functions, and funding sources. The research also assesses the
effectiveness of CDRRMO programs related to hazard and risk awareness, community resiliency,
preparedness and response. It investigates the capability of CDRRMO implementers and identifies best
practices employed for sustaining disaster risk reduction and management (DRRM) initiatives.
Additionally, the study includes the perspectives of 100 selected residents of Legazpi City to gauge the
