GENERAL GROUPING OF TEAMS AND PARTICIPANTS
Grouping is decided via 2 mechanisms; Seeding and Drawing. Please refer the details below.
A. SEEDING
• Seeding refers to current ranking of a team or an athlete based on previous
achievement by the university at the 11th NPSC.
• In all sports involving Group Stage, universities with previous Gold Medal and Silver
Medal winners are, by default, placed in separate groups. Other participating
universities were randomly drawn into the 2 groups online (refer to Drawing below).
• In Track Events and Swimming events, universities with previous Gold Medal and
Silver Medal winners are placed in the same round when applicable. The
runners/swimmers will also be assigned to middle lanes and placed side-by-side.
Other runners/swimmers were randomly assigned to the lanes (refer to Drawing
below).
B. DRAWING
• Drawing is applicable for universities without prior Gold and Silver Medal winners.
• Drawing process was held on 8th March 2019 where a live drawing was held during
the March MyPSA meeting. During this meeting, each university’s representative or
other suitable representatives will draw for the groups for each related sports.
• For Track Events and Swimming, the representatives will draw for the Round number
(when applicable) and the Lane Number.

GENERAL RULES
● All runners for individual track events must start behind the start line (please refer Figure
1 on page 6).
● All runners shall keep within the allocated lanes from start to finish, EXCEPT for:
- 1,500 meter runners
- 2nd, 3rd and 4th runners of the 4 x 400 meters relay. The 2nd runners of this event
however, is to keep within their lanes until they reach the marking that indicates no
further lane allocated (please refer Figure 3 on page 6).
● All runners (except for 2nd, 3rd and 4th runners of all relay events) are to only start running
at the given signal using a starter pistol/gun.
● In relay events, the 2nd, 3rd and 4th runners should stand at the designated positions to
receive the batons (please refer Figure 2 and Figure 3 on page 6).
● For 4 x 100 meters relay event, the 2nd, 3rd and 4th runners MUST receive their batons
within the permitted zones (please refer Figure 2 on page 6).
● All track events will be conducted in 1 (ONE) or 2 (TWO) rounds, depending on the
number of participating athletes.
● Each event shall be conducted by a minimum of 1 (ONE) umpire, 4 (FOUR) Line Referees,
8 (EIGHT) timekeepers and other referees deemed necessary by the organizing
committee.

DETERMINATION OF WINNERS:
● Group winner (where applicable):
- The runner/quartet who completes the race in the quickest time shall be declared the
group winner.
● Medal winners:
- The top 3 runners/quartets with the quickest times from both group of each event shall
be declared the Gold, Silver and Bronze medallists respectively.
● Forfeiture
- Not applicable
● Withdrawal
- A runner/quartet may decide to withdraw from the event at any time.
- A runner/quartet or the representative must inform the organizing committee on the
decision to withdraw.

RUNNERS & EQUIPMENT:
● Number of runners:
- Each institution shall be represented by 1 (ONE) runner only for each individual event
and 1 (ONE) quartet only for relay event.
- There is no limit to the number of event that 1 runner may participate in, as long as
the runner registers him/herself as necessarily.
● Equipment required:
- All runners are advised to wear proper running attires e.g. sports shoes, running spikes
etc.
- All runners are required to wear the bibs provided by the organizing committee at the
front of their shirts/jerseys/tanks/singlets etc.
- Starting blocks shall be provided for all lanes. Runners may freely choose whether or
not to use the starting block provided.
- A minimum of 8 (EIGHT) batons for each relay event.

RULES OF THE GAMES (cont):
b) Long Jump
● All athletes from each category shall take turns to a maximum of 5 (FIVE) attempts; 1
jump for each attempt.
● Once the athlete’s name is called by the Umpire, they have 60 (SIXTY) seconds to
complete a jump (please refer to Figure 2 below)
● Athletes may start their runs at any point of the dedicated long jump track.
● No part of the athlete's foot should cross the front edge of the take-off board (please
refer to Figure 3 below)
● The distance is measured from the front edge of the take-off board to the nearest
mark of the landing area surface made by any part of the athlete’s body.
● All measurements are done perpendicular to the take-off point.

DETERMINATION OF WINNERS:
● Medal winners:
- Top 3 athletes who registered the longest throw/jump from each event, shall be
awarded with Gold, Silver and Bronze medals.
- The best throw/jump shall be considered from the total of 5 (FIVE) attempts
(Please Note: The throws registered during the Preliminary Rounds of Men’s Shot Put
event must be included to determine the medal winners).
● Forfeiture
- Not applicable
● Withdrawal
- An athlete may decide to withdraw from the event at any time.
- An athlete or its representative must inform the organizing committee on the decision to
withdraw.

PLAYERS & EQUIPMENT:
● Number of athletes:
- Each institution shall be represented by 1 (ONE) athlete only for each category of event
(2 athletes in total for shot put and 2 athletes in total for long jump from each university)
- No substitution of athlete is allowed throughout the event.
● Equipment required:
- Shot put: 1 men’s shot weighing 7.2 kg and 1 women’s shot weighing 4.0 kg.
- Long jump: Sports shoes/sneakers/running spikes etc.
• Order of throw/jump
- The order of throw/jump shall follow the athlete’s assigned Bib Number.
- The order shall be repeated once all athletes have completed their throws/jumps.
• All athletes from each university are assigned with Bib Numbers as follows:
Please note: The last number of the Bib Number represents the event. These include Men’s
Shot Put (1), Women’s Shot Put (2), Men’s Long Jump (3) and Women’s Long Jump (4).

RULES OF THE GAME (CONT):
Serving
• At the beginning of the game (0-0) and at even scores, the server must serve from the
right service court.
• At odd scores, the server must serve from the left service court.
• Servers that win a point shall continue serving. A service is over when the opponent wins
a point (please refer to the section on SCORING).
• All first serves must land inside the blue box (please refer to Figure 1 and 2 below).
• Throughout Singles matches, shuttlecocks that land inside the Red area will be called out
(please refer to Figure 1 below).
• Throughout Doubles matches, shuttlecocks must land inside any Green area (please refer
to Figure 2 below).

SCORING:
● If a server wins a rally, the server scores a point and then serves again from the alternate
service (right and left).
● For each serve, a point shall be given to winners or when faults are committed. Faults include,
but are not limited to:
i. Service Fault.
ii. Shuttlecock landed outside permissible areas.
iii. Racquet touching the net during play.
● DEUCE:
➔ DEUCE is applicable for Semi-Final and Medal Rounds only.
➔ When both players/teams score 10-10 in a set, the player/team that has a 2-point
advantage or first reaches 15 (FIFTEEN) points, shall be declared the winner.
DETERMINATION OF WINNERS:
● Match Winner
- In Preliminary Rounds, the player/team that first achieves 15 (FIFTEEN) points will be the
winner.
- In Semi-Finals and Medal Rounds, the player/team that first wins 2 sets will be the
winner.
- Each match win will be awarded with 3 (THREE) points and 0 (ZERO) point for each loss.
● Group winner
- For Men’s Single and Women’s Single categories, 2 (TWO) players with the highest
cumulative points from each group will advance to Semi-Final Rounds.
- For Men’s Double and Women’s Double categories, only 1 (ONE) team with the highest
cumulative points from each group will advance to Semi-Final Rounds.
● Medal winners
- Semi-Final winners will meet to determine the Gold and Silver Medallists. Winners of
these matches will be awarded with Gold medals. Silver medals will be awarded to the
1st-runner ups.
- The players/teams that lose in the Semi-Final Rounds will compete to determine the
Bronze Medal winner. Winners of the matches will be awarded with Bronze medals.
● Tiebreak situation
i. Match
- please refer to the section on SCORING → DEUCE above.
iii. Medallist
- Not Applicable.

DISQUALIFICATION, FORFEITURE & WITHDRAWAL:
● Disqualification
- Players/teams may be disqualified either by the match Umpire or by the organizing
committee.
- Players/teams may be disqualified in the event of:
i. Failing to register.
ii. Representation by unregistered players.
iii. Not wearing proper attire (e.g. wearing slippers etc.).
iv. Unsportsmanlike conduct.
v. Not adhering to the rules and regulations as per stated in this document.
● Forfeiture
- If the player/team failed to be present on the court 10 (TEN) minutes after the scheduled
matches, the team/player will be forfeited.
● Withdrawal
- A player/team may decide to withdraw from the event at any time.
- A player/team or its representative must inform the organizing committee on the
decision to withdraw.
● Equipment required:
- A minimum of 1 (ONE) string badminton racquet per player. Each player is advised to
have an extra racquet(s) for emergency purposes.

• This game consists of 2 (TWO) categories which include:

• Games for both categories will run simultaneously.
Final Rounds
- All matches are played in 2 (TW0) halves of 10 minutes with a 2-minute break in
between.
8-second rule
- Team on offense must bring the ball across the midcourt line within 8 seconds.
24-second rule
- A team must attempt a field goal within 24 seconds whenever:
i. player gains control of a live ball on the playing court
ii. after a throw-in when the ball touches or is legally touched by any player on the
playing court and the team of that player taking the throw-in remains in control of
the ball.
- To constitute a shot for a field goal within 24 seconds:
i. The ball must leave the player's hand(s) before referee’s whistle is blown.
ii. The ball must touch the ring or enter the basket after the ball has left the player's
hand(s).

RULES OF THE GAME (CONT):
3-second rule
- A player shall not remain in the opponents' restricted area for more than 3 consecutive
seconds while his team is in control of a live ball in the frontcourt and the game clock is
running.
- Allowances is made for a player who:
i. Makes an attempt to leave the restricted area.
ii. Is in the restricted area when he or his team-mate is in the act of shooting and the
ball is leaving or has just left the player's hand(s) on the shot for a field goal.
iii. Dribbles in the restricted area to shoot for a field goal after having been there for
less than 3 consecutive seconds.
Time-out
- In Preliminary and Semi-final rounds, each team will receive 1 (ONE) time-out per match
with each time-out is 60 (SIXTY) seconds in duration.
- In the Final rounds, each team will receive 1 (ONE) time-out per half with each time-out
is 60 (SIXTY) seconds in duration.
SCORING:
• Each successful basket scored inside the 3-point line counts as 2 (TWO) points and any
basket scored outside the 3-point line is worth 3 (THREE) points.
• Each successful free throws is worth 1 (ONE) point.
DETERMINATION OF WINNERS:
• Match Winner
- The team that has scored the greater number of points at the end of playing time shall
be the winner.
- The winner of the match shall be awarded with 3 (THREE) points and 0 (ZERO) point
will be awarded to the losing team. No draw is allowed.

Two teams with the highest cumulative points from each group, will advance to Semi-
Final Rounds.
• Medal winners
- Semi-Final winners will meet to determine the Gold and Silver Medalists. Winners of
Final matches will be awarded with Gold medals. Silver medals will be given to the 1st-
runner ups.
- The teams that lose in the Semi-Final Rounds will compete for the Bronze Medal.
Winners of the matches will be awarded with Bronze medals.
• Tiebreak situation
- A 2 (TWO)-minute overtime will be given for any matches ended with a draw. At the
end of the 2-minute overtime, in cases where matches still end with a draw, free
throws will be used. The team that first scores the free throw when the other team
does not, will be declared the match winner.
- When teams share similar cumulative points (win-loss) at the end of the Preliminary
Round, a Head-to-Head Mechanism will be used.
• Forfeiture
- If the team fails to be present on the court within 10 (TEN) minutes after the scheduled
matches, the team will be forfeited.
• Withdrawal
- A team may decide to withdraw from the event at any time.
- A team or its representative must inform the organising committee on the decision to
withdraw.

• Each university can only send 1 (ONE) team of players for Men’s category and 1 (ONE)
team of players for Women’s category.
• Each team must have 5 – 10 players.
• A minimum number of players to start a match is 5 (FIVE).

GENERAL RULES
• Participating teams are divided into 2 groups for each category.
• Only 5 (FIVE) players (including the goalkeeper) from each team are allowed to be on the
court during the play.
• Each match is played in 2 (TWO) halves.
• Each match will be started with a coin toss to determine which team to kick-off and which
side they wish to start from.
• After each goal, the team that conceded the goal will start the play at the centre of the
court.
• The clock will be stopped when a ball goes out of the court during play.
• The clock will not be stopped during substitution of players.
• There is no limit to the number of substitutions for each match EXCEPT for goalkeeper’s
substitution. Substitution of goalkeepers can only be done when the ball is out of play or
by the referee’s consent.
• At the kick-off, the ball must be kicked across the mid-court line to another team member.

- The team that scores the most goals at the end of the match will be declared the winner.
- In the Group Stage, each match win will be awarded with 3 (THREE) points and 0 (ZERO)
point for each loss. Teams that draw at the end of a match will each share 1 (ONE) point.

- The top 2 teams with most points from each Group will proceed to Semi-finals (refer to
‘Tiebreak Situation’ if necessary).

- The winners from both Semi-finals will enter Final while the losing teams are to play for

- The game starts with a coin toss to determine which player must serve first and which

- The server must then serve each point from the baseline alternately (from left and
right of the court).
- In singles, serves rotate from player to player. Each player rotates to serve every
game.
- In doubles, serves rotate from team to team. Each player rotates to serve every 4 th
game until the set is finalized.
- If the server fails to get their 1st serve in, a 2nd serve shall be given. If they fail to get
the 2nd serve in, then a DOUBLE FAULT will be called and the point lost.
- If the server clips the net but the ball goes in the service area still, then LET is called
and they get to serve again without penalty. If the ball hits the net and fails to go in
the service area then out is called and they lose that serve.

- The receiver may stand where they wish, upon receipt of the serve. If the ball is struck
without the serve bouncing, then the server will receive the point.
- For all singles and doubles matches, players switch sides after every odd game, as in the
1st, 3rd, 5th games, and so on.
SCORING:
• A player scores 1 (ONE) point every time an opponent is unable to return the ball.
• A player/team needs to score 4 (FOUR) points to win a game of tennis.
• The points are known as 15 (1 point), 30 (2 points), 40 (3 points) and the 4th point would
result in the winning point and the end of that game.
• DEUCE:
✓ If the scores went to 40-40, this would be known as DEUCE. When a game reaches DEUCE,
the player/team must then win by 2 (TWO) clear points (1st point is known as Advantage
and the 2nd point is the winning point).
✓ If the player/team loses the Advantage point, the game shall go back to DEUCE.
• A player loses a point when committing any faults. Faults include, but are not limited to:
i. Serving double faults.
ii. Returning a serve without the ball bouncing.
iii. Touching the net with the racket during play.
iv. Distracting or impeding the opponent in any ways.
v. Committing a game misconduct (decided by the match Umpire).

Freestyle
• In this competition, freestyle stroke means front-crawl style other than backstroke,
breaststroke or butterfly.
• Some part of the swimmer must break the surface of the water throughout the race. It
is permissible for the swimmer to be completely submerged for a distance of not more
than 15 meters after the start. By that point, the head must have broken the surface.
• Some part of the swimmer must touch the wall upon completion of each length and at
the finish.
Backstroke
• Prior to the starting signal, the swimmers shall line up in the water facing the starting
end, with both hands holding the edge of the pool and the toes of both feet must be in
contact with the end wall.
• At the signal for starting, the swimmer shall push off and swim upon his back
throughout the race.
• Some part of the swimmer must break the surface of the water throughout the race. It
is permissible for the swimmer to be completely sub-merged for a distance of not more
than 15 meters after the start and each turn. By that point the head must have broken
the surface.
• Upon the finish of the race, the swimmer must touch the wall while on the back in
his/her respective lane.
Breaststroke
• After the start, the swimmer may take one arm stroke completely back to the legs
during which the swimmer may be submerged. At any time prior to the first
breaststroke kick after the start, only 1 (ONE) butterfly kick is permitted. The head
must break the surface of the water before the hands turn inward at the widest part of
the second stroke.
• At the finish of the race, a touch to the wall shall be made with both hands separately
or simultaneously at, above, or below the water level.
Butterfly
• Both arms shall be brought forward simultaneously over the water and brought
backward simultaneously under the water throughout the race. All up and down
movements of the legs must be simultaneous. The legs or the feet need not be on the
same level, but they shall not alternate in relation to each other. A breaststroke kicking
movement is not permitted.
• At the start, a swimmer is permitted one or more leg kicks and 1 (ONE) arm pull under
the water, which must bring him to the surface. It shall be permissible for a swimmer
to be completely submerged for a distance of not more than 15 meters after the start.
By that point, the head must have broken the surface.

DETERMINATION OF WINNERS:
• Group winners:
- The swimmer who completes the race in the quickest time shall be declared the
group winner.
• Medal winners:
- For each event, the top 3 swimmers/teams with the quickest times from both groups
(where applicable) shall be declared the Gold, Silver and Bronze medalists
respectively.

- A team may decide to withdraw from the event at any time.
- A team or its representative must inform the organising committee on the decision

b) Human Centipede
• Each university may be represented by 1 (ONE) team only.
• Each team shall consist of 10 (TEN) players which can be either a mixture of males and
females, males only, or females only.
• The objective of the game is to transport balloons across various obstacles towards the
finishing line as shown in Figure 3 below.
• Balloons are placed in between the players and the balloons should be prevented from
falling on the ground.
• Players are not allowed to use their hands to touch the balloons once in place. If players
are found touching their balloons with their hands, the team will be made to restart the
race.
• Players are only allowed to move if their balloons are in place. Should any of the balloons
fall, the balloons must be picked up and repositioned before the team is allowed to move.

c) Bowling Kelapa
• Each university may be represented by 1 (ONE) team only.
• Each team shall consist of 10 (TEN) players which can be either a mixture of males and
females, males only, or females only.
• The game is played similarly to 10-pin bowling. In this game, a coconut will substitute the
bowling ball.
• The pins will be substituted with 10 (TEN) mineral water bottles filled with water.
• The objective of the game is to knock down as many bottles as possible within the given
number of tries per player per team.
• Each member of the team will be given 2 tries to give the throw.
• Players will take turns for the throw and give their try one at a time.
DETERMINATION OF WINNERS:

− The team with the greatest number of players who have successfully jumped over
the rubber band will win the game.

OVERALL CHAMPION
• The 12th NPSC Overall Champion trophy is awarded to any participating university/institution
that won the highest number of Gold medals from all sports events throughout the 12th NPSC.
• Achievements or medals won in Marching Competition and Traditional Games are not
considered for this award.
• In circumstances where 2 or more universities/institutions sharing the same number of Gold
medals, the winner of the Overall Champion shall be determined by the total number of Silver
medals won. The university/institution that won the most Silver medals will be crowned the
winner.
• In circumstances where 2 or more universities/institutions sharing the same number of Gold
and Silver medals, the winner of the Overall Champion shall be determined by the total
number of Bronze medals won. The university/institution that won the most Bronze medals
will be crowned the winner.
• In circumstances where 2 or more universities/institutions sharing the same number of Gold,
Silver and Bronze medals, the university/institution that won the most Gold medals involving
team sports (including relay events) will be crowned the winner.
SPORTSMAN AWARD
• Sportsman Award is awarded to 2 (TWO) athletes; 1 Male athlete (Piala Shaharuddin) and
1 Female athlete (Piala Rosnani).
• Winners of the award are determined by the total number of Gold medals won by the
athletes for their involvement in sports events throughout the 12 th NPSC.
• Achievements or medals won in Marching Competition and Traditional Games are not
considered for this award.
• In circumstances where 2 or more athletes sharing the same number of Gold medals, the
winner of the award shall be determined by the total number of Silver medals won. The
athlete that won the most Silver medals will be crowned the winner.
• In circumstances where 2 or more athletes sharing the same number of Gold and Silver

MARCHING COMPETITION
PARTICIPANTS
• All participating universities/institutions of 12th NPSC 2019 are eligible to compete.
• The maximum number of participants for each team is 30 (THIRTY). This excludes any other
participants outside the formation. Please refer to the section on FORMATION below.
• Please note that any team that is represented by < 10 (TEN) shall still march but shall will not
be judged and considered for the award.
FORMATION
• All teams are required to abide to the formations of (column x row = 5 x 6). Please refer to
the diagram below.
GRAND STAND
• Should a team is represented by lesser than 30 members, other optional formations may be
used e.g. 5 x 5, 5 x 4, 4 x 4 etc. However, the number of column should not exceed 5 (FIVE).
• There is no specified distance between members of the same marching team. All teams are
expected to set their own appropriate distance.
• The distance between participating teams shall be determined by the organising committee.
• All teams are required to perform hand salute at the Grand Stand during the march.
• No extra performances or gimmicks are allowed at the Grand Stand. Please refer to the
JUDGING CRITERIA on page 135.
ORDER OF MARCHING
• Teams are arranged based on alphabetical order.
• However, the team from the organising university shall march last.

ACCOMPANYING MUSIC
• Teams are not allowed to use any musical instruments to accompany the march.
• All marches shall be accompanied by music from a marching band.

PROTEST & MECHANISM
SCOPE
Any athlete/team/university may lodge a protest against any outcomes of events organised at
the 12th NPSC 2019. These include:
i. Medal winners for individual sports events
ii. Medal winners for team sports events
iii. Marching competition
iv. Sportsman awards
v. Overall NPSC champion award
MECHANISM
• Any athlete/team/university may lodge the protest directly to the Programme Advisor of 12th
NPSC 2019 or the Deputy Dean of Student Affairs, Faculty of Pharmacy, CUCMS.
• A protest MUST be made by submitting the Protest Form (Appendix A) on the same day of
the event. Please note: Any protest that does not reach the above persons e.g. protest made
through social media platforms, shall not be entertained.
• Proofs of protest are not necessary but may be submitted if available.
REQUIRED PAYMENT
• Once a protest is deemed valid, the athlete/team/university that lodges a protest is required
to pay a sum of RM 300 to the organising committee.
• Further investigations on the protest shall only be performed upon receipt of the payment.
OUTCOME OF PROTEST
• Decisions of protests shall be verbally informed to the athlete/team/university that lodged
the protest.
• If the protest is successful, the 12th NPSC 2019 organising committee shall:
✓ Made a formal apology verbally to the athlete/team/university that lodged the protest.
✓ Announce the protest result to all participating universities/institutions.
