MATERNAL, NEONATAL, CHILD HEALTH AND NUTRITION IN THE FIRST 1,OOO
DAYS OF LIFE, APPROPRIATING FUNDS THEREFOR AND FOR OTHER
PURPOSES."

WHEREAS, Article ll of the 1987 emphasized lhat, "the Sfafe shall protect and
promote the right to heatth of the people and instill health consciousness among
them,,.Ihe Sfate also guarantees the right to adequate food, care and nutrition to

pregnant mothers, including adolescent girls, women of
age, and especially children from zero to two years old:;

WHEREAS, flepublic A€t 11148 or the "Kalusugan at Nutrisyon ng Mag-

Nanay Act" sought to scale u| tfre nutrition intervention programs in the first 1,000
Oays of the child'i life, and allocates resources in a sustainable manner to improve
the
nutrition status and to address the malnutrition of infants and young children from zero
to two years old, adolescent females, pregnant and lactating women, as well as to
eplsure growth and development of infants and young children;

WHEREAS, under Republic Act 7160, states that, "the Sanggunian is I
\ empowered to enact ordinances, approve rysotr1lions and appropriate funds
for
the general welfare of the city and its inhabitants"',
and
WHEREAS, lVluntinlupa is a City which population uonsists mostly of women
youth and the local government su[ports their well-being by advocating a healthy
bommunity through varrous health and wellness programs;

WHEREAS, while the Nutritiotn Program of the CitY covers both the
nutritio n

sensitive and nutrition specific needs of the constituents. it is imperative
provisions of RePublic Act 11148;

WHEREAS, pursuant to the adoption of the I\IAGNANAY ACT, the City

Government of lVluntinlupa has allocated fund for the construction of a new lying-in in
District 2 and additional health centers in barangays Cupang ang Alabang to effectively
implement the provisions of RA11148;

WHEREAS, in 2017, the City Government of l/untrnlupa was a recipient of the

Green Banner Award from the Department of Health recognizing the City's good and
proper management of Nutrition Programs

NOW THEREFOR RESOLVE, AS lT lS RESOLVED, by gth Sangguniang

Panlungsod of tVluntinlupa, to adopt the provisions of Republic Act 1 1148 or "an Acf
scaling up the National and Local Health and Nutrition Programs through a
strengthened lntegrated Strategy For Maternal, Neonatal, Child Health And
Nutrition in the First 1,000 Days of Life, appropriating funds therefor and for other
purposes".
