PROVINCIAL ORDINANCE NO. 006-2014

AN ORDINANCE DISCONTINUING THE OPERATION OF ALBAY PARK AND WILDLIFE


AS LOCAL ECONOMIC ENTERPRISE AND REINTEGRATING ALL ITS FUNCTIONS AND
SERVICES INTO THE REGULAR OPERATION OF THE PROVINCIAL GOVERNMENT OF
ALBAY UNDER THE PROVINCIAL VETERINARY SERVICES THEREBY ABOLISHING ITS
CORRESPONDING PLANTILLA POSITION.

WHEREAS, the Provincial Government of Albay (PGA) has created the Albay Park and
Wildlife as a Local Economic Enterprise in CY-2005 per Sanggunian Ordinance No. 02-2004 enacted on
December 14, 2004;;

WHEREAS, for the said economic enterprise, fifteen (15) plantilla positions were created, three
(3) of which are funded and twelve (12) are unfunded, but were not filled-up due to limited revenues
generated;

WHEREAS, due to the above situation, the operation of the Albay Park and Wildlife, ever since
it operated, was manned by organic staff of the PGA and hired job order;

WHEREAS, the funding source for its operation comes from the entrance fees, rental of
amenities and other miscellaneous income which has not substantially sustained the actual finances
needed for its operation;

WHEREAS, due to the passage of time and occurrence of calamities in the province, the
structures and facilities of Albay Park and Wildlife have deteriorated and were destroyed, hence,
rehabilitation and improvement is necessary as it has been identified as among the priority projects
included in the tourism development destination of the province;

WHEREAS, considering its limited revenue as a local enterprise, it cannot sustain its operation
and the need for rehabilitation and improvement, thus, the option to have it discontinued as economic
enterprise and reintegrate all its functions and services to the regular operation of the PGA is necessary;

WHEREAS, as provided for under DBM Circular No. 100 October 1, 2012, the discontinuance
of local economic enterprise with income that cannot fully fund its operation and Personnel Services
requirements, the option for its discontinuance and reintegration of all its functions and services into the
regular LGU operation is deemed reasonable and necessary;

NOW, THEREFORE, on motion of Hon. Ralph Andes severally seconded by Hons. Jose
Marino Madrilejos, Baby Glenda Bongao, Herbert Borja and Irineo Sales, Jr.,

BE IT ORDAINED, by the Sangguniang Panlalawigan in session assembled, that:

SECTION 1. The operation of Albay Park and Wildlife Park as a local economic enterprise is
discontinued and hereby reintegrates all its function and services into the regular operation of the
Provincial Government of Albay under the Provincial Veterinary Services,

SECTION 2. The following items covering the plantilla position of Albay Park and Wildlife is
hereby abolished, to wit:
