SK SPOTLIGHT:
Documentation of Good Practices of the Sangguniang Kabataan
Foreword
The revitalized Sangguniang Kabataan (SK) under the SK Reform Act of 2015
(Republic Act No. 10742), now on its 4th year, has continued to make waves both in
the national and local level. Aside from their active participation through the nine (9)
centers of youth participation as encapsulated in the Philippine Youth Development
Plan 2017-2022, the SK has also actively engaged and volunteered in various national
government initiatives, such as COVID-19 response in 2020 and 2021, National
Coastal Cleanups, and the implementation of the Brigada Eskwela by the Department
of Education. The remarkable feats and achievements throughout their term, and
despite unprecedented circumstances, deserve adequate praise and recognition as
they continue to exemplify what the #BagongSK truly upholds.
Cognizant of these realties, the National Youth Commission, through the Regional
Youth Development Division, sought to compile and feature noteworthy programs,
projects, and activities of the SK nationwide.
This endeavor aims to further empower the SK through documenting and recognizing
good practices that may also inspire other SKs and youth leaders, and give them ideas
on programs, projects, and activities that can be replicated in their respective areas.
Good practices are selected based on the project’s replicability, sustainability, and
social relevance and impact to their local communities.
It is time to give the spotlight to the SK Officials who have went above and beyond to
serve the Filipino youth and people.

Province of La Union ............................................................................4

Province of La Union
For the Sangguniang Kabataan (SK) of the Province of La Union, under the Health
Center of Participation, they implemented the Project D.A.R.A.: Dara ti Agtutubo,
Ranud nga Ayat.
All in all, the project was able to cater to all youths in the province and was able to
mobilize 731 Blood donors and 25 volunteers.

The SKs also mentioned that they encountered challenges in implementing the
project. This includes the duration of the implementation of Project D.A.R.A. (October
2020-September 2021), since there was a total of 2 recorded provincial lockdowns.
This, as well as the local/granular lockdowns, made it difficult to schedule MBDs
especially because the SK Pederasyon were ordered to get the approval of their
City/Municipal Health Officer prior to conducting an MBD to ensure the safe conduct
of the activity.
Based on the feedback from the recipients/beneficiaries, the SKs were also able to
identify points for improvement that other councils can take note of. With the data
collected in the conduct of this activity, the SK Pederasyon of La Union will be able to
improve the project with the help of PRC-LU-SFC Chapter and the Provincial
Government of La Union.
They also plan on continuing this initiative started last October 2020 until present and
the province plan to continue the project until to the next succeeding SK Pederasyon.
For the SK of San Francisco, Llanera, Nueva Ecija, under the Health Center of
Participation, they implemented the “Anti-Dengue Kit to Fight Sakit”.
The project’s objective is to decrease dengue cases in the barangay and municipality,
help keep daycare students healthy and help the municipality’s campaign to fight and
suppress dengue disease.

The project was conceptualized based on the
needs of their community to address dangerous
diseases, and dengue is one problem that
needed attention and urgent solutions.
Originally, the project was catered to high
school students only, but the Sangguniang
Kabataan (SK) decided to extend the project to
day care students as they are also prone to
such disease. As a response, the SK of
Barangay San Francisco gave kits that can help
day care students to prevent contracting
dengue.
They also plan on continuing this initiative and share the experiences and ideas to
other barangays as well.

Brgy. Commonwealth, Quezon City
All in all, the project was able to cater to 326 youth applicants, 90 of them reached
for final interviews and 20 youth were given job offers.
The SKs also mentioned that they encountered challenges in implementing the
project. This includes the non-participation of some youths to the Job Fair due to a
lack of self-confidence, lack of knowledge, and conflicts of schedule. Despite the
challenges, the project was
successful due to the SK’s
preparations of the possible solutions
for the youth to be able to attend
projects that are more convenient for
them.
They also plan on continuing this initiative as the project was beneficial to the
attendees, through further coordination with the Barangay of Commonwealth. The
SK also hope that the next elected youth leaders will continue this initiative.

Municipality of Bato, Camarines Sur
For the SK Pederasyon of Bato, Camarines Sur, under the Environment Center of
Participation, they implemented the Act for Ranow Program for Lake Bato
conservation.
Act Now for Ranow is a community-led movement led by the SK Pederasyon in Bato,
Camarines Sur, that encourages co-creation, co-ownership, and shared
responsibilities for the sustainable development involving Lake Bato. It aims to
empower the community to create a positive change in Lake Bato by providing
development opportunities for business recovery, workforce enhancement, and
mental health awareness amidst the health, economic, and climate crises.
Lake Bato Environmental Youth Agenda was crafted during the Bato Lake Guardians
Fellowship conducted last July 22-24, 2022, at MRV Gymnasium, Bato, Camarines

Sur. Also, Lake Bato Water Testing and Processing with ADNU-INECAR, Election of
Core Group and Commitment Setting, Learning Discussions about Philippine Youth
Development Plan, Circular Economy with Plastic Bank Philippines, Environmental
Leadership with Ten Billion Strong, and the State of Youth in Bato, Community
Immersion, Proposed Project Pitching, and Discussion and Bato Lake Guardians
Fellowship Night were the highlights of the Guardians Fellowship.
For the SK of Barangay Buga, Igbaras, Iloilo, under the Education Center of
Participation, they implemented the “Basura mo, Bulig sa Pag-Eskwela Ko
Program,” a fundraising campaign organized by PEER IDOLS (a youth volunteer
organization and backbone of the SK).

these to a junk shop. Revenue from this activity will be used to buy school supplies for
the elementary learners of the barangay.
Based on the feedback from the recipients/beneficiaries, the SKs were also able to
identify points for improvement that other councils can take note of. This includes
encouraging more youth volunteers and inspiring more youth to do something for the
environment and support young learners towards their education.
They also plan on continuing this initiative as it achieved its objectives on providing
school supplies for the learners of the Barangay, being able to gather a lot of youth
volunteers that care not only for their fellow
youth but also have the heart for Mother
Nature. They would like to continue to focus
on mobilizing and motivating the youth in
empowering others to discover their dreams
and passions, adopt a more value-oriented
mind-set and assisting in their educational
needs and to strengthen organizational
capability, stability and foster partnership with
the government, non-government
organizations, schools and other entities.
#MAKING A DIFFERENCE is their goal.

Brgy. Tuyan, City of Naga, Cebu City
The project was conceptualized based on the needs of their community on technology
for education utilization especially during the pandemic when mobility was limited as

Given such situations, the SK
established a Learning Hub which
sought to become an avenue for the
students and all other members of
the community to have an efficient
space and technology to cope up
with the mechanisms of the online
and modular learnings.
The SKs also mentioned that they encountered challenges in implementing the
project. These includes problems such as unstable internet connection, inefficient
learning environment at home due to unnecessary noises going on around them, lack
of efficient space for learning, among others.
Despite the challenges, the project was successful due to camaraderie and active
participation of the youth in the barangay, the great leadership of their SK officials, and
the initiative of the young people of Tuyan to implement such programs.

the SK has allocated PHP 150,000.00 for the preceding year just to continue the
services of the program.
For the SK of Buhangin Proper, Davao City, under the Peace Building & Security, and
Health Centers of Participation, they implemented the "BUHANGIN FALCONS"
Rugby Football Club.
The project’s objective is to address the problem with regards to gangsterism and the
drug involvement of teenagers residing in the barangay. A few years ago, one of the
most concerning problems in Barangay Buhangin was the rise in the number of youths
who participated in gangsterism.
Illegal drug use, criminal activity, and
gang-related violence among minors
are widespread, especially in the
barangay. Due to this, the Barangay
Council and SK of Buhangin Proper,
headed by SK Chairperson
Christopher P. Pastoral, intensified
their campaign for different initiatives
to address the issue. That is why they
introduced this very different sport
that not everyone in the city plays,
which is the Rugby Football
Tournament. The success of this
initiative resulted in the creation of a rugby football team that will provide support to
these identified youth in Barangay Buhangin. Children in conflict with the law (CICL)
and children at risk (CAR) also benefited from the intervention and diversion programs
provided by this platform.
The project was conceptualized based on the high rate of CICL and those out-of-
school youth (OSY) who participated in gang activities, and also the status of the city
in the fight against illegal drugs. Due to the positive results of the program, this is
considered as one of the best practices in the barangay. In addition to encouraging
youth participation in sports, as part of their commitment to all classifications of youth
in their barangay, they continue to support their partner organizations that fight for
CICL and CAR by offering them intervention and diversion programs.
All in all, the project or group has 50 members or more, and it keeps growing every
time another series of programs are implemented related to the project.

participated in the program. Despite the challenges, the project was successful due to
the consistent partnership of the SK and the BFRFC, together with the help of the
Barangay Buhangin Council by being adaptive to the situation and responsive in terms
of the action taken by the people behind the project.
The SK of Buhangin Proper was also able to identify points for improvement based on
feedback from recipients and beneficiaries, which other councils can take note of. This
includes consistent implementation and monitoring of the project, since this issue has
arisen due to the pandemic. Fortunately, health restrictions are slowly lifted, so the
organization is allowed to go back to their original monitoring mechanism.
The Barangay Council and the SK also expanded their support for the program in
response to the organization's expansion and success by giving the team the
necessary gear, including uniforms, training cones, rugby balls, first aid kits, a number
of tune-up activities, and many more, to ensure that there is sustainability to continue
the organization's advocacy and role in their community. With the help of their
partners, they have made their CICL programs more enticing and effective. Thus, they
are determined to make it even better in the years to come.
