DEVELOPMENT ADMINISTRATION
Additional factors such as the development direction of the local legislative body, the existence of
non-formal ways of decision making and the participation of non-governmental voluntary
organizations also help improve the quality of local governance.
In this context, governance is “good” when it allocates and manages resources to respond to the
collective problem. There is good governance if every centavo is spent by the state with full
accountability and transparency to efficiently provide public goods of necessary quality to its
citizens. It should also promote gender equality, sustain the environment, enable citizens to exercise
personal freedoms, and provide tools to reduce poverty, deprivation, fear and violence.
Public governance in the Philippines at the local level is governed by the Local Government Code of
1991 (R.A. 7160). The Code provides for the powers, functions, and composition of LGUs necessary
for the coordination and delivery of public goods and services.
As in any LGU, the city in particular, the operation and governance in Angeles City is led by the city
mayor assisted by the city vice-mayor, the sangguniang panlungsod, and the various executive
departments. The Code mandates the city mayor to exercise the powers and functions provided
therein for the efficient, effective and economical governance of the city to provide for its
inhabitants’ general welfare.
On the other hand, the city vice-mayor together with the sangguniang panlungsod form the
legislative body of the city with the mandate to enact ordinances, approve resolutions and
appropriate funds for the general welfare of the city and its inhabitants as stated in Sec. 16 and
Sec.22 of the Code.
As chief executive, the city mayor has the control and supervision of all city government offices. He
has also the power to appoint heads of offices and departments in the local government unit with
the consent of the majority of the members of the sanggunian, except for the city treasurer who is
appointed by the Secretary of Finance from a list of at least three (3) ranking eligible recommendees
of the city mayor. All appointments are subject to Civil Service Laws, Rules and Regulations. The
term of office of the city administrator, city legal officer and city information officer is co-terminus
with that of the appointing authority.
The Code, however, gives the city mayor the option to appoint a city architect, a city information
officer, a city agriculturist, a city population officer, a city environment and natural resources officer,
and a city cooperative officer as he deems necessary. It also gives the sangguniang panlungsod the
authority to maintain existing offices not in the aforesaid list, create other offices as may be
necessary to carry out the purposes of the city government and consolidate the functions of any
office with those of another in the interest of efficiency and economy.
The Executive is under the leadership of the President, while the Legislative has two chambers—
the Senate, which is the upper chamber and the House of Representatives as the lower chamber.
The Judicial power is vested in the courts with the Supreme Court of the Philippines as the highest
judicial body.
In the local level, on the other hand, the executive branch of the city government is headed by the
city mayor in the person of the Honorable Edgardo D. Pamintuan, together with the following city
government departments and office heads, as shown in Table 2-1.

The Judiciary constitutes the Regional Trial Court (RTC) of Angeles City which has seven (7) branches
and the Municipal Trial Court in Cities (MTCC) having three (3) branches all located in the Angeles
City Hall compound in Barangay Pulung Maragul Table 2-4a shows the branch number, the
respective judge assigned and the contact number of each judge

Prosecutors
The Prosecutor’s Office has the responsibility and authority to investigate and prosecute all crimes
and offenses committed. The Angeles City Prosecutors office comprises ten (10) Prosecutors lead by
Atty. Oliver S. Garcia

The Public Attorney’s Office provides the indigent sector access to counsel for the implementation
of the constitutional guarantee of free access to courts, due process, and equal protection of the
laws. In Angeles City the Public Attorney’s Office (PAO) is composed of ten (10) public attorneys,
headed by Atty. Lordelyn L. Lacap

The majority of these employees are assigned at the City Health Office (128), Ospital Ning Angeles
(124) and City Treasurer’s Office (87).
The city’s organizational structure shown in Figure 2-1 presents the departments/offices mandated
by the Code and other offices under the Mayor’s Office.

It is principally tasked to investigate and decide on citizen’s complaints against erring members of
the Philippine National Police for offenses with imposable penalties, explicitly provided for under
Section 41 (a-3) of RA 6975.
Barangay Administration
The Local Government Code defines a barangay as the basic political unit in a local government. It
serves as a critical element in the planning and implementation of government policies, plans,
programs, and projects and the government’s link to the community.
Angeles City has 33 barangays. These are as listed in Table 2-6 below with their respective chairmen.

Angeles City has total registered voters of 153,391, with a total of 1,017 precincts. Of the total
voting population, Barangay Balibago has the largest number of voters with a total of 12,143 or
7.92%, While Barangay Virgen delos Remedios has the least, having a total of 1,177 registered voters
or 0.77% of the voting population
Locally generated revenue comes from real property tax (RPT), business tax, amusement tax,
community tax, franchise tax, occupation tax, property transfer tax, etc. The special education fund
comes from the additional one percent imposed on the RPT. Aside from these tax revenues, the city
also has sources of income from fees from permits and licenses, service income
(clearance/certification fees, garbage fees, inspection fees, medical, dental and laboratory fee),
business income from markets, slaughterhouse and parking.
On the other hand, external sources acquired by the city include subsidies such as the Internal
Revenue Allotment (IRA), a share from economic zones and income from PAGCOR/PCSO which are
intended mainly for development projects.
For 2014, Angeles City’s registered revenue is ₧1,293,206,896.79. A look at the reports of receipts
from the Treasurer’s Office indicate an increase of about ₧ 200 million from that registered in 2013.
Further review shows an average annual increase of about 18.4% from 2013 to 2014 (Table 2-8).
Expenditure Pattern
Expenditures refer to the spending pattern of the LGU. In 2014, the total recorded expenditures of
Angeles City were about ₧1,197 billion, representing a 16.18% increase from 2013. As shown in
Table 2-9, 58% of expenditures went to Maintenance and Other Operating Expenditures (MOOE),
39% to Personnel Services and the remaining 3.6 percent to Capital Outlay.
On the Expenditures by development area, governance got 5%, administration – 40%, social services
– 35%, economic development – 12% and environmental management – 8% (Table 2-10).

The Angeles City Government has in its name 18 parcels of real properties totaling 429,842 m² in
area. These real properties are either public/open space or road lots with an area of 286,518 m² and
143,324 m² respectively. It is to be noted here, particularly regarding the road lots, that most of the
city/barangay roads are still in the process of being transferred in the city government’s name.
Hence, the actual area for road lots is actually bigger.
