DEVELOPMENT ADMINISTRATION

2.1. LOCAL GOVERNANCE AND ITS FUNCTIONALITY


Local governance is a form of public administration and the simplest level of government within a
given state. Its role is to provide for and ensure the delivery of public goods and services in the
manner and amount that create an impact or difference in the lives of the public it serves. The
incorporation of right complements of administrative structure and personnel, along with the
adequate financial resources lead to effective local governance or public administration, at large.

Additional factors such as the development direction of the local legislative body, the existence of
non-formal ways of decision making and the participation of non-governmental voluntary
organizations also help improve the quality of local governance.

2.2. PUBLIC GOVERNANCE


Governance is viewed as the means for providing the common good. It includes the process by
which those in authority are selected, monitored and replaced, the capacity of the government to
effectively manage its resources and implement sound policies, and the respect of citizens and the
state for the institutions that govern economic and social interactions.

In this context, governance is “good” when it allocates and manages resources to respond to the
collective problem. There is good governance if every centavo is spent by the state with full
accountability and transparency to efficiently provide public goods of necessary quality to its
citizens. It should also promote gender equality, sustain the environment, enable citizens to exercise
personal freedoms, and provide tools to reduce poverty, deprivation, fear and violence.

Public governance in the Philippines at the local level is governed by the Local Government Code of
1991 (R.A. 7160). The Code provides for the powers, functions, and composition of LGUs necessary
for the coordination and delivery of public goods and services.

As in any LGU, the city in particular, the operation and governance in Angeles City is led by the city
mayor assisted by the city vice-mayor, the sangguniang panlungsod, and the various executive
departments. The Code mandates the city mayor to exercise the powers and functions provided
therein for the efficient, effective and economical governance of the city to provide for its
inhabitants’ general welfare.

On the other hand, the city vice-mayor together with the sangguniang panlungsod form the
legislative body of the city with the mandate to enact ordinances, approve resolutions and

appropriate funds for the general welfare of the city and its inhabitants as stated in Sec. 16 and
Sec.22 of the Code.

2.3. LOCAL GOVERNANCE SYSTEM


As provided by the Local Government Code of 1991, the mayor, the vice-mayor and the ten (10)
members of the sangguniang panlungsod are elected for a term of three (3) years. The Code also
states that the duly-elected president of the Liga ng mga Barangay at the city level shall serve as the
ex-officio member of the sangguniang panlungsod. Elective local officials cannot serve for more than
three (3) consecutive terms in the same position.

As chief executive, the city mayor has the control and supervision of all city government offices. He
has also the power to appoint heads of offices and departments in the local government unit with
the consent of the majority of the members of the sanggunian, except for the city treasurer who is
appointed by the Secretary of Finance from a list of at least three (3) ranking eligible recommendees
of the city mayor. All appointments are subject to Civil Service Laws, Rules and Regulations. The
term of office of the city administrator, city legal officer and city information officer is co-terminus
with that of the appointing authority.

The City Officials


Mandated city executive officials under the Code are the city treasurer, city assessor, city
accountant, city budget officer, city planning and development coordinator, city engineer, city
health officer, city civil registrar, city administrator, city legal officer, city veterinarian, city social
welfare and development officer, and a city general services officer.

The Code, however, gives the city mayor the option to appoint a city architect, a city information
officer, a city agriculturist, a city population officer, a city environment and natural resources officer,
and a city cooperative officer as he deems necessary. It also gives the sangguniang panlungsod the
authority to maintain existing offices not in the aforesaid list, create other offices as may be
necessary to carry out the purposes of the city government and consolidate the functions of any
office with those of another in the interest of efficiency and economy.

The Three Branches of the City Government


As in the national government, three interdependent branches operate with powers vested by the
Constitution of the Philippines: the executive branch, the legislative branch, and the judicial branch.

The Executive is under the leadership of the President, while the Legislative has two chambers—
the Senate, which is the upper chamber and the House of Representatives as the lower chamber.
The Judicial power is vested in the courts with the Supreme Court of the Philippines as the highest
judicial body.

In the local level, on the other hand, the executive branch of the city government is headed by the
city mayor in the person of the Honorable Edgardo D. Pamintuan, together with the following city
government departments and office heads, as shown in Table 2-1.

The City Government Personnel


As in any organization, the delivery of public services and proper functioning of the local
government as provider of said services hinge on the men and women who comprise this. Thus said,
the quality of services the LGU provides can only be as good as the quality of the people making it
up. Table 2-5 shows the number of city government employees according to their status of
appointment.

The majority of these employees are assigned at the City Health Office (128), Ospital Ning Angeles
(124) and City Treasurer’s Office (87).

Local Special Bodies


Helping the city government address or conduct its various administrative concerns are the
following local special bodies which perform duties provided in the Local Government Code (LGC), to
wit:

1) Local Development Council of Angeles City (LDCAC)


The LDCAC initiates the formulation of long-term, medium-term and annual socio-economic
development plans and policies. It also assists the Sanggunian Panlungsod in setting the direction of
economic and social development and in coordinating development efforts within its territorial
jurisdiction.

Its composition is as follows:

The LDCAC Secretariat is the City Planning and Development Office headed by Engr. David D. David,
City Planning and Development Coordinator.

2) Bids and Awards Committee (BAC)


The BAC is primarily responsible for the conduct of eligibility check of contractors, bidding,
evaluation of bids and the recommendation of awards concerning local goods, infrastructure
projects and consulting services.

As per Executive Order (EO) No. 18, S-2011, the BAC of Angeles City is composed of the following:

The BAC Secretariat is composed of the City General Services Office (GSO) and the City Engineer’s
Office (CEO). The GSO assists in the procurement of goods and services, while the CEO assists in the
procurement related to infrastructure projects and civil works.

3) City School Board


The City School Board determines, as reflected in the form of an annual school board budget, the
annual supplemental budgetary needs of public schools and the supplementary costs of meeting
such needs. It authorizes the City Treasurer to disburse funds from the Special Education Fund and
serves as Advisory Committee to the Sanggunian on educational matters including recommendation
of changes in the names of public schools.

EO No. 36, S-2010 states that the City School Board is made up of the following:

4) City Health Board


The City Health Board prepares the annual budgetary allocation for the operation and maintenance
of health facilities and services within the City for consideration by the Sanggunian. It serves as an
Advisory Committee to the Sanggunian on health matters and creates committees which advise the
City Health Office on technical and administrative standards of the DOH.

As stated in EO No. 37, S-2010, the composition of the City Health Board is as follows:

5) City Peace and Order Council


The City Peace and Order Council effectively prevents and suppresses criminality and maintains
public order and safety. Its specific duties and functions include the provision of forum for dialogue
and deliberation of major issues and problems affecting public safety, recommendation of measures
to improve or enhance peace and order and public safety and internal security operations efforts of

civil authorities and agencies, the military and the police, and monitor implementation of peace and
order programs and projects at the city level.

6) People’s Law Enforcement Board


The People’s Law Enforcement Board ensures public safety and further strengthens the local
government capability aimed towards effective delivery of the basic services to the citizenry through
the establishment of a highly efficient and competent police force.

It is principally tasked to investigate and decide on citizen’s complaints against erring members of
the Philippine National Police for offenses with imposable penalties, explicitly provided for under
Section 41 (a-3) of RA 6975.

The composition of the PLEB is as follows:


 Chairman shall be elected from among its members;
 A member of the sangguniang panglunsod chosen by his or her sanggunian;
 A barangay chairman of the city chosen by the Liga ng mga Barangay; and
 Three (3) other members who shall be chosen by the Peace and Order Council from among
the respected members of the community known for their probity and integrity, one (1)
of whom must be a woman.

Barangay Administration
The Local Government Code defines a barangay as the basic political unit in a local government. It

Angeles City has total registered voters of 153,391, with a total of 1,017 precincts. Of the total
voting population, Barangay Balibago has the largest number of voters with a total of 12,143 or
7.92%, While Barangay Virgen delos Remedios has the least, having a total of 1,177 registered voters
or 0.77% of the voting population

2.4. CITY REVENUES, BUDGET & EXPENDITURES


Revenue Generation
The city government’s revenues are generated from two sources: local and external.

Locally generated revenue comes from real property tax (RPT), business tax, amusement tax,
community tax, franchise tax, occupation tax, property transfer tax, etc. The special education fund
comes from the additional one percent imposed on the RPT. Aside from these tax revenues, the city
also has sources of income from fees from permits and licenses, service income
(clearance/certification fees, garbage fees, inspection fees, medical, dental and laboratory fee),
business income from markets, slaughterhouse and parking.

On the other hand, external sources acquired by the city include subsidies such as the Internal
Revenue Allotment (IRA), a share from economic zones and income from PAGCOR/PCSO which are
intended mainly for development projects.

For 2014, Angeles City’s registered revenue is ₧1,293,206,896.79. A look at the reports of receipts

from the Treasurer’s Office indicate an increase of about ₧ 200 million from that registered in 2013.
Further review shows an average annual increase of about 18.4% from 2013 to 2014 (Table 2-8).

Expenditure Pattern
Expenditures refer to the spending pattern of the LGU. In 2014, the total recorded expenditures of
Angeles City were about ₧1,197 billion, representing a 16.18% increase from 2013. As shown in
Table 2-9, 58% of expenditures went to Maintenance and Other Operating Expenditures (MOOE),
39% to Personnel Services and the remaining 3.6 percent to Capital Outlay.

On the Expenditures by development area, governance got 5%, administration – 40%, social services
– 35%, economic development – 12% and environmental management – 8% (Table 2-10).

The Angeles City Government has in its name 18 parcels of real properties totaling 429,842 m² in
area. These real properties are either public/open space or road lots with an area of 286,518 m² and
143,324 m² respectively. It is to be noted here, particularly regarding the road lots, that most of the
city/barangay roads are still in the process of being transferred in the city government’s name.
Hence, the actual area for road lots is actually bigger.
