 TITLE
Method Statement for Excavation and Backfilling
 The purpose of this method statement is to illustrate how the excavation and
backfilling works will be executed in proper and safe way.

 SCOPE OF WORK

1. Securing Encroachment Permit

This procedure is to ensure that all areas prior to excavation are clear to any
obstruction and to manage the traffic movement inside the site and at the entrance
and exit.

2. General Description

This procedure includes but not limited to excavation and backfilling, site
grading, excavation for under structure, excavation for road work, trenching for
mechanical plumbing work, underground electrical cable, trenching and digging
for irrigation and landscaping activities.

 Plant and Equipment

Plant and equipment shall have TUVs and equipped with safety precautionary signal and
alarm system.

1. Unsuitable excavated materials will be transported to the approved RC dumping
area. Dump truck shall cover with tarpaulins preventing spillage along the road
during handling.

2. Suitable site fill materials shall be stored in safe area. These materials shall be
clean & free from foreign materials such as garbage, debris etc., and can be used
only for backfilling after testing and upon approval by the Royal Commission.
This will be stored in secured areas ensuring not to mix with unsuitable excavated
materials.

3. Imported soil materials or Borrow Land soil shall be according to ASTM D2487,
ASTM D1556 or D2167 and this should pass the R.C. Test requirement before
storing to undisturbed area and ensure to maintain its moisture at constant
watering.

Site Planning & Preparation

 SUB-CONTRACTOR Will assign safety officer approved by R.C. Safety


Department to supervise excavation work, trenching, backfilling and any
related works to ensure that R.C. ES&H requirements, Standard 212 will be
followed.

 SUB-CONTRACTOR will use RC approved Project Geotechnical Survey


Report to determine the characteristics and properties of the soil materials to
design the necessary excavation requirements.

 SUB-CONTRACTOR will identify material lay-down areas for items to be


stored. Most of bulky materials will be timing for the delivery in the site as per
installation schedule.

 During excavation when encounter ground water, leaking pipes, storm water or
other sources, SUB-CONTRACTOR will apply dewatering system plan
detailing the pumps to used, well point system, water discharge locations,
pumps and generators according to R.C. standard specification.

 Dewatering system method statement including transport and disposal of all


water products shall be submitted separately for approval of royal commission.

 Prior to start excavation or trenching operations, the competent person is to


verify work site conditions, including locations & detection of all utilities &
services, availability of equipment to be used as detailed in the risk assessment
& safe sequence of work, the construction plant equipment certification, &
TUV’s & operation qualifications.

 The excavation competent person ensure that the latest revision of as built
drawings to be used to locate underground installations & buried services in
the area to be excavated.

 The excavation competent person will only allow excavating upon completing
all permits to dig requirements from different agencies where respective
services are present.

 During excavation the competent person will conduct inspection of excavation


wherever required using inspection form to be kept along with the excavation
check list, both should be available to Royal Commission upon request.

 The responsible supervisor will conduct a daily inspection of all excavations


and trenches for sign and do the excavation check list
- Failure of protective systems and equipment, leaking & all other risk that
may there at work area and all defects will be addressed before work is
allowed to commence in the excavation activity.

 Slopes of all excavations & trenches will be cut at the angle of repose for the
soil condition.

 Excavated materials must be kept a minimum of 1m away from the edge of the
excavation or trenches.

 A means of access & egress will be provided for all excavation & trenches.

 All excavation & trenches will be identified with signs, warning &barricades
& provide safe access for pedestrian.

 All persons will establish positive eye contact with the operator before moving
around or behind the equipment.

 All workers involve in excavations/ trenching will be trained in hazard


awareness relevant to site specific works.

 All shoring system if needed will be installed as per manufacture’s instruction


by competent person under the direct supervision of the excavations competent
person or a competent civil engineer.

Work Methodology

Structural excavation and backfilling:

Prior to schedule excavation and backfilling, SUB-CONTRACTOR Construction department


ensure for following site preparation.

 Check & set RC supplied benchmark & established project coordinates


including staking.

 Establish elevation point for all buildings & other structure.

 Calculate required depth of construction elements/site improvements.

 Established the total depth of construction elements/site improvements.

 Established the total depth of excavation based from the given elevation.

 Site clearing, grubbing and grading.

 Ensure that backfilling materials are laboratory tested & approve as per RC
Spec. section 02315(Excavation &fill). This shall be at least in accordance to
ASTM D2487, ASTM D1556 or ASTM D2167.

Protection on existing underground utilities:

On areas where underground utilities are known to be or suspected of being present SUB-
CONTRACTOR will do the following:

 Using as built utility plans, conduct exploratory test by using magnetic


detector.
 After staking the area of excavation, checking of all utilities will be done along
the whole area every 4 (the effective length of detector after taking a factor of

safety -20% as mentioned in the attached data sheet for the used detector ) and
at every 1 m depth

 When using as-laid (as-built) drawings, we should take in consideration non


accuracy of it and the upgrading of the surfaces.

 Mechanical excavators and power tools must not be used within 0.5m of the
indicated line of services. Care and consideration must also be given to
overhead power lines.

 Once the approximate location of a service has been identified, where the
service is in the vicinity of the planned excavation, trial holes should be dug
carefully by hand using round-nosed shovels to establish the exact location
and depth of the service.

 Excavate the area where utilities are buried by hand excavation only.

 Qualify and investigate utilities weather active or abandoned and report status
to RC for consideration.

Provide protection on all encountered facilities as required such as water pipe,


electrical or communication cables by supporting or hanging.
 Safety personnel will enforce RC ES&H standard such as posting safety
warning signs & barricades for protection.

 Cooperate with engineers and utilities.

 Attached : the data sheet for the detector , the calibration certificates and as
built drawings

Excavation/backfilling/Filling and Replacing the soil

 Establish line, coordinates & elevations, where excavation to be made.


 Firstly , excavation of the access in the surround perimeter till level (+2:00) as
shown in the attached drawing
 Used 200mm thick subbase layer as an access for the truck around the
perimeter of the excavation as shown in the attached drawing.

 Excavation of zone 1,2 if the material is suitable it will be stored at zone 3 if


not the excavation shall be carried out in whole area reaching down to level
(+2:00) and the material will be dumped at the approved RC Dumping area
 Conduct density test for existing grade according to spec section 2315.
 once Backfilling starts ensure moisture content of backfill materials is
maintained
 FDT shall be carried every 20cm on 300-500 m2
 Load plate test shall be carried every 0.5 m and on 2000m2
 The procedure shall be carried out reaching up till the level of the bottom of
foundations

Excavation/backfilling for road work:

 Establish line, grade, level & desired thickness prior to start the excavation.

 Upon reaching to desired depth levelling and compaction for the undisturbed
existing grade and be ready for density test.

 Spray enough water to existing grade and procede backfilling with 250 mm
granular subbase course .

 Compact backfill area using 10 ton roller compactor to desired strength of 95%
proctor density.

 Ensure to spray water on the entire area prior to backfill for final layer of 200
mm base course materials, final grading, elevation & side slopes shall be
accomplished prior tostart compaction, scrape out protrusions, comply the
perfect level of preparation prior to start primer application.

 The top of the cover of any utility exists in the road shall take the same slope
direction and degrees as the road’s one

Trenching, excavation and backfilling for piping & electrical work:

 Establish coordinates & elevations prior to start trenching/excavation.

 Use back hoe or front end loader for trenching.

 Upon reaching to desired depth ensure not to disturb existing grade and level
ready for density test.

 During trenching and trench deep reaching to ground water, shoring &
dewatering system will be applied.

 Shoring system and dewatering system shall be approve by RC prior to


proceed trenching to reach to desired level.

 Water level shall be 500 mm below sub grade prior to start backfilling, base to
be sufficiently dry to attain design compaction.

 Apply sand dune fill of 100 mm thick prior to start piping work.

 Upon complete piping installation proceed backfilling up to 300 mm above the


line and compact. (FDT Required).

 Provide warning tape on the entire length and continue 300 mm layer
backfilling, provide red tiles along the trench 300 mm below the final layer for

electrical cable, follow standard drawings for trenching on every underground
utility as per design type.

 Upon completion restore the area into original condition.

Trenching for irrigation piping work:

 Excavation a trench of desired depth as per plan.

 Prepare lay out plan for irrigation system, where to run main supply line.

 Level and compact the bottom of the trench and provide 100 mm sand fill.

 Apply compaction & start piping work.

 Backfill sand dune up to 300 mm above the pipe and compact.

 Provide the allocated warning tape along the trench and continue the
backfilling of 300mm per layer.

 Restore area to original condition upon completion.

Organisation, Responsibility & Supervision

Project Manager it will be the responsibility of the project manager to ensure that all
involved personnel are familiar with the requirements and implementation of this

procedures as applicable to the construction activates. He shall be coordinating with
QA/QC at the required stage of the work by issuing an in-house inspection request
to check & inspect the work and to notify Royal Commission by RFI for Witnessing or
release of Hold Points.

Quality Control Manager shall prepare all sampling and testing for the materials to
be provided in this activity, e.g.., in accordance with Section 01450, Quality control
plan. Responsible of theoverall discipline of the QA/QC inspection, verification of the
Project Specification, Documentation and QC records for final acceptance.

HSE Manager Responsible for Safety implementation and ensuring all safety
requirements has been implemented within the construction areas.

Construction Manager/Civil Superintendent Shall coordinates with client, Project


management, and personnel on site regarding the process of works. They shall
handle, supply and coordinates with concern departments all resources pertaining to
these activities, as for the materials, equipment and manpower requirements.

Quality Control Engineer Monitor Daily activates and verify compliance with Royal
Commission Specification and Approved drawings, Raise RFI as per ITP &
Checklists.

Site/Field Engineer shall supervise and monitor the works on site, and reports to
client and project management team regarding the process of the works on site.

Safety Officer ensure all permits are available prior to commencement of any work.
Ensure that all works are carried out in a very safe manner, they will identify any
unsafe working condition and immediately rectify the situation, and issue warning for
unsafe act of workers, keep close coordination with Royal Commission HSE
Engineer for implementation of Safety Procedures. Report all Incidents to Royal
Commission HSE Engineer.

Store Keeper responsibility is to identify the location and maintain preservation of


the materials or equipment at the storage area and keeping the record and control all
the materials/equipment that released.

Competent Persons and Responsibilities:


Competent Person for Excavation:
Trained, experienced & qualified (Approved by Royal Commission after completing a
competency test).

Excavation - a cavity formed by cutting, digging or scooping in the earth by manual or


mechanical means.

Trench - a long, usually narrow and steep-sided excavation less than 15 feet wide

Inspection

A weekly inspection of excavations and trenches shall be performed by the excavation
competent person as per Appendix 2. The inspection form shall be kept with the Utility
Clearance form; both documents shall be made available to the Royal Commission upon
request.

The Supervisor responsible shall conduct a daily inspection of all excavations and
trenches for signs of a possible cave-in, failure of protective systems and equipment,
leaking equipment’s polluting land or water, hazardous atmosphere or any other
hazardous conditions. All defects shall be addressed before work is allowed to
commence in the excavation / trench concerned.

Excavations and trenches must also be inspected by the excavation competent person
after any event likely to have affected the strength or stability, and after any cave-in.

Where excavations are deeper than 4 feet (1.2m), the Contractor must use a recognized
protective system:

Shoring Systems (Sheet Piles / Secant Piles / Hydraulic Shoring etc…)


Sloping
Benching

Sloping or benching for deep excavations (20 feet / 6.08m or more) must be designed by
a registered professional engineer.

All shoring systems must be installed as per manufacturer’s instructions by competent


persons under the direct supervision of the excavations competent person or a competent
civil engineer.

At all deep excavations (20 feet / 6.08m or more) access must be restricted, and a means of
monitoring access and egress at the entrance must be established. All deep excavations must
have 2 means of access/egress no more than 25 feet apart (7.6m).

Competent Person for Electrical:


Trained, experienced & qualified (Approved by Royal Commission after completing a
competency test).

1. Only qualified electricians may set-up, modify, inspect and repair electrical circuits.
All electricians must keep a copy of their qualification on their person. All
inspection and repair details are to be recorded and made available to Royal
Commission upon request.

2. A Lock-out/Tag-out and permit-to-work system must be in place when changes are


being made to electrical circuits and electrical wiring is not terminated (this includes
thepermanent electrical wiring system of an existing building). The permit and
Lock-out/Tag-out system shall ensure that no circuit being worked upon can be
accidentally or intentionally energized.

3. All electrical panels must be physically 'locked-out'. The issuance keys to 'locked-
out' electrical panels must be controlled to minimize the risk of an accidental
electrocution.

4. Lock-out/Tag-out will be issued, controlled and closed by the senior electrician on


site and a copy of the permit to work is to be prominently displayed at the electrical
panel being worked upon.

5. All electricians are to be trained in the Contractor’s permit to work and


Lock-out/Tag-out procedures.

6. All electricians are to be trained in the Contractor’s permit to work and Lock-out/Tag-
out procedures.

7. Permits-to-work must be kept for the entire length of the Project or revised when any
event occurs that changes the conditions stated in the Permit-to-Work.

8. Unqualified, unauthorized persons shall not open any electrical enclosure or apparatus,
GFCI’s are to be inspected on a quarterly basis. All tests will be made, recorded and
retained by the senior electrician on site, which are to be made available to the Royal

be made by the craftsman prior to powering equipment from a GFCI receptacle.

Competent Person for Lifting:


Competent trained, experienced and qualified
Lifting Operation Equipment cranes and all other associated lifting tackle
equipment such as spreader bars, lifting frames,
spacers, slings, strops, chains and shackles

Lifting Personnel

1. Appointed Competent Person (Lifting & Rigging) shall:

 Be either a competent civil or structural engineer nominated by the Contractor to


control and manage all Contractor Lifting Operations
 Assess and plan all lifts with regard to selection of crane, lifting tackle, load,
instruction and supervision
 Devise and compile all lift calculation sheets and/or Lift Plans
 Be in overall control of all lifting operations
 Ensure that an effective procedure is in place for inspection and maintenance of all
lifting operation equipment
 Ensure that an effective procedure is in place for reporting of defects and all
subsequent remedial actions for all lifting operation equipment
 Be present on site for all lifts over 10 tones
 Be authorized to cancel / postpone lifts if there are safety concerns

2. Banksman / Slingers / Riggers shall:

 Be trained, experienced and hold a current approved certificate / license from an


approved and internationally recognized source
 Be able to determine the weight, centre of gravity and characteristics of a load
 Be able to inspect and determine whether associated lifting equipment is damaged
 Be familiar with different and correct slinging techniques
 Know correct hand signals (recognized signals are at Appendix 1)
 Be authorized to cancel / postpone lifts if there are safety concerns

QUALITY ASSURANCE
Contractual Requirements
Quality Assurance shall be provided to ensure that materials, Construction
and Workmanship are in compliance with the plans and specification and
applicable requirements of the standard and codes mentioned in Method
Statement. Specification Guidelines for Excavation and Fill: Section 02315

Critical Works
Protect and maintain all existing Utilities to remain from damage in the
proximity of the facilities.
Using experience personnel operators and Redman & Green man
Using Experience Competent person for excavation Work

Inspection & Testing


RFI shall be raised for Royal Commission as per ITP & Checklist.
Field Density Test (FDT) Required

Follow up & Evaluation


All Excavation works will be done as per RC Specification
Blasting shall not be permitted in this Contract without the prior approval of the RC.
Excavation for Roads and Embankments slopes shall be cut into for minimum of 2 m
horizontally as the work is brought up in Layers.
Excavation for trenches shall be made a narrow as practicable or to the minimum widths
specified on Contract Drawings. Trenches less than 1.5 m deep need not be shored.
Excavated material unsuitable for filling shall be hauled away and dumped in spoil areas as
approved by RC.
Excavation of Mass structure is, made to a level below or close to the ground water table, the
ground water table shall be lowered using approved methods to a depth of at least 300 mm
below the excavation level.
