1 Introduction
HXT300 is a new three phase smart AMR meter, designed to fulfill the Indonesia three phase
postpaid meter standard SPLN D3.006-1, also meet the requirements of IEC62052-11 and
IEC62053-22.
It can remotely read and control by local AMR system and MTD system through external
GPRS/3G modem connected RJ45 port. Used for all metering applications such as distribution
transformer, industries and commercial, large privative customer.

3.4 Real- time Clock

The main fuction of real time clock is the calender clock for the meter. It works with the
power grid supply at normal time and battery supply when power off.

3.4.1 Real Time Clock Function

Real time functions of meter include the gregorian calendar format, automatical switch in
leap year.
Parameters:
 Error under normal temperature of 23℃<= 0.1s/d
 Error under storage range of the meter <= 0.5s/d

3.4.1.2 Automatical Switch in Leap Year

The real time clock of the meter has the function of automatical switch in leap year from
2000 to 2099.

3.4.2 Real Time Clock Operation

The energy meter clock operations includes clock display and clock programming (read and
write), specified as follows.

3.4.2.2 Clock Programming

Clock which can be read and wrote by communication, but the energy meter has restrictions
to write the clock. The limit time is configurable(default configuration is 60 seconds). If exceeds
the limit, If the writing time(in accordance with the standard time) exceeds the point of the current
meter time (in accordance with the standard time). Then determines the clock is in error, invalid
setting data and writing clock exceeding signs.

3.5 TOU Tariff

3.5.1 Tariff Structure

Above figure shows Tariff structure that is composes of exception days table, season table,
week table and day table, the structure support 50 exception days, 4 season table, 4 week table, 8
day table, 4 different tariff.
(1) Exception holidays table
Including the serial number of the holidays, the holiday date, day table ID corresponding
during the holiday period; comparing the current date of energy meter with the date of the holiday
table, if they are consistent, then judging the current meter date as a special holiday. Then take day
time table ID which is corresponding to the special holiday. Skip season table and week table. And
do day time table judgment;
Special holidays can be divided into two kinds: appointed special holidays, public special
holidays.
Appointed special holidays effect in the specified year;
Public special holidays can take effect in any years.
(2) Season table
Includeing season name, starting date, week table name; current date of meter compare to this
period, if the date is during this period, then acquires the corresponding week table name.
The season table only includes the starting date. If the current date is before the two starting
dates, then it is during this period.
Such as the season table:
Spring 1st March

Summer 1st June
Autumn 1st September
Winter 1st December
If the current date is 1st March, then the season is spring.
(3) Week table
Including the the week table name, the day table number in the corresponding day of week;
energy meter gets the week table according to the week table judging from season table, and get
day table ID according to the current week table;
At most 4 week tables are configurable;
(4) Day table
Day table includes time, corresponding tariff number; based on previous day time table ID, this
meter judges according to the current time to get the current tariff number.
At most 8 day tables can be configured.

3.5.2 Switching Tariff

Switching tariff is realized by tariff structure. On the basis of the current meter clock, set data
by querying the tariff structure in the related table, and finally output tariff which the current meter
should be run.

3.5.3 Updating Tariff

Configure a passive tariff table, and set the effecting time. When the time comes, passive
tariff table e is activated, and covers the previous main tariff table.

If the effective time of the passive tariff is before the current time, then set the passive tariff
to work immediately after the activation;
If the current grid power-down, resulting in the current time skips effective time then
activates the passive tariff immediately after power-on.
After the activation, still retain the passive tariff table and the activation time. The
communication still can be read, but the sign to be activated within the meter is cleared, and will
not be activated again.
Passive tariff is activated, and this event will be added in the event records.

3.5.4 Attention

The principle of setting tariff:


(1) When setting main tariff, start with the name of main tariff table, the filled with the rest of
parameters;
(2) When setting passive tariff, start with the name of passive tariff, the filled with the rest of
parameters;
(3) When setting public holiday table, start with the NO. of holiday, then filled with each holiday
parameters;
(4) When need to modify the content of public holiday, main tariff or passive tariff, should be
modify completely, either modify from the middle of parameters or part of parameters will
result in the meter breakdown;
(5) Only after the setting of passive tariff, effective time will be allowed to be set.

3.7 Power Quality Monitor

HXT300 can monitor the quality of the grid, and record the running status of the grid, and
prompt alarm notice when abnormal.
Monitoring the quality of the grid includes: Power down, abnormal voltage (overvoltage and
undervoltage), loss of phase, three phase current unbalance, loss of current, bypass, harmonic
content analysis.

3.7.1 Power Down

If the voltage of three phase reach to under 46±1V at same time, judged as power down, enter
into the state of power down, and save the occurred time of power down.
If voltage of one phase is over than 46±1V, judges as power on, record the occurred time, and

based on the time duration to judge whether it belong to long time power down event or short
time power down event, the dividing time is configurable.
Data can be monitored:
(1) The times of short time power down
(2) The times of long time power down
(3) The occurred time of power down
(4) The end time of power down
(5) The latest 200 times of end time and duration time for long time power down event.

3.7.2 Abnormal Voltage

Abnormal voltage of power grid includes overvoltage and undervoltage.

3.7.2.1 Over Voltage

Start condition: voltage over than NNN.N V(voltage trigger threshold of overvoltage event),
and the max voltage over than critical voltage, and going on for some time.
End condition: voltage less than NNN.N V(voltage trigger threshold of overvoltage event), or
the voltage is less than critical voltage, and going on for some time.
Judgment time delay: configurable (default time is 10 seconds for judge delay time of
overvoltage event).
Record content: record the max voltage when the event occurred.

3.7.2.2 Undervoltage

Start condition: voltage less than NNN.N V (voltage trigger threshold of undervoltage event),
and the max voltage over than critical voltage, and going on for some time.
End condition: voltage over than NNN.N V (voltage trigger threshold of overvoltage event),
or the voltage is less than critical voltage, and going on for some time.
Judgment time delay: configurable (default time is 10 seconds for judge delay time of
Under voltage event ).
Record content: record the minimum voltage when the event occurred.

3.7.3 Loss Phase

In Three-Phase power supply system, one phase is less than the critical voltage of meters, and
the current of same-phase less than the starting current.
Suppose one phase of present is Ux, the current is Ix; voltage trigger threshold is Up, current
trigger threshold is Ip, judge delay time is T. (Up,Ip,T is configurable)
Condition of loss of phase start: when Ux < Up and Ix < Ip is not changed in continuous time
of T, so phase of X is on the status of loss of phase, the right indicator Ux disappear, start
recording the event of loss of phase.

Condition of loss of phase recover: when Ux > Up or Ix >= Ip is not changed in continuous
time of T, so phase of X is on the status of loss of phase recover, the right indicator Ux will be on
show, stop recording the event of loss of phase.
Note: loss of phase event will be end instantly when power off.

3.7.4 Three-Phase Current Unbalance

Start condition: Maximum phase current is continuously greater than 5%Ib(this condition is
the same as the largest threshold of current loss). At the same time, when both the
maximum current and minimum current is content with (Imax-Imin)/Iavg >
NN.NN(Imbalance rate, configurable), if in T seconds,the conditions have been
met, the unbalanced current events happen.
Recovery condition: Maximum phase current is less than the setted threshold, the unbalance
rate is less than the setted value; Or meter will stop working.

3.7.5 Loss of Current

Start condition: Maximum three-phase current is greater than 5%Ib (current loss event
triggers upper limit), and some certain phase current is less than starting current,
and last for a period time.
End condition: Current is greater than NN.NNNN A(cut-off event triggers floor limit), or
the voltage is less than the critical voltage.
Judgment delay time: configurable (cut-off events determine the delay default time for 10
seconds)

3.7.6 Bypass Judgment

Start condition: when the current of vector sum and neutral line is greater then 5% Imax, and
their difference is 20% (default) greater than maximum current, it is bypass.
End condition: the current of vector sum and neutral line does not satisfy the start condition,
or the meter is under the power-down state.

3.7.7 Harmonic content analysis

The calculation of harmonic can be based on IEC61000-4-7 calculation (based on the


fundamental value) to real-time compute 1-31 order harmonic content. Due to the even harmonics
have little effect on power grid, so does not provide even harmonic data reading.
By harmonic analysis, to refresh every second calculation data content is as follows:
(1) Three-phase fundamental wave distortion voltage(V)
(2) Three-phase fundamental wave distortion current size(A)
(3) Three-phase voltage harmonic distortion relative percentage (Accurate to 0.1%)
(4) Three-phase current harmonic distortion relative percentage (Accurate to 0.1%)
(5) Total harmonic voltage distortion relative percentage

3.8 Event Records

HXT300 three phase meter has large built-incapacity memory, can record the various types of
events when the meter works.
There are three kinds of events: standard event types, tampering event types, grid type and
special events.

3.8.5 Attention

 In the same type of event, if the time of two events occurred is less than one second,
then, it maybe considered occures at the same time. And record in increasing order
according to the format. That may lead to some deviation when record. So it needs to
pay more attention when people checking.
For example, if open terminal cover rapidly after close it, in tampering event record
should record the close terminal cover event then open terminal cover event. But due to
the time is in the same second, the meter will record them in increasing order. First open
terminal cover event then close terminal cover event. Just the time is the same.
 There is 1 second at most from the event is diagnosed to record. If the power was cut off
in this period, it will happen that the event could be diagnosed but can’t be recorded.

If the voltage is lost before the power is cut off, or the power is cut off before the event
is recorded, the event can’t be recorded even the power is on again. There will be just a
record of power-off but no record when it begains.

3.9 Load Profile

3.9.1 Record Method

HXT300 three-phase meter supports up to 4 load profile and 20 recording channel for each
load profile, which can be configured. Catch objects and the objects within the non-volatile
storage bytes which take up space. The space used by the captured object and other captured
object in the nonvolatile storage.
After setting the captured object, user can use the matched PC software to read the maximum
record point in each channel.

3.9.3 Storage Capacity

The total storage of load records is 90days if 2 load profile with15min capaturing cycleand
20 channels for each load profile.
According to different record needs, customers can allocate the starting address of each
record load channel, captured object and capturing cycle of each channel.

3.9.4 Attention

(1) For voltage, current, frequency, active power, reactive power maximum value, minimum
value, average value, all of them are only allowed to be chosen once in the whole load
captured objects.
(2) If the power is off when recording, then the above value will be lost, recount after the
power is on. If the configured captured interval time is 10 min, during the 1st min to 5th
min, the power is off. Then at the 6th min, the power is on. Then in the 10 min, the
captured value is from the 6th min to 10th min.
(3) Load records will only be recorded in the right time. If miss this time, then it will not

record. If in channel 1, the configured captured cycle is 1440minutes (one day), then it
records at 0 o’clock every day. If the grid is power off at 0 o’clock, then it will not
record after power is on. That meant it will loss the whole day record data.

3.10 Data Billing

3.10.1 Billing Logic

HXT300 three-phase meter have built-in large capacity memory which can store last 18 times
historical billing data.
Utility can configure billing time. The time is optional from 0 o’clock in first day to 23
o’clock in 28th of each month. At following circumstance can deal the billing:
 Current time just pass the billing time.
 When the current time is greater than the last billing time, and it exceeds more than one
month or skip the billing time point.
 When the current time is less than the last billing time, and the billing month exceeds
more than one month comparing with last month.
In the following several cases, it can determine and deal with it to ensure can print billing
account.
 Grid power is on
 Each hour
 Modify the meter clock
 Modify the billing date

3.12 Software Upgrade

3.12.1 Upgrade Security Measures

 The energy meter uses below measures to make sure upgrade security:
 When PDA or CAS initiate the upgrade process, the energy meter will test whether
support upgrade software version, if not support, it will reject upgrade to avoid PDA or
CAS use wrong upgrade package
 Each data frame transimission with DLMS protocol CRC check
Each Mirror data block with the CRC checksum data block
 PDA or CAS compare whether all data block be accepted successfully
 Before upgrade, PDA or CAS compare the upgrade software version and MD5 check
code stored in the energy meter to determine whole mirror upgrade package be accepted
successfully
 Before upgrade initialized, the energy will check mirror upgrade package with MD5,
and compare with the generated MD5 check code
 Use multiple comparison methed to compare image code memory reading and writing to
make sure each reading and writing correct
 after upgraded, will read the version again in case wrong programming

3.12.2 Upgrade features

a) Use PDA transimit the mirror upgrade package to the energy meter need less than
15mins
b) During upgrade transimission, the other function of the energy meter will not be effected
c) The energy meter process mirror data block check time less than 3mins
d) The energy meter start to end upgrade time less than 2mins

e) During start to end upgrade, the energy meter will process upgrade only and won’t
process the other function

3.12.3 Attention

Below When correspond bit value=1 will fail the upgrade:


(1) During upgrade, Image code memory hardware failure occurred. Under this When
correspond bit value=1, there are some codes already covered by upgrade package, and the
other codes not covered, which will cause the energy meter not work, only when Image Code
memory recovered from failure, the energy meter can work again. This When correspond bit
value=1 will cause fatal damage to the energy meter.
(2) Image code memory hardware failure occurred before upgrade. Under this When correspond
bit value=1, the energy meter will not process upgrade process due to hardware failure
detected and still working by old version software.
(3) When the energy meter processing upgrade, please do not put the items with strong magnetic
field nearby the energy meter in case strong magnectic interference might cause
programming wrong data and increase the risk of upgrade failure

3.13 Battery Power Supply

HXT300 is equipped with a lithium battery, which is used to maintain the energy meter
calendar clock, open cover record and key button wake up display when grid power down.

3.13.1 Battery voltage detection

When grid power on, calculate current battery voltage value by AD sampling per second,
calculation; Caculated battery voltage range duing normal working: 3.4~3.8V, accuracy :±0.1V.
Battery voltage display value is invalid when grid power down

3.13.2 Battery undervoltage judgment

When battery voltage lower than 3.3V, the energy meter will display battery undervoltage
symbol to announcethe user to replace battery, and record the event of battery undervoltage.

4.2.2 Auxiliary control output

The signal of auxiliary control output was controlled by internal relay,its maximum voltage
is 250V and maximum current is 10A.
If meter got disconnect command,this port will output close signal,it means internal relay
will be close and terminal 13 and 15 will be connected,and external relay or breaker will be open.
If meter got reconnect command, internal relay will be open, and cancel the control signal for
external relay or breaker, so people can reclose external relay or breaker by manual.

4.4Battery replacement

When the energy meter display low battery symbol, to make sure clock accuracy and
operability after power down, the user must replace battery in time.

After battery replacement complete, low battery symbol will be cleared.
Utility operater need monitor current battery voltage and battery balance corrent or not by
press button to make sure battery replacement process correctl. If replacement not correct, then
battery voltage not in the normal voltage range, meanwhile low battery warning will alert again in
10s; if replacement corrent, then battery voltage will recover to normal voltage range in 10s.
To make sure battery replacement doesn’t have impact to clock, please try to execute battery
replacement during grid power on, or reset the energy meter clock again after replacement.

4.5Software upgrade

HXT300 software can be upgraded by PC software and master station, support local and
remote upgrade, detailed upgrade process chart as below:

Software upgrade process as below:
(1) PC software or master station initialize upgrade process
(2) PC software or master station issue data package to be upgraded
(3) PC software or master station check upgrade package all correct issued, if not, back to step 2 ,
issue upgrade data package again which not be accepted corrort
(4) PC software or master station read meter upgrading software version number and upgrade
package MD5 check code, compare correct or not, if not , then the upgrade failed, back to
step 1 to reporgress upgrade
(5) After upgrade package confirmed, PC softare or master station set up the time to upgrade
package activation, if the time before current time, the energy meter will start activation
immediately
(6) Once time to upgrade package activation, the meter will start upgrade and active new
software version.
(7) After upgrade complete, the meter use new version software working

6Transportation &Storage
The products should not be subject to severe shocks during transportation, transportation and
storage according to specified conditions.
The products should be preserved in original package, its ambient temperature is (-25~
+55)℃, relative humidity not exceed 85%, and non-corrosive gas in the air.
When stock in the warehouse, should put on the rack and height not allowed to exceed 5ctns.
After unpacking, the single package meter stacking height not allowed to exceed 5pcs.
