The Comprehensive Land use Plan is the backbone of the planning effort which shall serve

as the basis for land use regulation which provides a nexus between the community’s future
vision towards socio economic growth and the regulation of land-use. It usually comprises an
assessment of the current status of land use, and the setting of priorities for future spatial
development and implementation. It projects public and private land uses in accordance with
the future spatial organization of economic and social activities.

Land use regulation is necessary to ensure that the land is utilized only for the purpose for
which it is devoted.

It will address the challenges facing the municipalty and amplify identified solutions.

To create a comprehensive plan that provides value to the municipality, the planning commission and
technical staff must spend countless hours studying the issues, formulating solutions, vetting proposals
with the public, and meeting with elected officials.

To create a technical document, a technical writer must understand the subject, purpose, and audience.
They gather information by studying existing material, interviewing SMEs, and often actually using the
product. They study the audience to learn their needs and technical understanding level.

Under the LGC of 1991 and other pertinent laws, all LGUs are mandated to continue to
prepare/revise/update their comprehensive land use plan which shall be enacted through a zoning
ordinance.

As the term “comprehensive” suggests, this is an all-inclusive approach to addressing the issue of a
community’s future growth.

3. The local government units shall, in conformity with existing laws, continue to prepare their
respective Comprehensive Land Use Plans enacted through Zoning Ordinances which shall be the
primary and dominant basis for the future use of land resources: Provided, that the requirements for
food production, human settlements and industrial expansion shall be takeinto consideration in the
preparation of such plans.

1. A city or municipality may, through an ordinance passed by the Sanggunian after conducting public
hearings for the purpose, authorize the reclassification of agricultural lands and provide for the manner
of their utilization or disposition in the following cases: (1) when the land ceases to be economically
feasible and sound for agriculture or (2) where the land shall have substantially greater economic value
for residential, commercial or industrial purposes, as determined by the Sanggunian concerned;
provided that such reclassification shall be limited to the following percentage of total agricultural land
area at the time of the passage of the ordinance:

a. For Highly Urbanized and Independent Component Cities, fifteen percent (15%);b. For Component
Cities and First to Third Class Municipalities, ten percent (10%);c. For Fourth to Sixth Class Municipalities,
five percent (5%

The Sangguniang Bayan, as the legislative body of the Municipality, shall: (a) prescribe reasonable limits
and restraints on the use of property within the jurisdiction of the municipality; (b) adopt a
Comprehensive Land Use Plan for the Municipality:

Provided, that the formulation, adoption, or modification of said plan shall be in coordination with the
approved Provincial Comprehensive Land Use Plan; (c) reclassify land within the jurisdiction of the
Municipality, subject to the pertinent provisions of this Code; (d) enact integrated Zoning Ordinances in
consonance with the approved Comprehensive Land Use Plan, subject to existing laws, rules and
regulations; establish fire limits or fire zones, particularly in populous centers; and regulate the
construction, repair or modification of buildings within said fire limits in accordance with the provisions
of the Fire Code;

The comprehensive plan, also known as a general plan, master plan or land-use plan, is a document
designed to guide the future actions of a community. It presents a vision for the future, with long-range
goals and objectives for all activities that affect the local government

A community comprehensive plan serves the following functions:


The plan provides continuity. The plan provides continuity across time, and gives successive public
bodies a common framework for addressing land-use issues.

It is the means by which a community can balance competing private interests. Planning seeks to strike a
balance among the many competing demands on land by creating development patterns that are orderly
and rational, provide the greatest benefits for individuals and the community as a whole and avoid
nuisance conflicts between land uses.

It promotes economic development. The plan contains valuable information that drives the location
decisions of prospective firms.

It provides justification for decisions. Plans provide a factual and objective basis to support zoning
decisions and can be used by communities to defend their decisions if challenged in court.

Through public dialogue, citizens express a collective vision for the future. Last, but certainly not least,
the planning process provides citizens an opportunity to brainstorm, debate and discuss the future of
their community.

Considering na an munisipyo kan castilla nagiging economically competitive as evidenced by the number
of business establishments and investors na naga invest sa munisipy and the population growth is
apparent, it is high time na ma regulate an land uses through planning efforts, and to delineate tHe
purposes kung sain lang sinda pwede i devote so as not to impair the projected plans na pang gagamitan
kang mga daga in the future. We have to consider the fact na as time passes by the demands of the
general public will change , and the economy will boost, and to address this, we have to be prepared, we
have to see to it that we will be able to cope up with the demands in the future because I believe that
socio economic growth is waht this municipality aspires to achieve in the near future so to make this
feasible the clup must be revised and updated.
Also i will be performing dual functions, as i will not only be working for the mayor's office but it will
likewise extend to the planning office. I will serve as a technical writer in drafting the revised
comprehensive landuse plan, and as such we will see to it that all issues addressed by the various
agencies and those based on assessment of the currnet status of land use who will actively participate in
the planning efforts will be noted and all identified solutions properly presented therein. We will see to it
that the aspirations of projected future plans for the municipality and all projects yet to be implemented
will be compliant with the CLUP, it being the basis of all future plans.

I am very much aware of the provison under the civil service code prohibiting nepotism or the
appointment or hiring or employment of persons who are with the 5th civil degree of consanguinity of
the appointing ,recommending or chief of office or bureau in the office he is working. However, the
planning officer is left with no time and no choice but to employ persons whom he thinks has the
technical and intellectual knowledge and competence in the formulation of the planning efforts and the
completion of the plan itself. Considering the timeframe given, what is required are persons who can
devote their full time and attention towards the accomplishment of the Specific undertaking.
Community-based monitoring system- organized process of data collection which is of utmost
importance in local planning with the primary aim of alleviating poverty in the identified areas of
marginalized households.
