Resources in Rural Areas
(PhilDHRRA) is a network of
sixty-five non-government
organizations involved in
various development activities
in rural comunities all over the
country.

PhilDHRRA traces its roots to a


three-week regional workshop
in 1974 held in Swanganiwas,
Thailand, where 120 rural
development practitioners from
12 Asia-Pacific countries
exchanged ideas o-n how NGOs
and governments could
contribute to the development of
the countryside. A significant
outcome of the gathering was
the definition of the DHRRA
strategy for development: "small
groups become big groups when
linked together by a common
purpose; their strong potential is
seen within the perspective of
small autonomous units
pursuing their own development
in their own localities and
among their own people and
communities.

Policy Advocacy

Advocacies or causes supported. Through lobbying, NGO


representations, and partnership
with other groups, influence the
policy-making process both at
the national and local level, that
affect the development of the
countryside.

Resource Mobilization and


Financial Sustainability.

To install a mechanism to
divesify the source of revenues
to sustain the operations of
PhilDHRRA as a Network.

Network Management
Efficiency.

To develop a secretariat that


effectively and efficiently
performs the task mandated by
the Network.
To revise the NLUA bill to also .
address new pressures on

resources such as climate
change and conflicting claims
brought about by conflicting
laws among others;

To conduct a more active


NLUA campaign and lobby
work at the local and national
level to make NLUA a national
and electoral issue;

To expand membership of the


National Land Use Act (NLUA)
campaign coalition to more
sectors and stakeholders;

To capacitate POs and NGOs on


participatory comprehensive
land use planning through
training and piloting of a
CSO-LGU partnership in 2
municipalities to develop
policies for the sustainable use
and protection of agricultural
lands in general;

To develop improved
information and campaign
materials on NLUA for
lobbying and awareness-raising
and popular materials on CLUP
for capacity building.

Philippine Farmers for Food


Project (Component: Capacity
Building on Participatory Local
Governance, and, Climate
Change and Agriculture)

One of the objectives of this


project is: "to enhance the
sustainability of interventions
by strengthening the productive
capacities and the governance of
the agricultural sector by means
of improving - through the
action of producers'
organizations - the system for
input provision, technology and
knowledge transfer and
marketing in key food products
and through institutionalizing
and strengthening the
participation of farmers'
representatives in various
relevant policy fora."

A pilot monitoring on land


reform has been conducted by
Sectors served or provided NGO
PhilDHRRA, with support from
services to.
the Asian NGO Coalition
(ANGOC), under its project
“Asian CSO Report Cards:
Opportunities for Cross-country
and Cross-Regional Sharing,
Comparisons and Learnings”. A
Country Monitoring Report was
drafted, utilizing the indicators
developed by ANGOC on land
tenure and access to land, in
particular agrarian lands. In
addition, a Steering Committee
was organized that served as
advisory group to set the
direction for land monitoring.
The Country Monitoring Report
was presented in a Regional
Workshop held in Bangkok. As
a follow on activity to the initial
monitoring, this monograph will
present a proposed country
access to land monitoring
framework and indicators to
engage more CSOs to
participate, with the objective of
systematizing access to land
monitoring and mainstreaming
it within the relevant agencies.
The coverage of the monitoring
is expanded to include other
sectors such as municipal
fisherfolks and indigenous
people.

Geographic areas of operation. One province each in Luzon, NGO


Visayas, and Mindanao were
selected as pilot sites for the
field monitoring. The provinces
were selected, with assistance
from PhilDHRRA Regional
Coordinators, based on the
following criteria:

presence of local partner who


will conduct the actual field
monitoring,

province with high LAD


balance, and

receptivity of DAR Province for


monitoring.

Per the recommendation of the


Regional Coordinators,
theprovinces of Camarines Sur,
Negros Oriental, and
Zamboanga Sibugay were
selected.
