Isang malugod na pagbati!

Ako’y nagagalak na ipresenta ang 2015 State of the Barangay


Report na naglalaman ng mga nagawa ng aking administrasyon sa ating
Barangay base sa apat (4) na ” Performance Areas:” Administration,
Social Services, Economic Development and Environmental Management.

Ang ulat na ito ay magsisilbing basehan sa pagpaplano o


pagsasagawa ng mga programa, proyekto at mga kaganapan na
tumutugon sa pangangailangan ng ating barangay. Ito ang magiging
batayan sa pagpapanukala tungkol sa Barangay Agenda sa Barangay
Development Plan.

Ang ulat na ito ay naglalayon din na maisaayos ang ugnayan ng


Barangay sa matataas na Local Government Units (LGU’s), National
Government Agencies (NGAs), Non-Government Organizations (NGOs)
at stakeholders sa pagpapakita ng malinaw na larawan ng mga
kaunlaran ng barangay. Higit sa lahat, ito’y naglalayon ng kaalaman sa
mga residente sa tunay na estado ng barangay, para sila ay mas maging
aktibo sa pakikisali at pakiki-alam sa mga kaganapan sa barangay.

Sa ngalan ng pamunuan ng ating Barangay, malugod kong binabati


at nagpapasalamat ako sa Department of Interior and Local Government
(DILG) sa pagbuo at pagsasawaga ng Barangay Governance Performance
Management System (BGPMS) na magbibigay daan para maisagawa at
maipatupad ang State of Governance ng Barangay.

A. BRIEF HISTORY

Baao is a Barangay of the Philippines, Municipality of Baleno, and


Province of Masbate in Bicol Region (Region V) which is part of Luzon
group of islands. It is one of the Barangays which are in the outlying
areas of the Municipality of Baleno.

Baao is the past and present known name of the place. The name
Baao was derived from BAHAW, a crow look-alike bird which are
common in the place and says Bahaw…bahaw…bahaw as its singing
sounds.

There is no available authentic record which definitely tells the


date of the establishment of this barangay. According to the oldest
woman living in this barangay who is now 95 years old, this was already
called Baao when she was born.

Parents used to send their children to school in the neighboring


Barangays because there was no school yet in this Barangay after the
closure of the Primary school in the mountainous school site donated by
then Barangay Lieutenant Delfin Manlapaz. The closure of said school
was attributed to the site location which was not accessible to the grade
school children.

In 1961, the spouses Adeodato B. Manlapas and Josefina


Maglente-Manlapaz donated a parcel of land purposely for the school
site, at the same time for the convenience of their children who will soon
be entering the grade school. Baao Primary School re-opened its doors in
the new site in July 1962 after the completion of the construction of the
Pre-pub two-room school building to house Grades 1 and 2, a
combination class under the late Mr. Diogenes L. Virtucio. In 1966, it
became Baao Elementary School when it opened complete elementary
grades.

Baao then, has no Barangay Site. Residents established their


households in their respective properties or within the land area where
they serve as tenants of properties owned by well-off families who reside
in the poblacion of Baleno and elsewhere, until the time that the late
Narciso A. Amaro through the efforts of then Barangay Captain,
Dominguito Laurio, donated a parcel of land as Barangay Site now being
inhabited by the barangay folks.

Sometime in 2008, Flora M. Suplito donated a small portion of her


lot where the NAPOCOR Generator Set which supplies a five-hour
electricity to the barangay is located.

Now, Barangay Baao is starting its good reputation in the whole


Municipality of Baleno and hopefully in the whole Province of Masbate in
the near future. This can be attributed to the good governance of the
current members of the Barangay Council. The advocacy of the Punong
Barangay which is “Leadership by example” also plays a very vital role in
the promotion of cooperation, unity and responsiveness to the call of
Public Service.

VISSION

Barangay Baao is envisioned to a developed community


where the constituents have active participation in the affairs
of the Barangay towards a total change for the improvement of
the quality and dignity of life under a clean, healthful and
disaster ready environment, improved family income, and fair
and just society coupled with sufficient knowledge and
reachable health needs geared towards an honest, transparent
and humanitarian way of leadership.

Implementation of the Vision towards the value of respect
coupled with cooperation and participation of the constituents
under the guidance and blessings of the Almighty God.

The state of Barangay Governance Report shows that Barangay’s


overall performance rating is 0.69 or equivalent to color code blue. The
area of Economic Development should be the top priority for development
considering that the performance rating is 31 to focus on the services
areas of Entrepreneurship, Business and Industry Promotion.

In general, the level of effort which had brought about desirable


performance or condition in the areas of Agriculture and Maintenance
and Access to Core Road has to be sustained.

Problematic areas have to be given full consideration. Otherwise,


the pace of development and change will be slowed down by the
problems. Starting on the subsequent year, the following initiatives shall
be pursued:

The Budget Allocation for Calendar year 2015 amounted to


ONE MILLION THIRTY FIVE THOUSAND THREE HUNDRED
EIGHTY FIVE (Php 1,035,385.00) PESOS. The expenditures were as

The Personal Services had an allotment of Five Hundred Sixty Nine


Thousand Four Hundred Sixty One Pesos and 75/100 (Php 569,461.75).
Among the sectors, it received the biggest share of 55% of the total budget.

On the other hand, the total picture of the fund utilization shows that
the barangay incurred 98% expenses of its budget. Overall, it indicates a
savings of 2%.

Significantly, the barangay spent its financial resources hugely on the


Development Fund which is 20% of the total budget next to Personal Services.

The Barangay garnered an overall performance index of 69.25%


with a color code of blue. Despite overcoming the rigorous processes in
the implementation of the different policies and programs in the
barangay, there are still several issues/deficiencies which need
necessary improvement:

On Administration, where we have nine (9) service areas, an


average rating of 80% was attained which indicates a Green Color. This
is attributed to the implemented projects; improvement of session hall;
prioritize projects for the Senior Citizen; Children and Youth; inclusion of
Civil Society Organizations (CSO) and availability of all services provided
by the Barangay Administration.

On Social Services, we obtained an average rating of 73% or color


Blue, which indicates that our Barangay is in practice of giving health
attention by hosting health caravans of the Department of Health (DOH),
regular immunization and deworming among children. On nutrition, we
adhere to the “Adopt a Child Advocacy” by providing monthly supply of
vitamins, milk and eggs to supplement the food requirements of
Malnourished children. Information-dissemination on health and
sanitation are also being conducted.

On Economic Development, the barangay got an average rating of


63% or equivalent to color Yellow. This indicates that there is a need to
conduct more trainings and seminars on the modern technologies in
agriculture. On entrepreneurship, business and Industry promotion, it is
very hard for a very small barangay like ours with no permanent supply
of electricity to engage in the preceding indicators.

Also rated is how the Barangay faired on Environmental


Management which has two (2) indicators where it garnered an average
rating of 93% equivalent to Green. This is because of our advocacy for
the conservation of natural resources. Waste Management is not a
problem because of solid waste segregation of “Nabubulok, di-nabubulok
and recycable” garbage. Our barangay is also pollution free because of
the absence of industrial facilities and smoke of large trucks and other
vehicles.

This barangay is working for the establishment of Material


Recovery Facility if the budget warrants, where all recycable materials
can be deposited and can be converted to monetary equivalent which can
help augment family income.

With the full cooperation of all sectors concerned paved the way
towards the success of the year under review, Calendar Year 2015.

V - Report Findings

1. Administration

All local government units including the barangay need to undergo


self-assessment to measure their performance in terms of delivery of
services. This includes the Administrative System and Procedures the
Sanggunian uses in running the affairs of the barangay. It contains
indicators that measure the Barangays performance which include the
assessment on the functionality of barangay equipment or facilities.

Barangay administration is one of the crucial and essential


functions of the barangay. This includes nine (9) indicators: Barangay
Legislation; Transparency; Citizen’s Participation; Development Planning;
Revenue Generation; Revenue Allocation and Utilization; Financial
Accountability; Facilities and Customer Service; and Human Resource
Management and Development.

BARANGAY LEGISLATION

Legislation is the heart of governance. This is the foundation


of effective implementation of laws which leads to a better
management and development of Local Government Units (LGU).

One of the basic functions/roles of the Sanggunian is the


enactment of ordinances and adoption of resolution. This process is
called legislation. In order to formulate responsive ordinances/
resolutions, there is a need to have proper structure and processes.
A monitoring process is needed in order to check the implementation
of ordinances.

Of the nine (9) indicators, Barangay Baao obtained six (6) or 73%

The indicators which were not complied with have distinct reasons.
On the minimum number of sessions, we do it once a month but
whenever necessary we hold Special Sessions to act on urgent matters
concerning the affairs of the Barangay.

No new ordinances had been enacted because the existing


ordinances are still applicable to the present situation.

Since the barangay has no electricity during the day, we cannot


put up a computer, hence, we cannot establish Legislative Tracking or
Monitoring System of the affairs of the government particularly on
national issues.

TRANSPARENCY

Public trust should always be given premium/importance by


the Barangay Officials. It is necessary that their constituents are
informed and made aware of the operation of the Barangay affairs.
We have posted all the documents required of the Full Disclosure
Policy and the Barangay opens all its transactions and operations
to the public that enables them the access to public information
and awareness they could acquire of the plans, programs,
ordinances, enactments and other related services offered by the
barangay administration.
The indicators contained in the Data Capture Form of the

In adherence to the requirements on Transparency, this


Barangay was able to get the mid-percentage rate. Therefore there
is still a need for improvement to ensure that high percentage will
be attained in the succeeding years.

CITIZEN’S PARTICIPATION

The involvement and participation of the different


stakeholders is very important especially in voicing out their
concerns and aspirations for the barangay. Their inputs are also
vital during planning and formulation of laws that will provide us
the sound policy-formation of our plans and programs.

Citizen’s participation is one of the most important aspects


of governance. This is a manifestation that supreme power is
lodged to the citizenry.

Of the five (5) indicators, Barangay Baao obtained 4 indicators


or 100% rating.

Because of the enactment of Republic Act No. 10632 in 2013


which postponed SK Elections several times, holding all SK
positions vacant until new officers are elected, we did not conduct
Katipunan ng Kabataan Assembly. However, we always saw to it
that the budget for the Sangguniang Kabataan was utilized for
programs involving the youth.

DEVELOPMENT PLANNING

Barangay officials and various sectoral representatives work


together to chart the future development of the barangay and
address relevant problems and concerns affecting the community.
It is in this activity where programs, projects and activities are
identified and prioritized to ensure judicious utilization of the
barangay funds.

The administered data capture form of BGPMS reveals the

REVENUE GENERATION

Laws/ordinances enacted/passed by the Sangguniang


Barangay for the collection of taxes, fees and charges or generate
revenues. RA 7160 allows the barangay to create, provide other
sources of funds for development projects that will benefit the

This barangay has not enacted Tax Ordinance because


mostly of the residents are tenants of big landowners who are

Of the six (6) indicators, Barangay Baao complied with six (6)

Although we complied the six (6) indicators but due to the absence
of Internet Connections, Telephones and Fax Machines because of its
distance and location and we also do not have quick response vehicle
because of the bad condition of access road that connects our Barangay
to the National Highway these sub-areas brought us down by 2% in
Communication and Transport Facilities. Electricity is provided by a
Generator Set with only five (5) hours service.

Inspite of the three (3) indicators obtained of three (3), our


percentage rating is only 88% because of the absence of Legislative
Orientation of PB and SB Members; Skills Training for Lupong
Tagapamayapa; and Skills Training for Barangay Tanods;
Legislative Training of Sangguniang Kabataan; and Skills Training
of Barangay Human Rights Action Officer (BHRAO) because during
our incumbency, no orientation and/or trainings had been
conducted.

2. SOCIAL SERVICES
The barangay although the smallest political unit plays a very
important role in the delivery of basic services to its constituents as
provided for in the Local Government Code. There are three (3) services
under this performance area that determines if the barangay’s program,
project and activities are in harmony with the LGC. The four (4) subject
areas are Health and Nutrition; Education; Culture and Sports; Women
and and Children; and Peace, Security and Disaster Preparedness.

HEALTH AND NUTRITION

Health is wealth. This is the reason why most officials


prioritize health and nutrition services. Although higher LGUs,
such as the province and municipality, provide health and
nutrition services, the barangay also is mandated to deliver basic
health and nutrition services to its constituents.

VII - CONCLUSION

As our Barangay Officials are doing their part to promote better


governance, we adopted a mechanism to keep track of the barangay’s
productivity and performance through the Barangay Governance
Performance Management System. It is a self-assessment tool to
measure the capabilities and limitations of the barangay in the delivery
of essential public service to the people. Results of this report shall serve
as the guiding reference in addressing people’s concern along the four
Performance Areas: Administration, Social Services, Economic
Development and Environmental Management with the corresponding
seventeen (17) service areas.

We assure our constituents that our plans, programs and


accomplishments for the year are geared towards the achievement of
more advantageous state in the future, so that the community will keep
on to get better and that all the leaders will become more devoted to
public service, true to their sworn duties and responsibilities and
attentive to what are favorable to the general public.

Completely aware of the vision and in the perspective of our

CREATING THE BIDS AND AWARDS COMMITTEE (BAC) OF


BARANGAY BAAO PURSUANT TO RFEPUBLIC ACT 9184

WHEREAS, Republic Act No. 9184 (RA 9184) entitled: “An Act Providing for
Modernization, Standardization and Regulation of the Procurement Activities of
the Government for other Purposes,” was signed into law on January 10, 2003
and took effect on January 26, 2003, and its Implementing Rule and Regulations
Part A (IRR-A) took effect on October 8, 2003;

WHEREAS, Section 4 of RA 9184 provides that it shall apply to the


procurement of Infrastructure projects, goods and consulting services, regardless
of source of funds, whether local or foreign or by all branches and
instrumentalities of Government including local government units;

WHEREAS, pursuant to Government Procurement Policy Board (GPPB),


Resolution No. 01-2014 dated January 10, 2014, Baao Barangay Council adopts
and confirms the Bids and Awards Committee (BAC);

2. The Punong Barangay being the Local Chief Executive shall designate
thru an Office Order the members of the BAC and its Secretariat for
one (1) year term. The members shall elect from among themselves
who shall act as Chairperson and Vice Chairperson.

SECTION 2. The Committee created is charged with the task


provided for in the IRRA-4 of RA 9184.

SECTION 3. A majority of the BAC composition as designated shall


constitute a quorum for the transaction of business, provided that the
presence of the Chairperson or Vice Chairperson shall be required.

least a majority of those present at a meeting at which there is quorum
shall be valid and binding as an act of the BAC.

THE PROTECTION OF CHILDREN (BCPC)

WHEREAS, Republic Act (RA) 7610 otherwise known as "Special Protection


of Children Against Abuse, Exploitation and Discrimination Act" declares that it is
the policy of the State to provide special protection to children from all forms of
abuse, neglect, cruelty exploitation and discrimination and other conditions,
prejudicial their development; provide sanctions for their commission and carry
out a program for prevention and deterrence of and crisis intervention in
situations of child abuse, exploitation and discrimination;

WHEREAS, Article 360 of the Civil Code of the Philippines provides that the
government shall establish Councils for the Protection of Children;

WHEREAS, Article 87 of Presidential Decree (PD 603) also known as the


Council for the Protection of Children, requires that every barangay council shall
encourage the organization of a Local Council for the Protection of Children
(LCPC) and shall coordinate with the Council for the Welfare of Children and
Youth in drawing and implementing plans for the promotion of child and youth
welfare and be made functional especially in the barangay level;

WHEREAS, it also states that membership shall be taken from responsible


members of the community including a representative of the youth, as well as
representatives of government and private agencies concerned with the
welfare of children and shall be on a purely voluntary basis;

NOW THEREFORE, I, AIDA M. GUARDAME, by virtue of the powers vested in


me as Punong Barangay of Barangay Baao, Municipality of Baleno, Province of

children with behavioral problems so that they can get expert
advise;

5. Adopt measures for the health of children;

6. Promote the opening and maintenance of playgrounds and


day-care centers and other services that are necessary for child
and youth welfare;

(abandoned, maltreated, etc.) and refer cases filed against
child abusers to proper agencies and institutions;

12. Perform such other functions and other child related laws
especially in matters of child and parent education, health,
entertainment and others.

WHEREAS, Section 16 of Republic Act No. 7160, otherwise known as


the Local Government Code of 1991 provides “every local government
unit shall exercise the powers expressly granted , those necessarily implied
therefrom as well as powers necessary appropriate, or incidental for its
efficient and effective governance, and those which are essential to the
promotion of the general welfare. Within their respective territorial
jurisdictions, local government units shall ensure and support, among
other thing xxxx maintain peace and order and preserve the comfort and
convenience of their inhabitants;”

WHEREAS, DILG Memorandum Circular No. 2015-63 dated June 16,


2015 provides for the guidelines, policies and procedures for the
revitalization of the Barangay Anti-Drug Abuse Council (BADAC) and its
role in drug clearing operations in all barangays throughout the country;

incidents and its effect on the peace and order situation in the
barangay including listing of suspected drug users and pushers;
8. Submit a monthly report to the Municipal Anti-Drug Abuse
Council copy furnished the DILG Municipal Field Office;
9. Refer suspected drug users to the MADAC and other institutions
for corresponding counseling and/or rehabilitation;
10. Conduct an Information, Education Campaign (IEC) on illegal
drug demand reduction;
11. Monitor disposition and progress of drug related cases filed;
and
12. Perform such other functions as may be provided by law or
competent authority.

SECTION 3. BADAC COMMITTEES. The BADAC Committees on


Operations and Advocacy shall be organized in accordance with DILG
Memorandum Circular No. 2015-63.

SECTION 4. MEETINGS. The Barangay Anti-Drug Abuse Committee


shall meet at least once every quarter, on a date set by the Council.

SECTION 5. FUNDING. Funds necessary to carry out the provision of


this Executive Order be sourced out from any available barangay funds.

SECTION 6. EFFECTIVITY. This order shall take effect immediately.
