WHAT IS RSA ?

RSA is a formal process of examination


of the detail of a new project or of an
existing road, to identify the accident
potential and expected safety
performance of the project (or road)
• RSA is an accident prevention technique
• RSA is a necessary part of the ‘Quality
Assurance’ process associated with new road
projects.
• Both RSA and QA have the aim :
 ‘Getting It Right The First Time’

Ensure roads provide highest


practicable standard of traffic
safety for all road users.
Objective of RSA
• Identification of potential safety hazards on
new projects.
• Identification of hazardous features on
existing road before they become involved in
Accidents.
• Ensure that safety requirements of all road
users are considered.
• Reduce overall ‘through life’ cost.

WHO SHOULD DO THE RSA ?
• Qualified and Experienced in Road Safety Management,
with good background knowledge of Road Design and
Traffic Management.
• a good understanding of the ‘Human Factors’ associated
with traffic operations
• good conceptual skills, to be able to “visualize” the
project from the plans, as the driver will see it
• Independence from the original planners, designers or
‘builders’ in order to :
- Reduce inhibition of criticizing colleagues work,
- Seeing the project through ‘Fresh eyes’.
Road Safety Auditor can be from the same organization
except that he / she must have all the following
qualifications and experience :
i) Have at least 10 years working experience or 6 years working
experience with post graduate qualification.
ii) 3 years road design experience and 3 years of road safety
engineering
iii) A Professional engineers
iv) Have attended a road safety course conducted by
JKR/IEM/REAM/ University/IKRAM or have adequate
experience as a road safety Auditor for several road projects.
