The document compares two main laws governing small-scale mining in the Philippines: Presidential Decree 1899 and Republic Act 7076 (People's Small-Scale Mining Act). Key differences include: RA 7076 requires licensing and registration of small-scale miners and processors, establishes areas for "People's Small-Scale Mining", and limits contract areas to 20 hectares. In contrast, PD 1899 does not require licensing or registration, sets larger area limits up to 81 hectares, and allows more than one permit per individual.
