PIEP COF ELEVATES 10 NEW FELLOWS, 3 FELLOW EMERITUS and AN HONORARY FELLOW in TRADITIONAL CEREMONIAL RITES ‘Ten new Fellows, three Fellow Emeritus and an Honorary Fellow were clevated to the Philippine Institute of Environmental Planners College of Fellows last 16 February 2017 at the Apitong Ballroom, Celebrity Sports Club. Special guest and inducting officer was Julia B. Nebrida Asst. General Manager for Operations of the Metropolitan Manila Development Authority. ‘They are: Fellow Emeritus - En.P, Rosauro SJ Paderon, fpiep; Luis. Tungpalan, fpiep; and Leandro A. Viloria, piep. A fellow emeritus is a fellow who has been in good standing in the PIEP College of Fellows continuously for at least ten (10)years, has attained the age of sixty -five (65) years and has retired from the practice of the profession. ‘Theten new fellows are: EP Armando All, EnP. ‘Tomas A. Cabuefios, EnP Joseph Michael P Espina; EnP, Luis M, Ferrer, EnP. Leonora P. Gonzales; EnP Linda MalenabyHornilla; En.P. Emmanuel M. Luna; En.P. Elmer S. Mercado; En.P. Aniceto M. Sobrepefia and En.P. Michael V. Tomeldan, Honorary Fellow is Dr. Mary Racelis. ‘The new fellows passed through a rigorous screening process that include having been “a PIEP member in good standing for at leastten (10) years at the time of nomination; and must have rendered exemplary and eminent service to the PIEP and the community, has made notable contributions to the advancement of the profession in any of the areas of environmental planning as defined by the law”; a written nomination and in behalf of the Board, screened, ‘examined and evaluated by the Jury. The results of the their evaluation was endorsed to the Board, through the PIEP Secretary and the Board shall act on the Jury's recommendations and confirm the elevation of the successful nominee/s. ‘The new fellows are expected to present a paper, research findings or completed publishable document in the past 3 years before his elevation or hold an exhibit of his work. ‘The total living Fellows of the institute should only be ten (10) percent of the total membership. Lindsay Barrientos Outgoing President's Message _ @ “THOUGHTS g sboooedd De Castro by Lara Togono1 Fouuard, ErP! Two years in the life PIEP have flown by so quickly. I look back at this time with @ grateful heart, and thank the members for their passion and concern for our organization. We stepped into our positions ata pivotal time in our profession: the world foces greater, accelerated, and more complex chollenges. At the same time, the profile of the EnP is shifting and ushering great potential; in the past two years we hove welcomed more members from outside Metro ‘Manila, ond more from local government than ever before. ‘Our main task was to prepare PIEP as a sustainable, secure platform for this growth. As such, ‘much energy was focused on training aspiring professionals, as well as continuing professional development. We also put extra effort in developing chapters, and in enlivening the ways through which members engage with one another. By diversifying communication channels, more people—EnP and non-EnP alike—can gain access to PIEP and have a better appreciation of our value as professionals. Beyond this, we realized the importance of partnerships, and established links with the academe, government, and private sector partners. We trust that this collaborative environment will prosper beyond our term, and will lead to a more vibrant community of planners. There are other milestones that the other outgoing directors can readily share. These were ‘matched equally by the challenges we faced, which were difficult but never insurmountable and easily became "happy problems.” For this reason, | would like to express my gratitude to my {fellow directors for enduring the extremely rapid pace of wrk, and lending their individual brilliance to 0 common goal. Such boundless, intense energy could only come from a deeper understanding and love for PIEP. Our gratitude also goes out to members who help uplift our organization, to the pioneers who continue to shine a light on us with their generosity and wisdom, and to our tireless Secretariat. All your efforts now form part of the PIEP story that we are constantly building, one that we hope will help shape our society for the better. As part of this ongoing narrative, the 2015-2016 Board of Directors closes its chapter nat with o period, but a segue. In our final Board Resolution, we have committed the combined savings from ‘our term to critical development areas for 2017: 1) assistance in chapter formation and development; 2) copocity development especially for local government workers; 3) assistance to senior EnP, 4) research and publication, 5) an outreach program; and 6) investment in government bonds, the interest of which will be used for Secretariat operations. Such allotments aim to ensure sustainability in all aspects of our organization. Parting Words from the PIEP Board of Directors 2014 - 2016 It has been an honor & pleasure to serve as your VP and Chair of Conventions, It has been great to see our organization double in just two years, and our voices more heard. ‘Thank you to the PIEP members for all your support & participation in our GMMs, conventions & conferences, trainings, and workshops. I hope that we all remain committed to be professionals that value honesty, integrity, and love for country. Karima Patricia "Karmi” V. Palafox Vice President In 2015-2016, | experienced one of the most challenging roles of my career thus far —heing a director at PIEP, more specifically for Continuing Professional Development (CPD) and educational concerns, The Board of Directors launched quarterly General Membership Meetings (GMMs) that were held around the country which always included lectures with CPD points. When we started out, there were 1,178 EnPs in 2014 licensed planners and by the time our term ended, the number had ‘grown exponentially to 1,898 EnPs in 2016! This is a true testament to the importance of our growing profession, We heard the calls for numerous board exams reviews and coaching sessions that were held in many different cities. Lastly, we participated in consultations with the Commission on Higher Education (CHEd) for the development of a bachelor’s degree in the field, We have managed to encompass ‘educational issues for those who are already licensed, for those who intend on obtaining a license, and young students who may want to study and become part of our profession. It has indeed been an exhilarating but also a fruitful and much fulfilling ride. Follow us! Was an assemblage of sessions covering urban development policies, the national government's development plans, and urban futures. Urban governance and the politics of planning, Session 1 focused on urban development legislation and policy— looking back at how the Urban Development and Housing Act (UDHA) has fared in the last 25 years, and looking forward to the state of urban development in the next 25 years and beyond, Senator Joey Lina spoke on the successes and gaps of the UDMA, the first ‘comprehensive law to rationalize housing and urban development. Senator Jose Victor Ejercito talked about emerging legislative measures and policies, including the proposed creation of the Department of Human Settiements and Urban Development. ‘Session 2 tackled the relevance of two national development plans and how they can address urbanization challenges: HLURB Commissioner Linda Hornilla presented the National Urban Development and Housing Framework and while the National ‘Spatial Strategy was presented by Christine M. Villarino from NEDA. Session 3 emphasized the potentials of urbanization. Architect and En.P. Felino Palafox Jr. shared, among others, the lessons learned and revolutionary ideas for Metro Manila. The Country Chair ofthe Urban Land Institute in the Philippines Raymond Rufino talked ‘about global innovations that can possibly dlsrupt urban development ‘and real estate. HUDCC concluded the session with a presentation on plans and policies for urban resilience and inclusive development, highlighting the recently adopted New Urban Agenda. Day 2 started with a session on urban governance. USAID Senior Growth Specialist John Avila talked about the cities included in USAID's SURGE project, as well a the potentials of secondary cities in the Philippines. Mayor Jason Gonzales of Lambunao, lloilo discussed plans for his municipality, including initiatives to attract POLITICS, POLICY & PLANNING November 8-10, 2017 Dusit Thani Hotel talent and investments to smaller urban areas. Colonel-En.P. Celestine | Desamito Jr,PRC En.P. of the Year joined ther and talked about his work as an environmental planner working at the grassroots level in Mindanao. Dr. Alex Brilantes, politcal scientist and expert ‘on governance and development administration, talked about the implications of a federal government on urban planning and development / The last session tackled the politics of planning. Speakers included Vince Lazatin of Transparency International, who discussed issues | ‘on transparency and its impacts on urban development. Sociologist | Nicole Curato of the Centre for Deliberative Democracy and Global Governance in Canberra presented how democratic and authoritarian approaches affect post-disaster recovery. Veteran environmental planner, Dr. Dinky von Einsedel, talked about stakeholder-centered planning approaches in the context of urban conflict. Undersecretary Anneli Lontoc of the Department of Transportation discussed the mult-aceted role of leaders vis-3-vis, the challenges of urban planning and management. QUIMPO National President ‘Mia is @ sophomore in the PIEP Board of Directors having served in the previous 2015-2016 term as National Secretary ‘and Publications Committee Chairperson. She hos over twenty-five years experience in the private, public sector and academe. As an architect and urban planner, Mia has been ‘involved in a wide range of land use studies, master planning and consultancy projects within the Philippines. She has a Masters in Urban ‘and Regional Planning from the University of the Philippines and a degree in Architecture from the University of Santo Tomas. Mia is currently a Senior Urban Planner at Cardno Philippines, an infrastructure and environmental services consultancy firm and a part time Senior Professional Lecturer at the Dela Salle College of Saint Benildle Architecture Program. Ar En.P. MINERVA C. ROSEL Vice President Minnie Rosel has held vorious positions including national directorship for the PIEP. She is a licensed architect {and environmental planner whe hos worked for private, government and international organizations. Now based jin Mindanao pursuing the generation of local jobs through knowledge process outsourcing in the field of Set AD architecture and design, she has also substantially contributed to her professional organizations, particularly through trainings, conventions and the advocacy of green orchitecture. Most recently, she has devoted her time and professional service os volunteer/consultant for the rehabilitation of the Eastern Visayas Region. She is a graduate of the University of the Philippines College of Architecture (BS Arch) and School of Urban and Regional Planning (MUrp). En.P. EFRAIM D, ROXAS Secretary It is Efraim’s first term as an officer of the PIER. He has been with the academe and planning consultancy as GIS Specialist/Environmental Planner/Social Sector Development Specialist for almost a decade. He is also currently the Department Chair of the Department of Community and Environmental Resource Planning, College of Human Ecology of the University of the Philippines in os Banos. Efraim has a Master's degree in Environmental Science, Training in ArcGIS and an undergraduate degree in Human Ecology. En.P. JEANETTE ELEVADO-CRUZ Treasurer Jeanette has been a previous PIEP President and officer of the board. This is her second consecutive term as National Treasurer. ‘She is the Director of the Administrative, Finance and Knowledge Management Group at the Housing and Urban Development Coordinating Council (HUDCC) and hos been involved in a number of landmark programs including the National Informal Settlements Upgrading Strategy, the Development of Shelter Monitoring Information System, ond ‘most recently Habitat Ill Country Report. Alarmed atthe inadequate provision 2s well asthe increasing loss of open space for the use and enjoyment ofthe general publi, especialy in the ‘face of rapid urbanization, PIEP and PALA have joined forces to specifically address this issue and have formed the Public Parks and Open Space (PP0S) ‘Advocacy Group Public parks and open spaces contribute to the ‘enhancement of the social, cultural, economic, environmental and politcal functions of towns and cities. They are the first elements that project the character ofa place from a chaotic and unplanned settlement to a more pleasant and well-managed city or town. In the Philippines, however, the value of public open spaces seems to be overlooked or underestimated by policymakers, local leaders, developers and even the general public. There ‘reo numberof reasons fr this such asthe lack of understanding or capacity to use the possibilities of public open spaces as a complet, mutt-functiona urban system. Compounding this problem include the inadequacy and lack of coherence among enabiing legislation, institutional fragmentation, and weak political will.
