R A T IO N A L E

W ith the passing o f Republic Act 8980 or the Early C hildhood Care and
DeVeiopment (ECC D ) Act, the D epartm ent deemed it necessary to institutionalize the
im plem entation o f Supervised N eighborhood Play (SNP) to enable to provide a hohie-
based approach in rendering early childhood education program o f 0-6 y e a r'o ld
children. This is to enhance the role o f parents and other caregivers as the primary
caregivers and educators o f their children from birth onwards (Section 3-C -R A 8980)
as well as enhance and sustain the efforts o f com m unities to prom ote E C C D programs
and ensure that special support is provided for poor and disadvantaged communities.

D E S C R IP T IO N OF S U P E R V IS E D N E I G H B O R H O O D PL A Y

Supervised N eighborhood Play is a n eigh borh ood com m u n ity-based early


ch ild h ood care p ro g ra m f o r children 6 years old and below. It utilizes play as an
approach in providing early stim u lation activities that are developm entally
appropriate for each target ages o f children in the comm unity. The children are
provided early childhood enricliment activities through a variety o f play activities,
games, guided exercises and other learning opportunities by a child developm ent
worker and/or parent volunteer under the supervision o f a social worker.

This intervention provides a play-learning environm ent wherein the emphasis


is on the developm ent o f spiritual and social values, developm ent o f creative and
analytical ability, personal and physical ability and hum an relations o f children for
their optim um growth and development.

The prim ary target for SNP are children below six y e a rs old under the care o f
child developm ent worker, children whose parents served as participants o f Parent
Effectiveness Service and those th at are n ot accom m odated by the cen ter-based
p ro g ra m s due to space lim itation s an d eligibility requirem en ts. The target areas f o r
S N P im plem entation sh a ll be those areas where there are no establish ed day care
an d ch ild m in din g centers.
IM. E L IG IB IL IT Y R E Q U I R E M E N T S F O R A D M IS S IO N TO SNP

Children six years old below who belong to any o f the following categories:

a) are n o t recipien ts o f services o f C h ild M in d in g C enter or D ay Care C enter and


oth er E C C D cen ter-based services
b) have parent(s) attending Parent Effectiveness Service (FES) or E m pow erm ent and
Reaffirm ation o f Paternal Abilities (ERPA T) and do not have playm ates' at hom e
c) have parents w ho are w orking and unable to attend to their children
d) are deprived o f a safe and w holesom e recreation around the hom e and in the
neighborhood
e) children who d ro p p ed ou t or have lost in terest in cen ter-based E C C D services

im PROCEDURE

A side from the different steps already identified under preparatory stage o f
A O 231, the following steps are the additional activities and processes that the social
w orker and the child developm ent worker shall undertake in im plem enting the SNP.

Item A. Preparatory Stage

No. 6. The so c ia l w orker with the C h ild D evelo p m en t W orker (CDW ) sh a ll m eet
with id en tified fa m ily with children 6 y e a rs o ld below a n d p ro vid e them orientation
on the im portan ce an d m ech an ics o f SN P.

No. 7. The social worker shall encourage the organization o f SNP parents group and
shall identify a specific venue or play area for the indoor activities particularly for
infants and toddlers.

No. 8. The social w orker shall train the child developm ent w orker or the parent
volunteers for three (3) days on SNP and another two (2) days for the use and
adm inistration o f E C C D checklist as one o f the assessm ent tools in developing play
activities and session for young children. The E C C D Tool shall also serve as the
m onitoring tool in assessing childrens developm ent.

Item B. Selection o f Training o f C D W /PE S Volunteers

The training o f C D W /PE S volunteers shall have the following additional contents

D eveloping curriculum for children in SNP setting
Safety and care for infants and toddlers during play session
Assessing childrens developm ent using E C C D checklist

Item C. M anagem ent and Sustenance o f SNP

3. SMect/elicit a space or venue for the indoor activities particularly ot the intbnts
and toddlers and to provide a safe and open space whicli allows children
independence o f m ovem ent within the area serving as venue for the outdoor
sessions.

To add the following as no. 4

4. Assess childrens developm ent using E C C D checklist and other assessm ent tools
as basis in developing activity plan or play sessions for children.
