Update: A post on the official Epic forums has confirmed that the Horde Command Pack is now available on Xbox Live.
According to Epic, "The Gears of War 3 Horde Command Pack is now available on the marketplace. Restart your Xbox to get the latest changes. There may also be a delay while the content propagates across Microsoft's servers.Thanks for your patience everyone!"

Early this morning Epic Games announced that the "Horde Command Pack" has been delayed. The DLC was originally scheduled for release today.
During final testing they "experienced a technical issue" that requires delaying the pack indefinitely. Though Epic Games is "working as fast as [they] can to identify the issue and get the package out to all of [their] fans."
We here at IGN will keep you posted on the availability of the DLC that includes new Horde maps, new characters, new achievements, and new upgrades. The "Horde Command Pack" will cost 800 Microsoft Points ($10) when it arrives.
