The Interoperable Europe Monitoring is one of the mechanisms put in place by the European Commission as a monitoring tool, to regularly gather information on the state of play of digital public administration and interoperability activities within the EU Member States and associated countries.

MISSION

The Interoperable Europe Monitoring initiative aims to establish a comprehensive monitoring framework under the Interoperable Europe Act to ensure data-driven decision-making processes and foster mutual learning among EU Member States, thereby enhancing the delivery of seamless, cross-border digital public services in the EU.

Establish a monitoring framework that drives evidence-based policy innovation to ensure the provision of interoperable trans-national digital public services across the European Union.

MAIN SERVICES

The underlying philosophy of the the Monitoring community is to provide the most up-to-date information related to digital public administration and interoperability matters in Europe, by providing the following main services:

 

INFORMATION OBSERVATORY

Through the Knowledge Centre, the Monitoring publishes the most up-to-date information on the state-of-play of digital public administration and interoperability.

 

ASSISTANCE AND SUPPORT

The Monitoring provides support, guidance, training material and expert advice to European national administrations to facilitate the implementation and alignment of their National Interoperability Framework (NIF) with the European one (EIF). These resources can also be accessed via the Knowledge Centre. 

 

COMMUNITY OF PRACTICE

The Monitoring aims at fostering a community of practice around digital public administration and interoperability matters. To this end, it fosters engagement activities with European public administrations such as workshops and webinars, as well as publication of the most recent news and best practices.

Our mission

As a monitoring observatory, the goal of this collection is to capture the outcomes, progress and results of cross-border interoperability and digital transformation of Union entities and public sector bodies. This aims to be a collaborative space to share resources on the implementation of the Interoperable Europe Act and the Interoperable Europe Framework (EIF)

The Interoperable Europe (IOPEU) Monitoring collection is the main entry point to find documents, reports, dashboards, and many more resources on the state of interoperability and digital government.

🔎 In the spotlight

What is changing with Article 20 (Monitoring and evaluation) of the Interoperable Europe Act?
“The Commission shall monitor the progress of the development of trans-European digital public services to support evidence-based policymaking and actions needed in the Union at national, regional and local levels. The monitoring shall give priority to the reuse of existing international, Union and national monitoring data and to automated data collection.[…]”.

A new Monitoring Mechanism (MM) is under creation and it will be presented to the Interoperable Europe Board in May 2025. This new MM will bring changes in terms of data collection (focusing on reuse and automation); a new scope and indicators to be monitored (e.g., Interoperability Solutions Uptake; Open-Source Solutions and GovTech Cooperation; Skills, etc.); and a newly introduced report to assess the cross-border interoperability progress, barriers and drivers, and achieved results over time.
