Describe the bug

Currently

The horizontal scrollbar covers part of the toolbar

Expected

The horizontal scrollbar should appear below the toolbar

Reproduction link

Any Storybook instance including the one on the core repo

Reproduction steps

  1. Launch your favourite Storybook instance
  2. Resize the window until an horizontal scrollbar is needed on the toolbar
  3. Chaos ensues, your toolbar is now much harder to see
