Concept Note: Youth Engagement in Disaster Risk Reduction in Africa

I. Background
The provisions of the Africa Programme of Action (PoA) adopted by the African Union Heads
of State and Government for the implementation of the Sendai Framework recognize the need
for the establishment of youth platforms for meaningful youth engagement in disaster risk
reduction (DRR) policy development, implementation, follow up and review.
At present, it is unclear to what extent these youth platforms have been established in African
Member States and their participation in DRR policy development processes. To this end, the
UNESCO Regional office for Eastern Africa in collaboration with the Africa Youth Advisory
Board on Disaster Risk Reduction (AYAB DRR) aims to address knowledge gaps and provide
guidelines for meaningful youth engagement in DRR policy development processes.
In this regard, two fora (French and English) are planned to collect relevant information on
challenges and opportunities and how the youth considerations could be mainstreamed into DRR
policy development processes.
The first forum (English) is scheduled for 22 July, 2021 at 03:00 pm (Nairobi time) and the
second on 23 July 2021 (French) at 01:00 pm GMT (Nairobi time) via Zoom.
II. Objective
The overall objective of the forum is to enable the sharing of good practices and lessons learnt,
identify gaps with a view to enhancing coordination, increasing awareness, mobilizing
commitments to disaster risk reduction and making recommendations to further develop the
guidelines for meaningful youth engagement in DRR policy development processes in Africa.
- Informing strategy and policy decisions on youth engagement in DRR through improved
understanding of the gaps, challenges and opportunities for youth participating in DRR in
Africa;
- Documenting best practices on youth engagements in DRR for dissemination and
possible scale up;
- Getting the inputs and experiences of youths and relevant stakeholders into UNESCO’s
guidelines on meaningful youth engagement in DRR;
- Documenting experiential knowledge and best practices in advancing DRR in the context
of the Sendai Framework.
III. Participants
Expected participants include African youth groups/networks involved in DRR, DRR experts,
professionals, academics, key stakeholders, AYAB DRR, UNESCO, AUC, AfSTAG, League of
Arab States, civil society organizations and other relevant stakeholders in DRR.
